UP to develop dry ports, freight container stations to boost exports

Land-locked Uttar Pradesh, aiming to become a trillion-dollar economy by 2027, will develop a Network of dry and freight container stations to boost exports. The State Government is planning to develop a modern Logistics ecosystem in PARTNERSHIP with private players.

A dry port is an inland inter-modal port directly linked to a seaport by roads or RAILWAY to facilitate faster movement of export cargo. Under the UP Warehousing and Logistic Policy 2022, the state will fast-track land allotments for logistics parks and offer a string of subsidies and incentives to attract private investments.

The state will support the private sector for the development of storage facilities, cold chains, multi-modal parks, container depots and container freight stations Infrastructure in the state.

The state targets to hike merchandise exports from Rs 1.56 trillion to nearly Rs 3 trillion in three years. The government has said it will also leverage the Varanasi-Haldia inland waterway to catalyse exports.

The state is planning to harness the comparatively cheaper cargo movement from Varanasi via the waterway to seaport in West Bengal to boost shipments of farm and Dairy products apart from micro, small, and medium enterprises (MSME) items.

Under the new UP logistics policy, the state will also develop a network of transport infrastructure, upgrade existing warehousing and logistics infrastructure, pare logistics cost, and promote operational efficiency in logistics.

Kant said UP had 28% of the countrys entire Network of expressways, with the government having given Infrastructure development a massive push.

Kant said UP had a huge role to play in realising PM Modis vision of a $5 trillion economy. UP is on its way to become the second largest economy in the country. Its contribution to Indias GDP is 8.5%, a result of its about 11% Growth over the past few years. This, it achieved by implementing over 500 reforms, he said.

‘UP is 2nd biggest contributor to domestic tourism’

Domestic tourism grew by 27% in Uttar Pradesh in the financial year 2021-2022 compared to the previous fiscal according to an assessment undertaken by theUnion ministry of tourism.

In terms of overall domestic tourism activity in the country, UP emerged as the second biggest contributor – after Nadu– with over 16% share in the national Pie. Against 8.6 crore tourists in 2020-21, UP was visited by 10.9 crore persons in 2021-22.

The state also made it to the top ten states witnessing foreign tourist visits in 2021. UP ranked seventh in the category and accounted for over 4% share of the total foreign tourists’ share.

Industry experts and officials at thestate tourism departmentsaid that the numbers speak for the fact that the sector was slowly limping back to normal. They also noted that the projections for the current year indicate further improvement.

The proposed new policy has broadened its canvas which will give a chance to smaller players. Alongside, it has proposed to give industry status to the tourism sector projects – often described as a magnet from the Investment point of view. It has also created a district-level Network for tourism promotion and coordination.

Uttar Pradesh gets NMC nod to run 9 new medical colleges

Nine medical colleges of UP attached with their existing district hospitals received the approval to start TEACHING for the academic session 2021-2022 by the National Medical Commission (NMC). All of these nine medical colleges are scheduled to be inaugurated by Prime Minister Narendra Modi on October 25.

As many as 100 MBBS seats were proposed for each of these nine medical colleges which are based in Etah, Deoria, Sidharthnagar, Pratapgarh, Jaunpur, Ghazipur, Hardoi, Fatehpur and Mirzapur.

“It is a historical achievement for the UP government. The NMC has approved teaching for the academic session 2021-2022 to all of the proposed nine medical colleges by the state. All of these nine medical colleges are expected to be inaugurated by PM Modi on October 25,” he said.

The state chief minister (CM) Yogi Adityanath had previously said that with centre and state Resources, a chain of medical colleges has been established in UP covering as many as 59 districts.

Eight of these nine medical colleges have been converted to their new from that of the existing district hospital at an Average project cost of over Rs 200 crore each. The exception being Jaunpur Medical College which is being set up at a project cost of around Rs 555 crore, half of which has been released.

Aiming to push far-flung and neglected rural areas towards progress, the Uttar Pradesh government has made nearly 2,492 panchayat bhawans digital under the Rashtriya Gram Swaraj Abhiyan (RGSA).

The digital transformation of these panchayat bhawans has not only linked distant regions to the mainstream Society but has also ensured effective and transparent implementation of government welfare schemes at the grassroots level, thereby benefiting every eligible person.

In another attempt to create EMPLOYMENT opportunities for the youth in their respective rural residential areas, under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), the government has created over 116 crore man days and provided employment to about 1.50 crore workers. As many as 52,634 community toilets have also been constructed to end open defecation. Village secretariats have been established in every gram panchayat to make rural Governance more responsive towards local development needs and to provide the benefits of government schemes to all.

The has also ensured uninterrupted power supply to villages for at least 20-22 hours in a day, in contrast to the previous regimes. Such efforts have not only transformed the villages but have also improved the standard of living of the rural populace.

Besides improving the condition of villages, the government has also laid special emphasis on empowering rural Women socially and economically. In this regard, over five lakh women committees have been formed and nearly 48,565 self-help groups have been entrusted with the responsibility for maintenance of community toilets built in these areas. As many as 15,000 women have been deployed as Swachhagrahis. In addition, 4,450 pink toilets have been constructed for women and girls.

