In 1975, Ahmed was elected President of India. He was a strong supporter of Indira Gandhi and her policies. In June 1975, Gandhi declared a state of emergency and suspended civil liberties. Ahmed supported the emergency and signed the ordinance that gave Gandhi the power to rule by decree.
Ahmed died in office in February 1977. He was succeeded by Neelam Sanjiva Reddy.
