Efforts on to uplift extremely poor, deprived families

In a move to uplift extremely poor families of the State, a two-day workshop was organized on Thursday by Jharkhand State Livelihood Promotion Society (JSLPS) and the Najj Foundation for the development of very poor families of the State. The workshop was inaugurated by Chief Executive Officer (CEO), JSLPS, Suraj Kumar.

The workshop aims to prepare an action plan to ensure a sustainable livelihood for the marginalized communities including the very poor families by connecting them in the mainstream.

The UDAN project through JSLPS has been started for the development of PVTG families. This workshop is the first step towards formulating a national level strategy for the development of very poor families. Under the Deendayal Antyodaya Yojana National Rural Livelihoods Mission, the Ministry of Rural Development is committed to work under a special strategy for the development of very poor and deprived families in all the States of the Country. JSLPS is working with a good strategy against PVTG development and witch malpractices. There is a need to ensure social inclusion through Sakhi Mandals in the State so that no very poor family remains away from development, this initiative will prove to be a milestone in this direction.

Cabinet nod to Budget Session of Assembly from Feb 27

The State Cabinet gave its nod to the Budget Session of Assembly to be commenced on February 27, while the budget will be tabled in the House on March 3. Finance Secretary Ajoy Kumar Singh, who is at present in charge of cabinet coordination, informed this after the meeting saying nod to the budget session was one of the 25 proposals approved in the Cabinet meeting.

During the budget session, the government will also bring many important Bills. Before the budget, the third supplementary budget will also be brought for the current financial year. The first day will set the tone for the rest of the session.

Other cabinet decisions include extension of distribution of food grains among 20 lakh beneficiaries covered under the scheme of Jharkhand for one year till December this year, payment of 4401 intermediate training primary schools Urdu teachers from the non-plan head. Earlier, the payment was done from the plan head.

Fisheries Directorate provides training to increase farmers income

The is giving a golden opportunity to the fish farmers to increase their income by providing them training. Not only this, under the Pradhan Mantri Matsya Sampada Yojana (PMMSY), it is giving financial assistance by providing subsidies of 40 to 60 per cent for making ponds, making bio flak tanks, making recirculatory aquaculture systems and other facilities.

The Department of Fishery, Director, VN Dwivedi said that there is a provision of subsidy of up to 40 per cent for general category people and 60 per cent for Women, SC-ST. The State Government is giving grants ranging from Rs 2.5 lakh to Rs 50 lakh to the people who want to take up fish. In East Singhbhum district, a target was set to train 290 people in the current financial year, which has been completed but there is no need to be disappointed. Training for the new financial year has started. Interested people can apply in the office of District Fisheries Officer located at Doranda. Since there is no system of training in other districts, those interested to take training will have to go to Ranchi, he added.

Dwivedi said that there are different types of training and it is also being given for three and more days. The good thing is that the rent and lodging arrangements for going to Ranchi will also be done by the Government itself. Along with providing training to the farmers, fisheries department is giving them the benefit of many beneficial schemes including allowance, Insurance of fish farmers, housing, cart-rickshaw or auto rickshaw, establishment of hatchery, he added.

Chief Minister Shramik Yojana launched by Chief Minister Hemant Soren for unskilled labourers residing in the city is proving to be a boon for them. Labourers residing in the 51 municipal bodies of the State are benefiting from it.

The Covid-19 pandemic came up with many allied problems, one major problem was Unemployment. To address this issue, Chief Minister Shri Hemant Soren launched this scheme to create EMPLOYMENT opportunities for labourers.

For the daily wage labourers, this period was like a disaster. Millions of migrant workers returned to their homes. In such a situation, the Mukhyamantri Shramik Yojana was launched on August 14, 2020. On this occasion, the education minister said, The level of education inJharkhandmust be elevated. The education department has made the necessary preparations. Our governments top priority is to bring government schools on a par with private schools.