The Ministry of Rural Development is organizing “Saras Aajeevika Mela 2021” in Noida Haat.

More than 300 rural self-help groups and artisans from 27 states are participating in the Mela event.

In Mela (exhibition), a booth showing regional cuisines and cultural performances is being organized.

During Mela, workshops on product packaging and design, Communication skills, Social Media promotion and Business 2 Business Marketing will be organized to educate rural self-help groups and craftsmen.

By participating in SARAS Aajeevika Mela, these rural SHG Women have gained critical national level understanding to understand the needs and tastes of urban customers.

Tissue culture lab to be set up in Ayodhya

With the aim to introduce new technology in the Agriculture-notes-for-state-psc-exams”>Agriculture sector and make agricultural products globally competitive, Uttar Pradesh Chief Minister Yogi Adityanath has directed setting up of a Tissue Culture laboratory at Acharya Narendra Dev University of Agriculture and Technology in Ayodhya.

The objective of the tissue culture technology is to make quality planting material and planting of quality disease-free crops. The laboratory will be spread on a spacious 3-hectare campus. UP Rajya Krishi Utpadan Mandi Parishad will finance the project.

Yogi Adityanath on Monday presided over the 168th meeting of the Board of Directors of the UP Rajya Krishi Utpadan Mandi Parishad. He issued several directives for ensuring protection of the interest of the farmers.

The chief minister said the efforts being made by the Mandi Parishad in the interests of the farmers were commendable. He said there was no impact on the income of the agricultural mandis even after reduction of the mandi fee on several agricultural crops.

Against an income of Rs 614 crore in the financial year 2021-22, Mandi Parishad garnered revenue of Rs 1,520.95 crore in 2022-23. Besides, Rs 251.61 crore revenue has already been collected in the first two months of the current financial year 2023-24. The increase in revenue collection from mandis is commendable, even though the mandi fee is minimal.

The chief minister said that it was encouraging that hostels were being constructed in agricultural universities with the help of Mandi Parishad. He said the construction of these hostels should be completed in a time-bound manner, keeping in view the quality and these under-construction hostels should be inspected by the agriculture minister.

The chief minister said that the buildings of the Agricultural Produce Market Committees were in bad shape and unusable in various districts. He said a comprehensive action plan should be prepared for the systematic use of this land/building. He said the strengthening of the existing Infrastructure of agriculture mandis would add to their income.

A day after the Allahabad High Court slammed the state government commenting that healthcare services were Ram Bharose in Uttar Pradesh, government spokesman Shishir Kumar said that Chief Minister Yogi Adityanaths primary thrust was not only to improve the states healthcare system but also to provide latest technology for treating patients.

In view of the increase in the number of patients due to rising road accidents in the state, beds were expanded in the trauma centers of Level-1. Considering the SGPGI and KGMU’s Trauma Center, the number of beds and ventilators has been increased. With the commitment to provide affordable and up-to-date medical facilities to the people of Uttar Pradesh, Chief Minister Yogi Adityanath has planned to construct a medical college in each of the 75 districts of UP. Also his novel concept of Jan Arogya Mela is also a similar endeavour to take Health Services close to the homes of the people. In this sequence, the government has planned to open medical colleges on the public-private-PARTNERSHIP (PPP) model in 16 districts of the state that do not have any college till now,

UP govt working to popularise EVs

With an aim to popularise electric vehicles (EVs) in Uttar Pradesh, the Yogi government has entrusted the Urban Development department with the responsibility of setting up of EV charging stations across the state.

As per the provisions of the policy the department has started the process of extending the Comprehensive Electric Mobility Plan (CEMP) to 17 cities with municipal corporations as soon as possible, under the Smart City Mission.

As per the EV policy, land will be made available on lease for a period of 10 years to government entities for setting up charging stations. The revenue sharing model prescribed as per the norms of the Ministry of Power will be the basis for the creation of charging . Lease period, revenue sharing rate and other prescribed parameters will be updated from time to time.

Similarly, land will be provided on lease for a period of 10 years to private entities as well for setting up charging stations through equitable revenue sharing model. The selection of institutions will be made on the basis of the minimum service fee quoted by a firm in tender application forms, which will serve as the bidding parameter so that consumers have to pay the minimum charging fee.

The private entities will be required to follow other guidelines notified by the Ministry of Power and Ministry of Housing and Urban Affairs from time to time.

Uttar Pradesh CM asks hospitals with 100 beds to set up own plants

Claiming that there is no shortage of Oxygen in the state, the UP government on Monday said it has acquired 750 tons of oxygen from the Centre on Monday. Other than this, 81 units across the state are producing more than 900 tons of oxygen per day.

Chief minister Yogi Adityanath said, he has asked all hospitals with 100 beds or more to set up their own oxygen Plants. This would reduce their dependency on liquid oxygen to a great extent, said a government spokesperson. The CM said that a plan should be prepared to implement this in existing hospitals and all hospitals which come in future should have this facility. MLA funds can be used for this purpose, he said.

He directed the authorities concerned to assess the states current and future demand for oxygen before it approached the Centre. This would help ensure that there is no shortage of oxygen. The food safety and drug administration departments control room should be in touch with all the districts on a regular basis and find out whether they need medicines and oxygen.
