Hooda won the Women‘s singles title at the 2022 Odisha Open badminton competition, defeating Smit Toshniwal.

Unnati Hooda won the women’s singles title at the 2022 Odisha Open badminton competition, defeating compatriot Smit Toshniwal 21-18, 21-11.

Unnati, 14 years old, is the tournament’s youngest Indian winner. Kiran George, 21, of India, won the men’s singles event by defeating Priyanshu Rajawat 21-15, 14-21, 21-18.

Treesa Jolly and P. Gayatri won the women’s doubles title in another all-India final, defeating Sanyogita Ghorpade and Shruti Mishra.

The host, however, was disappointed in the men’s and mixed doubles finals, where Home-grown talent competed against international opponents.

The 2022 Odisha Open is a BWF Super 100 tournament held in Cuttack, Odisha, at the Jawaharlal Nehru Indoor Stadium.

Odisha to get 374 crore under Centres special assistance scheme

Odishais expected to receive Rs 374 crore under the Centres special assistance scheme for the current financial year. The amount is meant for (Investment in Infrastructure) to help in high economic Growth.

The Centre had launched the scheme in the 2020-21 financial year under which financial assistance was provided to state governments in the form of 50-year interest-free loan.
The Centre had earmarked Rs 12,000 crore under the scheme of which Odisha had received around Rs 472 crore. Four major engineering departments of the State Government housing and urban development, pancyayati raj and drinking water, Resources“>Water Resources and works had received the grant last year.

Nearly Rs 10,000 crore has been earmarked under the special assistance scheme for various states in the 2021-22 fiscal. The amount has been allocated in proportion to the states share of central taxes as per the recommendation of the15th Finance Commission.

IIT-Kharagpur to study 3 smart projects

The Indian Institute of Technology, Kharagpur, has been roped in by the Union ministry of housing and urban affairs to document the impact of three important projects implemented by Bhubaneswar Smart City Limited (BSCL) Bhubaneswar Operation Centre (BOC), adaptive traffic system and socially smart city.

The report will be sent to the ministry under the Smart Cities and Academia Towards Action & Research (SAAR) programme to help other cities to replicate the three projects.
According to the BSCL, these three projects have brought changes in the lives of people, road traffic and service delivery.

In addition, the BSCL has introduced information technology-backed facilities in collection of holding tax, obtaining trade licence, parking space management and so on. The holding tax has been made completely online.

Odisha’s maternal mortality ratio now stands at 119 against 168 in 2015-17

Odisha has reported second highest point decline in the country in maternal mortality ratio (MMR) with a 49-point decline from 168 in 2015-17 to 119 in 2018-20. But the state is still performing poorly compared to the national Average of 97.

MMR is the number of maternal deaths during a given time period per one lakh live births.

According to the latest Sample Registration System (SRS) bulletin on MMR, 2018-20, Rajasthan witnessed 73-point decline followed by Odisha and Uttar Pradeshs 49, Bihar 47, Assam 34, 33, Gujarat 30, Andhra Pradesh 29, Karnataka 28 and India 25 from 2015-17 to 2018-20.

States MMR was 358 in 2001-03 compared to Indias 301. It has witnessed a progressive reduction in MMR from 2001-03 to 2018-20 and coming closure to national level, said an official of the Health and family welfare department.

Odisha is yet to accomplish the National Health Policy (NHP) target for MMR of less than 100/lakh live births. It is also far away from achieving the Sustainable Development goal (SDG) target of MMR of less than 70/ lakh live births by 2030.

So far eight states have achieved the SDG goal. They are Kerala followed by Maharashtra, Telangana, Andhra Pradesh, Tamil Nadu, Jharkhand, Gujarat and Karnataka.

Two major social groups not given a level playing field to thrive in business sector are STs and SCs. The attempts made by the Central and State Governments for inclusion of the communities in the business sector through different schemes for last half decade have not produced any satisfactory result.

The major reasons of such impact are lack of information with the targeted groups, the non-serious and unaccountable Attitude of the people in charge of its implementation, and above all, lack of political will of the elected representatives of these communities who usually hold posts in various committees and are supposed to monitor these schemes.

The institutional mechanism and policies available are not being periodically reviewed and monitored at appropriate level; rather they are mechanically implemented by people without any understanding and commitment.

