After Chhattisgarh Chief Minister Bhupesh Baghel called for implementation of the Godhan Nyay Yojana on a mission mode, Agriculture Minister Ravindra Choubey has been appointed the Mission President.

Pradeep Sharma, the advisor to the Chief Minister, has been named Vice President.

Chief Secretary Amitabh Jain, Agriculture-notes-for-state-psc-exams”>Agriculture Production Commissioner Dr Kamalpreet Singh and Secretary Finance Alarmelmangai. D will be the members.

Experts from Indira Gandhi Agricultural University and two other experienced representatives will be nominated as members of the Mission by the President, an official Communication said.

Baghel in July last year launched the first Godhan Nyay Yojana to promote animal husbandry and . The scheme envisages procuring cow dung at Rs 2 per kg from cattle owners and farmers.

The dung is converted into organic manure (vermi-compost) by Women self-help groups. Till date, 50 lakh quintals of cow dung have been procured.

Now, electricity generation has also commenced in Raipur, Durg and Bemetara districts.

The government has approved 10,000 gauthans and more than 6,000 are operational. The gauthans are managed locally by a committee.

Academicians emphasise on need-based remedies to address learning gap

It has been more than one and half years since the educational institutions adopted the new TEACHINGLearning method. The closure of HEIs may cause long-lasting impact and could potentially hit an entire generation.

A recent survey by Teamlease has highlighted learning loss among university students. Majority of the system might have become habituated to the new normal and enjoying easier and quick access to information, flexible learning etc. But it has become imperative to take initiative to mitigate the ill effect of digital learning for students residing in remote areas.

According to the survey findings, college students believe they have faced 40-60% of learning loss due to Covid. It also indicated that it would take three years to bridge the gap. Due to digital limitations, continuous online Education has led to learning loss among students, especially in the rural belt, says Keshari Lal Verma, vice-chancellor, Pandit Ravishankar Shukla University, Raipur, Chhattisgarh. With the fear of an impending third wave of Covid-19 looming large, academic institutions should think of student-centric feasible ideas that can be implemented to address the learning gap, says Verma.

School, colleges and other institutions will be opened for physical classes in Chhattisgarh from August 2. Verma has asked principals and college teachers to get a feedback from students and take a decision as per students need to mitigate the learning loss.

Chhattisgarh CJ lauds efforts of Lok Adalats in state

Chhattisgarhhigh court Chief JusticeRamesh Sinhacommended the joint efforts of everyone involved in the success of theLok Adalatsin Chhattisgarh. Sinha, who was a senior judge in Allahabad High Court before his appointment as Chief Justice of Chhattisgarh HC in March this year, also said that results were better than those expected in Uttar Pradesh.

The Chief Justice addressed the officers via videoconferencing about the upcomingNational Lok Adalat, scheduled to be held on May 13, 2023. The conference was attended by all district judges, Family Court judges, judicial officers of districts, collectors, superintendents of Police, officers of banks, Insurance companies, president of Bar Association and municipal commissioners among others.

Cgarh launches Tuhar Paudha Tuhar Dwar

The Chhattisgarh government on Friday launched a plantation drive, Tuhar Paudha Tuhar Dwar, with Forest Minister Mohammad Akbar formally flagging off publicity vehicles filled with different species of Plants.

In the current monsoon season, the government has set a target of planting 2.81 crore saplings across the state.

The government will plant 1.14 crore saplings and distribute 1.67 lakh saplings to citizens for plantation.

A total of 3.12 crore saplings are ready for the scheme in 257 nurseries, an official Communication said.

A doorstep delivery of saplings is being done by the government. Those interested can telephone 75870 11614 to get 1-5 saplings in municipal areas of Raipur.

Aiming to prevent risk of spreading infection during the pandemic among people waiting in the queue at transport offices,state transport departmenthas gone hi-tech and is all prepped up with its 22 such services that can be availed from the comforts of Home.

Chhattisgarh is the first state to have launched a centralized system for issuing smart card basedAadharintegrated driving licenses, registration certificates and many such services via online system for home delivery.

Chhattisgarh-Odisha Mahanadi water dispute: Inspection of river basins begins to resolve long-standing conflict

In an effort to resolve long-standing disputes over Mahanadi river water-sharing between Chhattisgarh and Odisha, a three-member committee led by Supreme Court JusticeA M Khanwilkarhas arrived inRaipur.

The committee will begin its inspection from the origin of the river and continue downstream to the river basins in Odisha. The Mahanadi River is the lifeline of Chhattisgarh, with 78% of the state’s Population living in the Mahanadi basin.

The Odisha government has lodged a complaint with the Central government regarding the construction of six industrial barrages on the Mahanadi and the lack of water inflow from the Mahanadi river and other sources located in the state of Chhattisgarh during the non-monsoon period.