Currently, the programme is being implemented in Jharkhand, Bihar, Odisha, Delhi andWest Bengal. Altogether 1,237 anganwdi centres (AWCs) and 505 government primary schools are included in the project, which is being carried out in close collaboration with state governments. It aims to improve the quality and consistency of a childs experiences during the transition from pre-primary to primary school.

Since the day it took charge, the incumbent government has been envisioning the development of a thriving agriculture-based rural economy. This vision of Chief Minister Hemant Soren was reflected in the budget announced for the financial year 2021-22, wherein the government rolled out multiple schemes to boost the agriculture sector in the state. Implementation of renewable energy projects for irrigation proved to be a game-changer for the farmers in Jharkhand. The lift irrigation system was one such initiative.

This was primarily targeted at the farmers who cannot afford diesel pumps or other traditional boring systems.

He said, “Utilising projects for Irrigation will help in creating a thriving agro-based economy. Looking at projects implemented by the Simdega District Administration and listening to farmers’ experiences solar-based lift irrigation can be a game-changer for farmers across the state. And, soon we will implement this project across the state.”

In Simdega, a solar-based lift irrigation system has been developed across multiple parts of the district. Solar-based lift irrigation system is providing irrigation facilities to thousands of farmers and transforming the lives of poor farmers. More than 250 solar-based irrigation schemes have been implemented across different parts of the district, out of this, more than 175 schemes have been taken for solar-lift irrigation. One solar lift irrigation system can be used for irrigating 10 acres of land.

Simdega is one of the most backward districts of Jharkhand. Farmers had to work during monsoons and during the remaining part of the year, they would migrate to other parts of the state or the country in search of livelihood. With the installation of a modern renewable energy-based irrigation system, the Migration rate in the district has also reduced. They are now participating in a different kind of vegetable production as well.

Jharkhands statehood was the culmination of a long struggle carried on primarily by the Adivasis and Scheduled Tribes.

Indian independence brought relatively little socioeconomic benefit to the people of the Jharkhand area, which led to widespread discontent with the Bihar administration, particularly among the tribal peoples.

The journey for statehood began in 1912, when it was first proposed by a student of St. Columbias college in Hazaribagh.

Then, in 1928, the Unnati samaj political wing of the Christian tribals Association demanded a tribal state in Eastern India after which a memorandum was submitted to Simons commission.

According to the 2011 Indian Census, Jharkhand has a Population of 32.96 million. The Santhal, Oraon (Kurukh), Munda, Kharia, and Ho are the principal indigenous groups, and together they constitute the great majority of the total tribal population.

The State Election Commission has completed the process of formation of booths for the Panchayat elections. A total of 53,480 booths have been set up in the State, for about 2.35 crore voters who are going to exercise their franchise. Per booth around 500 people will exercise their franchise. The voters include 1.21 crore males and 1.13 crore females.

Maximum number of 4,460 booths has been set up in Giridih district. At the same time, 3,631 booths have been made in Ranchi, 3,305 in Palamu, 3,078 in Hazaribagh and 990 in Khunti. The lowest 803 booths are in Lohardaga district. The number of booths in the remaining districts is between one and three thousand.

More than one lakh ballot boxes will be used in Panchayat . There are already 52 thousand ballot boxes available in the state. The State Election Commission has ordered 50,000 ballot boxes from Uttar Pradesh. Ballot boxes have been sent to various districts. At the same time, instructions have been given to complete the preparations for the Panchayat elections at the district level as well.

Panchayat elections in the state can be announced as soon as the festive season is over. The State Government is also keeping a close watch on the status of Covid infection. In the next meeting of the cabinet also, it is possible to decide on holding elections after consideration. However, the sources so far deny the preparation of any proposal related to holding Panchayat elections.

