At Rs 200 crore, growth budget cut to half

The has cut down the District Development Plan Scheme (D-Plan) budget by 50% during the financial year 2023-24.

The Department of Economic and Statistical Affairs (DESA) releases the funds under the DDP scheme every year which is distributed among all districts as per the set criteria of the government.

According to information, the state government had released a budget of Rs 400 crore during the financial year 2022-23. The DESA stated that Rs 120 crore has been earmarked for the General Component, while Rs 80 crore is meant for the Scheduled Castes Sub Plan component.

The department stated that the parking of funds in the banks had been prohibited and the funds would be released to all districts online. It should be ensured that all approved works are completed within this financial year whether they belong to the current financial year or to the previous financial year. The state government would not reallocate any fund which would remain unutilised on March 31, 2024, it stated.

Government to regulate use of drones

The government is all set to regulate the use of drones in the state under the National Drone Rules, notified by the Union Ministry of Civil Aviation. The Chief Secretary has designated the Department of Technical Education and Industrial Training as the nodal agency to talk to all government and private stakeholders to frame the policy on the drone use.

A senior government functionary said the department had been tasked with seeking comments from the departments that deal with the use of drones and giving permissions for their use.

Being a border state and rampant use of drone in narco-terrorism from across the border, it becomes imperative to regulate the use of drones, said the functionary, adding that many private players were increasingly using drones.

As per the national rules, any person operating a drone has to obtain a unique identification number unless exempted.

The PM said in his address that Vande Bharatwill start a new era of comfortable travel experiences, especially for tourists travelling to the State, with world-class amenities.He said that travelling by train remains the first choice for those who are accompanied by their family members and the Vande Bharat is gradually becoming the go-to means of transportation.

He alsoemphasised the importance of connectivity in a mountain state where people from the villages migrate due to a lack of connectivity and added that the government wants to prevent that suffering for the coming generations.

Vande Bharat train is also going to help Uttarakhand to take full advantage of this opportunity”. Vaishnaw said on the launch that Railways used to receive a budget of only Rs 187 crore a decade ago for the development of Railways in Uttarakhand but the location rose under pm Modi upto Rs 5,000 crore for development.

Samagra Shiksha Abhiyan: UP gets 33% more funds than 2022

The SamagraShiksha Abhiyan, UP, saw an increase of 33% in the fund allocation for the academic year (2023-24) against the 2022-23 fiscal in the Project Approval Board (PAB) meeting. SSA is an integrated scheme and effort to universalize elementary Education by community-ownership of the school system.

For the academic year 2023-23, SSA received a grant of Rs 12,744 crore. Out of total allocation, Rs 11,525.3 crore is allocated towards elementary education, Rs 996.27 crore is allocated towards secondary education and Rs 222.76 crore is allocated towards teacher education.

Thebudgetreceived for SSA will be utilized across various heads to undertake initiatives and programmes aimed at improving the quality of education, said an official. Under the Quality education head, a total of Rs 1,907 crore has been sanctioned as approved budget. This includes procuring 8,778 tablets for digital Learning, setting up 22,000 smart classrooms, and 3,669 ICT labs. Besides, it also includes conducting assessment tests for measuring learning outcomes of children, providing library books and implementing learning by doing programmes.

Under ECCE (Early Childhood Care and Education), a total of Rs 263 crore has been sanctioned as approved budget which will be utilized for TEACHING-learning material for children, outdoor play materials, and child-friendly furniture.

Agricultural equipment distributed in freedom fighter Telanga Khadiya village

Small agricultural equipment were distributed among 150 tribal farmers by Birsa Agriculture-notes-for-state-psc-exams”>Agriculture University (BAU) at freedom fighter Telanga Khadias village – Murgu, district- Gumla of Jharkhand, with the aim of social and economic upliftment of farmers of villages of Jharkhand martyrs and heroes.

Bihar govt to skip NITI Aayog meeting

Bihar government has decided not to attend the meeting to be chaired by Prime Minister Narendra Modi in New Delhi.