The post 90s’ economic phase of Indian economy witnessed a trend of privatisation, market economy and encouragement to self-EMPLOYMENT and entrepreneurial activities followed by reduction in Government and public sector employment. In order to encourage STs and SCs in the changing economic process with Financial Inclusion, the Government has set up financial institutions exclusively to encourage SC and ST entrepreneurs for self-employment and the RBI has made a separate credit policy for these leftout social groups to encourage their entry into business sector. An independent review shows a huge gap between the policy and the ground reality.

The two major financial institutions such as the National Scheduled Caste Finance Development Corporation and National Scheduled Tribe Finance Development Corporation are sadly playing a very insignificant role in this regard.

The Odisha Government will bring out a Fiscal Strategy Report (FSR) soon in order to provide an early indication of how the State Government is planning to approach the coming Budget.

While the Team Finance led by Principal Secretary Finance Vishal Dev is working out a framework for the Annual Budget-2022-23, the FSR will outline the broad objectives of public financial reforms, macro-economic outlook and medium fiscal outlook.The FSR 2022 will be presenting a fresh look on the State economy as it is looking up for a Growth of 9.5 percent during 2021-22. States own revenue is enhanced substantially as compared to 2020-21 and during 2021-22, annual targets for collection of Own Tax and Own Non Tax revenue is all set to surpass as indications are available from now onwards.

While States own revenues are set to have moderate growth, the GST compensation to bridge the gap between the projected revenue and actual collection will continue till June, 2022. Considering these factors, the spending is expected to increase by about 17 percent in Financial Year 2022-23 over the current years revised estimates.The Department of Finance in consultation with the Department of Planning and Convergence will bring out the FSR, indicating the assumptions of revenue and expenditure projections in the medium term outlook for the State economy and finances.

In fact, Odisha is one of the foremost States to prepare the FSR as the State has made great progress in building a foundation for improved fiscal discipline.

As per projections, Odisha is expected to register a growth of 9 percent during 2022-23 and accordingly the Budget framework is being worked out, an official said.

While Odisha is a Fiscal Responsibility and Budget Management (FRBM) complaint State and the Odisha , 2005 mandates the State to generate revenue balance and contain Fiscal Deficit within 3 percent of Gross State Domestic Product (GSDP), these aspects will be taken care of.

The Fiscal Policy of the State is guided by the principle of long term fiscal sustainability keeping in view the contraction of the GSDP due to impact of Covid-19 pandemic as well as its susceptibility to natural calamities.

While the Department of Finance is engaged in formulation of Revised Estimates for 2021-22 and Budget Estimates for 2022-23, all the departments are engaged in through scrutiny and prioritization of the Budget proposals, sources said.

Odisha ties up with online learning platform to train 50,000 unemployed youths in tech skills

Odishagovernment has entered into a PARTNERSHIP with anonline Learning platformto train around 50,000 youths unemployed due to the Covid-19 outbreak in technological skills, a senior official said.

Odisha Skill development Authority(OSDA) chairman Subroto Bagchi said the tie-up with Coursera, formalised on the World Youth Skills Day on Wednesday, is a landmark in the state’s efforts “to globalise the competence of its youths”.

The programme aims to make the participants skilled in data science, cloud computing and Internet of Things, besides offering professional certificate courses.

Puri International Airport likely to be commissioned in 2022-23: Odisha govt

Though the land for the proposed international airport in Puri has not been finalised yet, the on Sunday said the ambitious project is likely to be commissioned in the next two years.

If everything goes as planned, the flight operations to and from Puri may commence in 2022 or 2023. The land will be finalised soon as the process of identification has already begun. The government will leave no stone unturned to fast-track the project.

The proposed land, owned and acquired by the state government, near the Girala and Mangala rivers under the Sipasarubali mouza, does not have any encroachment nor is it entangled in legal disputes. The Puri District Administration said the proposed site will not violate the Coastal Regulation Zone (CRZ) norms as the land is located more than 500 metres from the beach.

Puri is one of the four holy dhams in the country. Its famous Rath Yatra attracts lakhs of pilgrims and visitors from across the globe every year. Rath Yatra is celebrated in 192 countries. The proposed international airport will help bring devotees from across the world to Puri and promote the Jagannath culture globally.

Madhu Babu Pension Yojana Beneficiaries to Get In Cash From June 2023

All beneficiaries of theMadhu Babu Pension Yojana (MBPY) of the Odisha Government will receive the money at disbursement centers on 15th of every month in the form of cash from June of 2023.

The government has written a letter in this regard to all Collectors and Commissioners of Municipal Corporatios.

The decision was taken as many elderly and physically challenged persons were finding it difficult to withdraw money fromtheir bank accounts. This apart, some beneficiaries have not received pension due to technical glitch in the portal.