The three-tier panchayat elections in Jharkhand will be held in four phases in the month of December. Its preparation has been completed. A proposal regarding this will be brought in the next meeting of the State Council of Ministers. After this the election will be announced after the approval of the Governor. The state government wants to conduct panchayat elections in the state before the completion of two years of government formation on December 29. According to sources in the Panchayati Raj Department, it has been almost agreed to conduct elections in four phases in the state from December 11 to December 20.

Amid protest against the police lathicharge on BJP leaders and workers outside the Assembly, the Hemant Soren Government on Wednesday passed three Bills in the House. The Bills include the Jharkhand Municipal (Amendment) Bill 2021, Jharkhand Goods and Service Bill 2021 and Jharkhand State Employment of Local Candidates Bill, 2021. Among these three Bills, the Jharkhand State Employment of Local Candidates Bill is important as it paves way for 75 per cent reservation to locals in jobs upto Rs 40,000 per month at private sector.

Once the Jharkhand State EMPLOYMENT of Local Candidates Bill is enacted in the State, Jharkhand will become the third State in the country after Andhra Pradesh and Haryana having a law providing for reservation in private sector jobs for local residents. As the bill pertains to reservations of locals in the private sector, the Government gets passed the bill without much difficulty. On one side the Soren Government was getting passed three bills, BJP leaders and workers were staging Assembly gherao against the allotment of room at Assembly for offering Namaz. Inside the house too, BJP lawmakers were protesting against the allotment of room for Namaz.

It may be noted that the bill was earlier tabled during the budget session in March this year and was referred for vetting to six member committee formed by Speaker Rabindra Nath Mahto. The six member committee was headed by Labour Minister Satyanand Bhokta and members from different parties. The committee after going through the bill gave its Consent while making some changes.

The committee had added the words “private sector” in the amended bill, changing its name from ‘The Jharkhand State Employment of Local Candidates Bill, 2021’ to ‘The Jharkhand State Employment of Local Candidates in Private Sector Bill, 2021’. The amended legislation increased the salary limit to Rs 40,000 from the earlier Rs 30,000.

The draft resolution of bill mandates that every employer shall fill up seventy-five percent of the total existing vacancies on the date of notification of this Act and subsequent thereto by local candidates with respect to such posts where the gross monthly salary or wages are not more than Rs 40,000.

The Central Government or the shall not be included but the provisions of this Act shall apply on the organizations providing Services through Outsourcing to the Central Government or the State Government organization/undertaking, the bill says.

The other bill which was passed today was the Jharkhand Municipal (Amendment) Bill which gives power to the Jharkhand government to remove the mayor and the Chairman in the municipal bodies. As per the bill the election of mayor and Chairman in the municipal bodies in the state will not be conducted on party symbols. Apart from this mayor and deputy mayor will be elected by the elected councillors on the basis of majority.

The passing of the Bill assumes importance as reports about differences between government and municipal bodies have escalated in the past few months with most of the Municipal bodies in the State being represented by BJP.

Speaking at a State-level Workshop on Sustainable Development Goals (SDG) India Index and Multidimensional Poverty Index by Niti Ayog Chief Minister Hemant Soren today said that NIti Ayog should help in strengthening the rural economy of the State making development plans as per the need of a particular region.

The CM said that proceeding on issues like Education, Health, pure drinking water, increasing people’s income, gender Equality is challenging. In the past, the focus was only on mining and Minerals and the Dalits, deprived and tribals of the State were left with many questions. Plans and budgets are made but the reality is different. Resources with the government are limited. Talking about Sustainable Development, at present there is a need to strengthen the root and not the twigs and leaves. It needs to be considered as to how we can increase the purchasing power of the villagers.

The CM said that Jharkhand has the lowest remuneration under MGNREGA, due to which the villagers do not like to work under MGNREGA and move to the cities. The price of forest produce is fixed by the Central government, which is very little. Tribals have been living in the forest for centuries. Forest is also their means of livelihood. In such a situation, if the tribals are found with forest produce, then the Police take action against them under the law made regarding forests, due to which they are getting troubled.