State Finance Minister Vijay Kumar Chaudhary was scheduled to attend the event but cancelled it on Chief Minister Nitish Kumar’s direction.

Besides the Nitish Kumar government, Delhi Chief Minister Arvind Kejriwal, West Bengal CM Mamata Benerjee, Punjab CM Bhagwant Maan, Tamil Nadu CM M.K. Stalin, Telangana CM K. Chandrashekher Rao also have expressed their inability to attend the meeting.

According to sources, these leaders are upset with the policies and decisions of the Narendra Modi government, especially the Centre’s issuance of an ordinance against The Supreme Court‘s decision to give the transfer-posting power to the Delhi government.

The Modi government has organised the meeting of NITI Aayog with the tagline of ‘India @ 2047’. The opposition leaders of 21 parties have already announced to boycott the inauguration of the new Parliament building.

Chhattisgarh Forest Minister Mohammad Akbar said Chhattisgarh is rich in biodiversity and steps are being taken by the government for its conservation and promotion.

During the presentation, Member Secretary, Arun Kumar Pandey, said about 12,000 PBRs (Public Biodiversity Registers) have been set up in the state.

The work of opening a bird interpretation and awareness center in Gidhwa Parsada area, to also function as a bird safari, is also in progress. Nature Trails and Biodiversity Awareness Walks are also being developed in select locations.

Infra work to start soon at PM MITRA Park

The development work is expected to start soon at the PM Mega Integrated Textile Regions and Apparel (PM MITRA) Park in Dhar district.

Madhya Pradesh industrial development Corporation (MPIDC) has floated tenders for basic infrastructure work in the area.

PM MITRA Park is proposed on around 1,563 acre at Bhainsola village in Dhar district. This is one of the seven textile parks proposed in the country.

MPIDC is also contemplating expanding the area of the park from the current 1,563 acre by adding government land to accommodate more investments. Many investors of the state and industries fromMaharashtra,Rajasthanand Southern India have submitted intentions to invest to the department.

The State Government expects the mega textile park to generate around 50,000 direct job opportunities and 150,000 indirect EMPLOYMENT.

PM MITRA Parks will come up inTamil Nadu, Telangana, Gujarat, Karnataka, Madhya Pradesh,Uttar Pradeshand Maharashtra. The central government has approved PM MITRA Parks with an outlay of Rs 4,445 crore for a period of seven years upto 2027-28.

Gujarat’s sex ratio at birth is third lowest in country

Despite laws to prevent discrimination on the basis of gender, the girl child continues to be under threat inGujarat.

The state registered the third most skewed sex ratio at birth in the country with 909 girls per 1,000 boys, according to the Centre’s report, ‘Vital statistics of India based on the Civil Registration System 2020.’
Sex ratio is defined as the number of females per 1,000 males. According to the report, Gujarat only fared better than Manipur at 880 and and Daman and Diu at 898. The neighbouring states of Rajasthan and Madhya Pradesh fared better than Gujarat with sex ratios of 952 and 921 respectively.

In the 2019 report, Gujarat registered the lowest sex ratio at birth (901), followed by Assam (903), Madhya Pradesh (905) and Jammu and Kashmir (909). In 2018, the state recorded the fifth most skewed SRB at 897.

The data reveals that the SRB in rural areas of Gujarat was 929 while the same in the urban areas was 901. The data further reveals that in the state’s rural areas, the SRB was the lowest in Botad at 870, followed by Devbhumi Dwarka at 889, and Mehsana and Gir Somnath at 898 each.
In the urban areas, Mehsana registered the most skewed SRB at 858, followed by Surat at 865 and Botad at 867. The officials said that the sex ratio at birth was most skewed in Mehsana and areas of Saurashtra.

Gujarat had shot to national infamy with a skewed child sex ratio (0-6 years) of 886 girls per 1,000 boys in Census 2001 while it was 890 in Census 2011.
