All northeast states should try to resolve boundary disputes, says Assam CM Himanta Biswa Sarma

Assamchief minister Himanta Biswa Sarma informed the 70th Plenary of the North Eastern Council (NEC) here on Sunday that measures are being taken for an amicable settlement to the inter-state border disputes in the northeast, with 50% of Assam’s boundary row with Meghalaya lready been resolved.

He said processes have been initiated to arrive at a permanent solution to Assam’s boundary dispute with Arunachal Pradesh. Sarma insisted on the need of initiating a concerted effort by the governments of all the northeastern states, if boundary disputes are to be settled once and for all.

Set up panel for proper functioning of quasi-judicial forums, Orissa high court orders government

The Orissa has directed the government to constitute a high-level committee in order to monitor the smooth functioning of quasi-judicial forums in the state. JusticeBiswanath Rathissued the direction on October 19 while adjudicating on a petition questioning the functioning of such forums.

Cases involving the OdishaLand Reforms(General) Amendment Rules, 2015, and theOrissa Survey and Settlement Act, 1959, among others, are settled through the quasi-judicial forums.

The high court divided the petitioners’ allegations into three categories – first, in quasi-judicial proceedings initiated around four years ago, there is no admission of such matters for a long period of time; second, there is no hearing even on matters admitted around 15 years ago; third, many posts in the forums remain vacant on most occasions.

Act on complaints on promotion policy: NCSC to Tamil Nadu

The National Commission for Scheduled Castes has directed Naduto immediately act on complaints pertaining to the promotion policy on filling vacancies in the revenue department.

Agriculture ministerP Prasad kick-started the KrishiDarshan programme, which aims to generate a database on the challenges in the agriculture sector inKeralaand to find solutions through direct interaction between the officials and the farmers.

Karnataka implements enhanced reservation for SC/STs

TheKarnatakagovernment has issued a notification giving directions to implement 17 per cent enhanced reservation for the Scheduled Castes and 7 per cent for the Scheduled Tribes from Tuesday on the occasion ofKannada Rajyotsavaday.

However, the bureaucrats have stated that there was no clarity on the notification issued for the implementation. They also stated that the ambiguities need to be ironed out first.

Only 44% of Telangana’s class 3 kids can read time: Study

The first-of-its-kind study byNCERTon how robust the foundational Learning outcomes are in schools across the country has found that only 51% students inTelanganahave reached basic global proficiency standards, when it comes to numbers and numerical skills.

For instance, the survey that measured academic competency of third grade students, found only 44% students could read time and only 63% could read the date displayed on a calendar.

The study titled “Foundational Learning Study” analysed 349 schools with 3,313 students. The study assessed them on foundational Literacy in terms of three languages – ,Hindiand English and also looked at foundational numeracy.

According to officials, the 30 lakh houses will come up on 71,811 acres distributed to the beneficiaries in Andhra Pradesh. The city has topped in the disbursal of the micro-credit to the vendors under the Prime Minister Street VendorsAtmaNirbhar Nidhi(Svanidhi Yojana) in the state.Under the scheme, executed by the local bodies, the vendors get a loan of up to Rs10,000 at a low-interest rate, possibly at 7%, which has to be repaid in monthly instalments within over one year.

The central government has subsidised the loans for the vendors who can get a minimum of Rs 10,000 and a maximum of Rs 50,000 subsidised loans from the banks under the scheme.

He said that a person after attaining the age of 60 with an annual income of less than Rs 2 lakh automatically gets eligible for the Old Age Samman Allowance without any hassle.
