46% Aaple Sarkar Kendras non-operational in state

Around 46% of Aaple Sarkar Seva Kendras were non-functional inMaharashtra, a recent review meeting of the noted.
Of the 37,000 kendras in the state, only 20,000 were functioning properly, mainly in the urban areas, a senior official of the Maharashtra State Commission for Right to Services said.

Many citizens have complained about being either denied services or being overcharged at these kendras.

The

state government enacted the Maharashtra Right to Public Service (MRTPS) Act, 2015, for transparent, efficient and timely delivery of public services to citizens, and to bring Transparency and Accountability among public authorities. Aaple Sarkar Seva Kendras are online service-providing centres.

The Comptroller and Auditor General (CAG) of India in its report released in March stated that half of the kendras were not providing the notified services.

The report also stated that their performance on the delivery of timely services was far from satisfactory.

The CAG report was based on the delivery of services under the RTS Act from 2015 till 2021.

The report also stated that the online portal lacked proper documentation and monitoring of delivery of services was inadequate because of a shortfall in inspection offices.

It mentioned that 27% of the municipal councils and 35% of gram panchayats in the state do not have any centres to serve citizens.

Tracking every child to reduce school dropout rate in Haryana, says Khattar

Haryana Chief Minister Manohar Lal Khattar said that to reduce the number of school dropouts, the state School Education Department is tracking every child in the age group between six and 18.

The Chief Minister said that the government is working tirelessly to lessen school dropouts. For this, the School Education Department has been given

the responsibility of tracking a child in the age group of 6 to 18 years. Every child is being tracked by the department and such children, who are not getting education in government or private schools, nor in Gurukul or Madrasa, will be tracked and brought to schools, so that no child is deprived of education, said Khattar.

He directed the officers concerned to ensure the transport facility for school students travelling a distance of more than one kilometre. For proper monitoring of the safe and secure travelling of these students, one of the teachers of these schools should be made the nodal officer, he said.

The Chief Minister said a possibility should also be explored to develop a strategy to pay travel expenses

to these students, adding that ensuring the safety of every child is the topmost priority of the .

For this, a comprehensive framework has been made. Under this, the age group-wise data of Parivar Pehchan Patra has been shared with different departments and as per this data, the responsibility of children up to six years has been entrusted to the Women and child development department.

The tracking of every child who is neither coming to Anganwadi nor in any play-way school is being done, so that the actual status of the children can be ascertained, the CM said.

HP Govt to reduce dependency on borrowing: CM

Notwithstanding the states precarious financial condition, the Himachal Pradesh Government is striving to maintain the pace of development in the state. The is committed to enhance the state’s own Resources and ensuring that the lack of funds does not hinder the state’s progress, said the Chief Minister Sukhvinder Singh Sukhu on Sunday.

Despite inheriting a substantial debt of Rs 75,000 crore from the previous BJP Government and facing financial restrictions on restoring the old pension scheme from the Union Government, the State Government is actively focused on resource mobilization, he said.

The Chief Minister said that the State Government has initiated several measures to generate additional revenue for the state exchequer, including seeking a larger share in power projects of Central PSUs that have recouped their costs. The government has also conducted auctions for liquor vends, resulting in an additional 40 per cent revenue for the state coffers, he said.

Sukhu pointed out that the Centre has imposed a ceiling on new proposals for external assistance through external aided agencies from Himachal Pradesh, which will be in place for three years from 2023-24 to 2025-26. By the end of the financial year 2025-26, Himachal Pradesh will only be eligible for approval of proposals up to Rs 2,944 crore from the Government of India, he added.

He said that the State Governments decision to reinstate the Old Pension Scheme (OPS) for the government employees has led to a deduction of Rs 1,779 crore from the borrowing ceiling for the financial year 2022-23.

Additionally, the limit of open market borrowing has been reduced by around Rs 5,500 crore as compared to the previous year. The State Government has obtained authorization for borrowing Rs 4,259 crore until December 2023, and it is expected to receive authorization for around Rs 8,500 crore.

Modi govt apathetic to Ukhands development: Mahara

At a time when the BJP government in the State is busy highlighting the developmental achievements of the Narendra Modi government in its nine years tenure in the Centre, the

Pradesh Congress Committee (PCC) president Karan Mahara alleged that the Modi government has remained apathetic to the developmental interests of Uttarakhand.

Citing instances of the Centres apathy towards the development of the State, the Congress leader said that the Modi

government has not cleared funds regarding some ambitious development projects of the State which, if implemented, could have provided new means of income for the people. This reveals that the Modi government is the least interested in the development of the State, he said.

Slamming the Centre further, Mahara said that as Uttarakhand has limited sources of income, the externally aided projects can prove instrumental in the development of the State. But the BJP government at the Centre has been sitting on such projects, harming the long-term developmental interest of the state. Even those externally aided projects which were earlier approved are in jeopardy for lack of funds and the funds spent earlier on the projects may go down the drain, he said, adding that as many as 11 Centrally aided projects worth Rs 20,236 crore have remained in pipeline because of ceiling imposed by the Centre and it is uncertain whether they will ever be executed or not.

He further said that the Dhami governments boast of making Uttarakhand a model State rings hollow. The ground reality stands in contradiction to the saffron boast of development, he said.

Maha exporters keen to export mangoes from UP

Mangotraders and exporters in Mumbai expressed interest in exporting different varieties of mango from UP, during a mango buyer-seller meet organised in Mumbai,Maharashtra.

Study reveals highlevel of phthalatesin parts of city soil

Alarming level of phthalate contamination has been found in the of the state capital, as per a study conducted by AN College, Patna and funded by the state department of Environment, forest and Climate-change”>Climate Change.
Phthalates, a group of chemicals commonly used in plasticizers and as softeners for Polyvinyl chloride (PVC), have become ubiquitous in the environment due to their unrestrained use and improper disposal.

The research revealed the presence of different types of phthalate compounds, indicating a significant level of soil contamination. Ward number 1 and 5 were found to be the most contaminated by phthalate metabolites. Additionally, high levels of phthalate compounds were detected in wards number 56, 71, 27, 62, and 69.

Doorstep health facility launched in Cgarh

Chhattisgarh Chief Minister Bhupesh Baghel launched a new initiative aimed at providing medical facilities through telemedicine even in remote villages.

The “Doctor Tumcho Dwaar” was initiated at a programme held in Bedma village in Bastar regions Kondagaon district.
