Meghalaya chief secretary launches emergency num 112

Meghalayachief secretaryRV Suchianginaugurated the nationwide emergency response system (NERS)/emergency response support system (ERSS) or Dial 112.

It is an endeavour of the Union Home ministry to launch a unified response system with a single number for all kinds of emergencies and distress signals from citizens in the form of voice call, SMS, e-mail, panic SOS request, web request and so on.

All these distress signals are sent to the common number 112, the automated facility envisaged to be set up for this purpose in the capital cities of all states and Union Territories to handle all distress signals and provide assistance available to the people in distress within the best possible time. Henceforth, all the existing emergency numbers like 100 (Police), 101 (fire and rescue) and 108 (ambulance), 181 (Women and child care) etc, will be integrated to unified number 112.

Assam education department starts free distribution of textbooks

The state Education department on Thursday started distributing over 3.22 crore textbooks in nine mediums and 19 languages for around 62 lakh students. Sources in the education department said that the number of students enrolled would be known at the beginning of the new academic session in April, but as of now they have printed the same number of books as in last year.

Education ministerRanoj Peguinaugurated the ceremonial dispatch of free textbooks for the academic session 2022-23 at theAssamState Textbook Production and Publication Corporation (ASTPPC) Ltd godown atBonda on Thursday. The minister, in the presence of education adviser to the ,Nanigopal Mahanta, flagged off several vehicles carrying these free textbooks to various districts. Altogether 3,22,58,564 textbooks will be delivered across 34 districts and 149 education blocks in Assam.

Govt readies textile park proposal

The is readying a proposal for the establishment of a textile park inOdishawith the Centre having approved seven PM Mega Integrated Textile Region and Apparel (PM MITRA) parks for the development of the textile sector in the country.
The Centre has planned to invest around Rs 4,445 crore by 2027-28 to develop these parks with world-class Infrastructure, including plug-and-play facility for investors in the sector. The Centre has asked the state governments to send their proposals for the establishment of textile parks under PM MITRA by March 15.

The state-owned Odisha Industrial Infrastructure Development Corporation (Idco) has roped in consultancy firm,Grant Thornton, to prepare the preliminary project report (PPR) seeking setting up of the park. It has engaged the industries department as the nodal agency for the purpose.

The state government has identified around 1,000 acres at Neulopoi near Dhenkanal for a greenfield textile park under the PM MITRA Scheme.

The state government source said it is ready to hand over the 1,000 acres of land at a nominal rate to the special purpose vehicle (SPV), to be formed for the development of the textile park.
Under the PM-MITRA, the Centre assures capital support of Rs 500 crore or 30% of the project cost (whichever is highest) for developing common infrastructure in the proposed textile park.
Considering Odishas huge potential for Growth of the textile Industry, the state government has listed the textile and apparel sector as one of the six focus sectors to draw investments.
Odisha also has skilled manpower in the textile and apparel sectors. The state produces several varieties of saris while some of them are popular globally. It has also proposed to set up Cotton processing, spinning and weaving, textile and garment Plants to draw Investment in the sector.

Urban local bodies in Tamil Nadu record 61% polling

Kerala ups the ante, says states should have power to recall governor

Amid repeated tussles withgovernor Arif Mohammed Khan, the has put forward a recommendation to the Centre that the state assemblies should have powers to recall the governor.

“In Article 156, an amendment be proposed to give the state government concerned a say in the matter of recall of governor,” the government said in response to remarks by theJustice(retd) MadanMohan Punchhi Commissionappointed to suggest changes in the Centre-state relations.

The government has recommended that the State Legislature should be empowered to remove the governor in case of violation of theConstitution, lapses in duty of the chancellor or in taking criminal prosecution procedures.

SC on Krishna Water Dispute

Government of Karnataka moved to Supreme Court and sought to set up of a bench to hear a plea related to dispute over allocation of water of Krishna River.

SC bench comprising of Justice D Y Chandrachud from Maharashtra, and Justice A S Bopanna from Karnataka, had recused from the case on January 10, 2022, arising out of the decision of water tribunal

The judges recused themselves, because they were upset with the tone of mails and letters against them for being part of this bench on water dispute.

Karnataka had sought the vacation on a SC order of November 16, 2011, that restrained Central government from publishing the final order of Krishna Water Dispute Tribunal II (KWDT) in official gazette. This order was pronounced in 2010 and allocated the river water to Karnataka, Maharashtra and erstwhile Andhra Pradesh. KWDT had further modified its final order and reported on in November 2013, to allocate surplus water to Karnataka, Maharashtra, and erstwhile Andhra Pradesh, while preserving the allocation of 2,130 TMC. However, after the bifurcation of erstwhile Andhra Pradesh, Telangana & Andhra Pradesh had moved to The Supreme Court and challenged the allocation share of the KWDT.

Karnataka argued that its dam and Irrigation projects to provide water in its parched northern areas were stalled for all these years due to 2011 order of not publishing KWDT decisions in Official Gazette in line with Section 6(1) of the Inter-State Water Disputes Act, 1956.

The Krishna Water dispute started with erstwhile Hyderabad and Mysore states. It later continued between successors Maharashtra, Karnataka and Andhra Pradesh. Following the dispute, Krishna Water Disputes Tribunal (KWDT) was set up in 1969, in line with Inter-State River Water Dispute Act, 1956. The tribunal presented its report in 1973 and was published in 1976. Tribunal divided the 2060 TMC of Krishna water into three parts, at 75 per cent dependability: 560 TMC for Maharashtra, 700 TMC for Karnataka while 800 TMC for Andhra Pradesh.

Second KWDT was set up in 2004, as new grievances arose between the states. It presented its report in 2010. The tribunal made allocations of the Krishna water at 65 per cent dependability and surplus flows as- 81 TMC for Maharashtra, 177 TMC for Karnataka, while 190 TMC for Andhra Pradesh. Now, with the creation of Telangana as a separate state, Andhra Pradesh is in favour to include Telangana as a separate party at KWDT and is asking to allocate Krishna waters among four states, instead of three.

Telangana at number 4 in projects registered with RERA

is among the top four states in India in terms of number of projects registered with the state-level Real Estate Regulatory Authority (T-RERA).

Latest data obtained from across India shows Telangana had 4,002 real estate projects registered with T-RERA by February and 2,017 registered agents.

Maharashtra (33,154) has most registered projects and 11,231 registered agents, followed by Gujarat with 9,689 projects and 2,695 agents, and MP with 4,016 projects and 935 agents.

The neighbouring state of AP has 2,248 projects registered and 151 agents. In addition to these, there are 10 states where over 1,000 projects have been registered, including UP, Tamil Nadu, Bihar, Chhattisgarh, Punjab, Rajasthan, and Karnataka.
Puducherry had the most registrations (194) among Union territories, while the national capital Delhi had only 34 registered projects.

Telangana and Uttarakhand (332 registered projects) are two states in the country that lack permanent authority and still rely on interim authority. In contrast, Telangana is the only state where no cases have been resolved. West Bengal is the only state that is yet to establish the authority, while Punjab has one in Panchkula and Haryana in Gurugram.