Chief Minister Shivraj Singh Chouhan said that Kill-corona Campaign-2 is being conducted from village to village and house to house in all rural areas of the State for special fever screening.

The survey teams are reaching out and identifying potential patients on priority especially in areas where the rate of infection is high. 15,308 survey teams have been formed for the Kill-Corona Campaign-2 started from April 24 last. The survey of more than 2 crore 29 lakh 51 thousand 135 people has been completed by the survey teams so far. During the survey, samples of more than 84,148 potential patients have been taken.

Out of 22,811 gram panchayats in the state, 21,584 gram panchayats have pledged to impose Janta corona curfew, which is about 94.62 percent of the total panchayats. All government and private offices except essential Services are operating with a 10 percent presence. The gathering of people is prohibited for organising social, political, cultural, Sports, educational, public events and entertainment activities.

Under the Jeevan Amrit Yojana, 2 lakh 92 thousand 448 people have been benefited by distributing 1 lakh 16 thousand 979 packets of decoction to families since April 8, 2021.

Cgarh to explore rubber plantation possibility

Chhattisgarh is going to explore the possibility of rubber cultivation in the state. The Rubber Research Institute (RRI) at Kottayam in Kerala will conduct experimental farming in Bastar region.

An agreement was signed between the Indira Gandhi Krishi Vishwavidyalaya (IGKV), Raipur, and the Rubber Research Institute, Kottayam.

The MoU was signed by IGKV Director of Research Dr. Vivek Kumar Tripathi and Rubber Research Institute Director Dr. M.D. Jessy.

According to the pact, the rubber institute will provide the expenditure on plant material, manure, Fertilizers, medicines and manual labour for seven years for plantation on 1 hectare of land to cultivate rubber.

It will also give technical guidance to extract rubber. The plantation will be managed by IGKV under the guidance of the scientists from Kottayam.

IGKV Vice Chancellor Girish Chandel said rubber provides good profits to farmers.

The cultivation of rubber has played a major role in making farmers of Kerala, Nadu prosperous, he said.

Chhattisgarh: One Nation One Ration Card

In the state of Chhattisgarh, the One Nation One Ration card program was recently implemented.

Highlights:

The One Nation, One Ration card concept has been implemented in 35 states and union territories.

It presently covers 96.8% of the people covered by the National Act. The Aadhaar number is connected to the ration cards under the Scheme.

In addition, public distribution stores have e-point-of-sale machines.

The food subsidies will be distributed to the recipients at any ration outlet. Previously, they could only enter the ward where their card had been registered.

They can’t even acquire it in the same town’s other ward.

Benefits:

Previously, if a person moved, they had to apply for a new ration card. Thanks to the one nation, one ration card, the geographical barrier have been erased.

This was implemented primarily to assist migratory workers during the COVID era. It cuts down on duplications and leaks.

Under the Scheme, a person’s identity cannot be duplicated in two places simultaneously. The Scheme eliminates Corruption because it is tied to biometrics.

Every time they obtain food subsidies from the fair price retailers, family members must place their thumb impression. Social prejudice is lessened as a result of the system.

Challenges And Working:

Exclusions are a hot topic among many people. Their identities were allegedly erased from the NFSA recipient list.

CM seeks release of Cgarhs share of taxes

Listing suggestions on Chhattisgarhs expectations from the Union budget, Chief Minister Bhupesh Baghel sought the release of GST compensation, release of Rs 4,140 crores with the Centre on coal mining and reimbursement of Rs 15,000 crores spent on central security forces deployed against Naxalites in the state.

He was participating in a pre-budget meeting chaired by Union Finance Minister Nirmala Sitharaman in New Delhi.

He said the Covid-19 pandemic has adversely affected the economy of the states. He suggested extension of GST compensation period for five more years even after June 2022.

With states facing drastic revenue loss due to GST and lack of timely compensation, the loss of revenue is estimated at about Rs 5,000 crores to Chhattisgarh in the coming year.

Chhattisgarh has received less share of central taxes by Rs 13,089 crores in the Union Budget of the last three years. Complete central taxes should be given in the next budget.

He raised the issue of transfer of Rs 4,140 crores deposited with the Central government on coal mining due to the state.

Apart from it, a special provision must be made in the next budget to reimburse the states expenditure of Rs 15,000 crores on central security forces deployed in the state against Maoists.

Instead of reducing central excise tax on petrol and diesel, which will lead to reduction in the states share, cess should be cut, he said.

He also sought to increase the premium limit of Rs 1,100 per family for states doing better implementation of Ayushman BharatPradhan Mantri Jan Arogya Yojana.

Similarly, the share of states in the Pradhan Mantri Awas Yojana and Jal Jeevan Mission be reduced and the Centres share be hiked to 75 per cent.

The Chief Minister urged the Finance Minister to set a target of taking at least 23 lakh tonnes of parboiled (Usna) rice from the state, up from 61.65 lakh tonnes of Arva rice to the central pool.
