In 2020, the State EMPLOYMENT of Local Candidates Act was passed. The act ensures that 75% of jobs are reserved for state citizens.

Highlights:

Haryana’s in-Migration has been on the rise recently. These migrants are primarily vying for low-wage jobs.

Haryana’s net in-migration between 2002 and 2011 was eight lakhs, according to the 2011 census.

Haryana was the state with the fourth-largest in-migration. Maharashtra, Gujarat, and Delhi were the first three.

The statute covers all PARTNERSHIP firms, corporations, trusts, societies, and anyone who employs ten or more people.

State and federal governments are excused from the statute. The statute will be in effect for ten years until 2030.

These are occupations with a payment of up to Rs 50,000. Employers should create a portal for all of their employees to register on.

If no qualified local candidates have the relevant skills, firms might apply for an exception. The Deputy Commissioner assesses this exception.

The claim can be accepted or rejected by the DC. He can even order the business to provide the candidate with official training.

Rs 12,638 cr proposed for development of Himachal Pradesh: Jai Ram Thakur

Chief Minister Jai Ram Thakur today said that an outlay of Rs 12,638 crore had been proposed under the development budget for the financial year 2022-23.

It is due to effective financial management and resource allocation that the government has been able to ensure the welfare of people in the past four years, he said while presiding over a meeting organised to finalise priorities for the budget 2022-23 with the MLAs of Solan, Bilaspur, Mandi, Sirmaur, Una, Hamirpur and Kullu districts.

The Chief Minister said that the previous Congress government had approved 779 MLA priority schemes worth Rs 3,200.34 crore through , while in the four years of his regime, 825 MLA priority schemes worth Rs 3,347.20 crore had been cleared. He added that while the previous Congress regime had provided Rs 2,363.80 crore for the implementation of the MLA priority schemes, the present government had made a provision of Rs 3,183.37 crore for them.

He said that under the Ujjwala Yojana of the Central Government and the Grihini Suvidha Yojana of the State Government more than 4.69 lakh families had been provided with free gas connections worth Rs 141.71 crore. He added that under the Jal Jeevan Mission of the Central Government, 8.23 lakh households had been provided with the tap water facility in the state and a timeline had been fixed to achieve the target of covering all households by June.

Adopt Uttarkashi model to tackle low voter turnout in mountains- Nautiyal

The Founder of Social Development for Communities (SDC) foundation Anoop Nautiyal has advocated for Uttarkashi model for increase in voting Percentage in the mountainous areas of the state. He said that the governments, policy makers and public representatives should deeply understand the reasons for the high percentage of voting in Uttarkashi district as compared to hill districts.

The SDC foundation has released a report Migration and Uttarakhand Election 2017 which is based on the voting patterns and percentages of the assembly of 2017 in the state.

The report claims that the number of voters in the assembly seats in the hilly areas is less than in the plain areas, as well as fewer people go to vote in these areas than in the plain areas. In this way, about 40 to 50 per cent of the voters of mountainous areas are not able to participate in the democratic process. According to the report, heavy migration in the state is one of the likely reasons behind the low turnout.

Nautiyal said that in the 2017 assembly elections, the Average turnout in Uttarakhand was 65.6 per cent and except Uttarkashi district, the voting in all other mountainous districts was far less than the average turnout of the state. The lowest polling percentage was in the districts of Tehri, Pauri and Almora.Nauitiyal said that in the plains district of Haridwar; the assembly constituencies of Laksar, Haridwar (Rural) and Piran Kalier had the highest voting in the state. The turnout in the three constituencies was between 81 and 82 per cent.

Nautiyal said that only Uttarkashi district had recorded a good polling percentage (69.38 per cent) in the mountainous districts and for the state Uttarkashi should serve as a role model.

Govt creates women-friendly work environment at MGNREGA worksites

In pursuit of encompassing the maximum number of the female workforce in the implementation of schemes under MGNREGA, the is providing training to Women labourers to work as female mates at the worksites. To ensure that unskilled women labourers become skilled/semi-skilled and get guaranteed 100 days of work under Mahatma Gandhi National Rural EMPLOYMENT Guarantee Act, unskilled women labourers are being trained to work as female mates on the MGNREGA worksite. Also, to maximize the number of participants the government has directed officials to ensure that 50% of total mates trained and employed under MGNREGA are female.

