Cabinet approves package to woo ultra-mega projects

The Punjab Cabinet led by Chief Minister Charanjit Singh Channi approved a special package of incentives for new mega and ultra-mega projects to attract across the state.

According to a spokesperson for the Chief Ministers Office, projects with fixed capital investment of Rs 1,500 to Rs 2,500 crore with a minimum contract demand of 20 MVA would be treated as mega projects and those with fixed capital investment of above Rs 2,500 crore and minimum contract demand of 30 MVA would come under the ultra-mega project category.

Under the special package, a special power tariff for four years would be provided to mega projects and five years to new ultra mega projects from the date of release of the permanent power connection.

Similarly, the incentive of net goods and Services tax (GST) reimbursement would be available at the rate of 100 per cent of the net GST with a cap of 200 per cent of the Fci to be availed over a maximum period of 17 years for mega projects and 20 years for ultra-mega projects.

KGMU listed as advanced centre for clinical trials

he Indian Council of Medical Research (Icmr) has nominated King George’s Medical University (KGMU) as an advanced centre for clinical trials in the central zone. The council has published the name of the 12 institutes of six zones across the country.

KGMU has been selected from the central zone which includes Uttar Pradesh, Bihar,Chhattisgarhand Madhya Pradesh.

The central research agency had sought applications from interested institutions to participate in the Indian clinical trial and Education Network (INTENT) programme. KGMUs application was selected after scrutiny and it was approved that the medical university will act as an advanced centre for clinical trials. ICMR is developing a centralised network in selected medical institutions and medical universities, which would run clinical trials of drugs, therapies and Vaccines. Besides, researchers will also be trained in these institutes.

RD secretary directs 100% approval under PMAY-R

Rural Development Secretary, Dr Manish Ranjan has given instructions to all Deputy Development Commissioners (DDCs) to give 100 per cent approval of pending houses under Pradhan Mantri Awas Yojana -Rural (PMAY-R) 2016-2021 and to take those houses which are not completed on remand as per rules. Apart from this, the Secretary has asked to give 100 per cent approval of pending houses under the housing plus.

In Jharkhand, on January 10 and January 11, PMAY-R is a workshop of the states of the East region, before this, efforts are being made to get all the pending houses approved during this period . The Secretary has directed to make timely payment of the first installment and second installment to the beneficiaries of PM Awas Yojana before this period, in order to reflect that better work is being done in PMAY in the State. The completion of the house is shown as complete in AwassApp, in which the beneficiaries have been asked to pay the pending third installment, he added.

Ranjan said that under PMAY-R and Awas Plus in Jharkhand, new houses including pending houses have to be completed within 100 days. He said that for this, the district level senior officer nominated for the blocks and asked to visit the blocks continuously and review the progress of this scheme so that the beneficiaries could get their house as early as possible.

CM seeks release of Cgarhs share of taxes

Listing suggestions on Chhattisgarhs expectations from the Union budget, Chief Minister Bhupesh Baghel sought the release of GST compensation, release of Rs 4,140 crores with the Centre on coal mining and reimbursement of Rs 15,000 crores spent on central security forces deployed against Naxalites in the state.

He was participating in a pre-budget meeting chaired by Union Finance Minister Nirmala Sitharaman in New Delhi.

He said the Covid-19 pandemic has adversely affected the economy of the states. He suggested extension of GST compensation period for five more years even after June 2022.

With states facing drastic revenue loss due to GST and lack of timely compensation, the loss of revenue is estimated at about Rs 5,000 crores to Chhattisgarh in the coming year.

Chhattisgarh has received less share of central taxes by Rs 13,089 crores in the Union Budget of the last three years. Complete central taxes should be given in the next budget.

He raised the issue of transfer of Rs 4,140 crores deposited with the Central government on coal mining due to the state.

Apart from it, a special provision must be made in the next budget to reimburse the states expenditure of Rs 15,000 crores on central security forces deployed in the state against Maoists.

Instead of reducing central excise tax on petrol and diesel, which will lead to reduction in the states share, cess should be cut, he said.

He also sought to increase the premium limit of Rs 1,100 per family for states doing better implementation of Ayushman BharatPradhan Mantri Jan Arogya Yojana.

Similarly, the share of states in the Pradhan Mantri Awas Yojana and Jal Jeevan Mission be reduced and the Centres share be hiked to 75 per cent.

The Chief Minister urged the Finance Minister to set a target of taking at least 23 lakh tonnes of parboiled (Usna) rice from the state, up from 61.65 lakh tonnes of Arva rice to the central pool.

Chief Minister Chouhan said that an inter-departmental committee has been formed in the state as per the requirement of the Law Commission and the Government of India. Through this, the laws prevailing in the state are being reviewed.

Stamp duty & registration collection rises 62% in Gujarat

While the threat of a possible third wave of the pandemic looms large, there is heartening news in the real estate sector. Simultaneously, a 34% jump has been recorded in the number of properties registered between April and December this year, as compared to the same period last year.

Government revenue from stamp duty and property registration stood at Rs 7,499 crore in the first nine months of ongoing financial year, a 62% jump from Rs 4,624 crore in the same period last year. Similarly, the number of property registrations were 7,44,500 in the April-December period of the 2020-21 year. These shot up by 34% to 9,95,809 in the first nine months of the ongoing financial year.

A robust rise in both number of registrations and government revenue from stamp duty and registration of properties indicates a huge upswing inGujarat‘s real estate sector, which not only provides huge EMPLOYMENT, but spurs economic activity as well.

Record 99.3 lakh students are enrolled in Rajasthan govt schools

The state has recorded the highest ever enrolment of 13 lakh students in government schools in the 2021-22 academic session. This has taken the total enrolment to almost 1 crore against 87 lakh in the 2020-21 academic year.

The rise is attributed to transfer of students from private to government schools in the pandemic year, enrolment of children from migrant families and improvement in quality Education. The desert state is among the few in the country that offers free education in government schools.

The situation in several schools has come to a level where they have refused admission to students due to running full capacity.

The performance of government schools during lockdown has also shown exemplary results. Programmes like SMILE and Aao Ghar Se Seekhen (Lets Learn From Home) where students are being taught online or through pre-recorded Videos have had a major impact in containing the Learning outcomes of students.

The rise in figures in government schools clearly means that fall of numbers in private schools. Data on private school enrolments for 2021-22 and 2020-21 is officially not available. In 2019-20, the official figures say that enrolment in private schools were 81 lakhs while in the government schools were 85 lakh in 2019-20.