As per the guidelines issued by the state government, every mate being selected for the training will be given free training by the officials at the block level, which includes, Block Programme Manager, Junior Engineer, Gram Rojgar Sewaks, members of the cluster facilitation team and qualified members from state resource team. During the three day training period, these mates are being trained about the HISTORY of MGNREGA & labour rights, worksite management, minimum facilities required at the worksite, job cards, payment process, technical training to use measuring tapes, work calculation, daily work progress monitoring, preparation of daily attendance report, muster roll management and other technical aspects.

A large number of the MGNREGA workforce in Jharkhand includes women from rural areas of Jharkhand. These women are less aware of their rights at the workplace and are hesitant to speak up. To ensure that the rights of every labourer are safeguarded, women mates have been trained about the required facilities at the workplace such as; clean drinking water facility, shed, creche facility for women, medical kit and equipment required for the better implementation of the scheme. If any of these facilities are not available at the worksite, the female mate is responsible to inform the Block programme manager or nearest higher authority about the requirement.

Brick kilns want exemption from green norms

The red brick , which is accused of polluting the Environment, has appealed to policy-makers to weigh the pros and cons before making norms that are tough to follow. The brick manufacturers, who are ready to opt for cleaner technology, are sceptical that stringent laws may push the small and medium business owners out of the trade.

The manufacturers are also sceptical about their future in the wake of the carbon phase down policy of the Centre.

There are around 2,000 plus brick kilns in the state that provide direct and indirect EMPLOYMENT to over three lakh people. According to estimates, the industry gives employment for 120-150 days in a year at an Average wage of Rs 500 per head.

Despite opting for environment-friendly technology, the brick kilns are still considered as a polluting industry and they are often under the lens of environmental activists.

The zig-zag kilns are fitted with boosters to burn the coal efficiently, thereby reducing its consumption to 60% than what was required in the FCBT model.

Promote horticulture crops in Chhattisgarh: Minister

Gujarat: Reliance Industries Limited to invest Rs 5.95 lakh crore in green energy

Reliance Industries Limited (RIL) signed an MoU on Thursday with theGujaratgovernment for a total of Rs 5.95 lakh crore as part of investment promotion activity for Vibrant Gujarat Summit 2022.

These projects will create 10 lakh direct and indirect EMPLOYMENT opportunities in the state, the company said in a media statement.

The countrys largest private sector company will develop an eco-system for assisting Small and Medium Enterprises (SMEs) and encourage entrepreneurs to embrace new technologies and innovations leading to captive use of RENEWABLE ENERGY and green hydrogen.
In consultation with government of Gujarat, RIL has started the process of scouting land for 100GW renewable energy power project in Kutch, Banaskantha and Dholera. The company has requested for 4.5 lakh acres of land in Kutch.

RIL will invest another Rs 60,000 crore in setting up new energy manufacturing-integrated renewable facilities including solar PV module (for manufacture of polysilicon, wafer, cell & module), electrolyzer, energy-storage battery and Fuel Cells.

The site of these Plants will be located at the new 5,000 acres Green Energy Giga Complex in Jamnagar. The company is planning to enter the solar manufacturing and generation with a target of 100GW of Solar Energy by 2030.

Rajasthan: Investors summit garners business deals worth Rs 6.5 lakh crore

Industries department has inkedMoUsandLoIsworth Rs 6.50 lakh crore during the roadshows of investor summit which now stands postponed.

The department had conducted roadshows in Dubai and six other cities in the country. While in the Mumbai roadshow, MoUs worth Rs 1.94 lakh crore were signed, Delhi came second at Rs 1.05 lakh crore.

As a general practice, after signing MoUs, investors tend to approach other state governments for bargaining a better deal for their investments.

The department has also signed MoUs and LoIs with investors fromRajasthanas well. A senior official in the BIP said that Rajasthan has contributed about Rs 80,000 crore to the total proposed investments.

As per the data, the proposed investments will create EMPLOYMENT opportunities for 3 lakh people.
