PSPCL lists Rs125-cr deficit before regulator

The financial burden on the Punjab State Power Corporation Limited (Pspcl) has increased with recent Punjab Government announcements of subsidised/free power ahead of the Vidhan Sabha polls. The 2021-22 expenditure is estimated to reach around Rs 12,245 crore, up from Rs 10,621 crore.

However, in its tariff petition for the year 2022-23, the PSPCL has projected a gap of Rs 125 crore only, in view of the poll season, claim experts.

As per the annual revenue requirement (ARR) filed by the PSPCL, the gap of previous years amounts to Rs 1,611 crore thus making a total revenue gap of Rs 1,912 crore. The total ARR has been worked out Rs 36,484 crore and the revenue receipt on the basis of present approved tariff has been worked out as Rs 36,702 crore.

As the power regulator always reduces the expenditure proposed by the PSPCL, there may not be any hike in power rates, despite the government reducing the prices. As per the ARR, the major expenditure is for power purchase. The purchase has been estimated at Rs 24,910 crore, including interstate transmission charges.

The other major expenditure is of employees salary and pensions and this has been worked out at Rs 5,552 crore. However, in order to subdue the ARR in the election year, the PSPCL has not included any payments to employees against pay revisions. As per information, against pay revision, the total arrears will amount to about Rs 3,000-3,500 crore, of which around Rs 1,000 crore are payable in 2021-22 and balance in the coming years.

Sex ratio below 900 in Himachal Pradesh

Himachal Pradesh is among the only three states and UTs now where sex ratio at birth continues to be below 900, the other two being Goa, and Daman and Diu.

The National Family Health Survey data for 2019-21 published recently shows the sex ratio at birth (females per 1,000 males) for kids born over five years prior to the study declined in Himachal Pradesh from 937 in NFHS 4 (2015-16) to 875 in NFHS 5 (2019-2021), a drop of 62 points.

The latest States Quarterly Report under the Act submitted to the Health Ministry reveals that only 71,096 diagnostic facilities, including genetic counselling centres, genetic labs and clinics and ultrasound and imaging centres have been registered under the law so far.

Overall, sex ratio at birth nationally improved marginally from 919 in NFHS 4 to 929 in the fifth survey edition even though sex ratio at the Population level improved significantly from 991 to 1020 over the two survey periods, crossing the 1000 mark for the first time ever.

IISWC and Sparsh Himalaya sign MoU

The Indian Institute of and Water Conservation (ICAR-IISWC) and Sparsh Himalaya have signed a memorandum of understanding to execute inter-organisational collaborative engagements to promote Himalayan Ecosystems, people and Resources.

ICAR-IISWC director M Madhu informed that the MoU is aimed at stimulating and facilitating collaboration and promoting mutually-interested common programmes that help advance the interests of the Himalayan ecosystems and related intellectual life and cultural development. National and international level collaborative programmes and engagements for enhanced outreach, and awareness on technological outcomes and success stories would also be aimed at through this MoU.

The potential areas of collaboration include research, training, capacity building, experience sharing, and knowledge management in the domain of rural development and natural resource-based sustainable livelihood promotion.

Immediately, bothorganisations are developing a joint plan for a national conference in January 2022 on the technological contributions and success stories of the research and development organisations working on the welfare of the Himalayas.

Gorakhpur to be made a Special Education Zone, says Pradhan

Union Minister of State for Education, Skill and Development, Dharmendra Pradhan, announced to make Gorakhpur a ‘Special Education Zone’.

Developed as a knowledge city through three functional and one under-construction universities, Gorakhpur, will be made ‘Special Education Zone’ on the lines of ‘Special Economic Zone’ as per requirement of the new National Education Policy. The idea behind the Special Education Zone is to groom students as global citizens and address problems of the world through academic pursuits and Maharana Pratap Education Council and its students would play an important role in achieving this, the Union minister said while addressing the concluding programme of the 89th Founder’s Week celebrations of Maharana Pratap Education Council as the chief guest.

Pradhan said that the new Education Policy under the guidance of Prime Minister Narendra Modi had been prepared in line with the strategic changes in the global scenario. He said that the new education policy aimed at making India the number one country in the world and the children of India as global citizens.

Describing Chief Minister Yogi Adityanath as an epitome of successful Leadership, Pradhan said that the former’s leadership never bothered about issues and instead always looked at solutions.

Govt efforts to promote sports in rural areas: Thakur

Minister for Drinking Water and Sanitation Mithilesh Kumar Thakur, inaugurated the Chief Minister’s invitational football tournament at Girls High school field Garhwa. The tournament is organized by the Department of Tourism, Art Culture, Sports and Youth Affairs for promotion of sports among the youths. Deputy Commissioner Rajesh Kumar Pathak, Deputy Development Commissioner Satyendra Narayan Upadhyay and Sub-Divisional Officer Sadar Raj Maheshwaram were also present on the occasion. The tournament will continue till December 15. On the occasion, the Minister said the government is organizing the tournament to promote sports- talents and giving a better platform to the players in rural areas.

He said that Chief Minister also makes constant efforts in taking forward the game and the players. Continuous work is being done on how to take all sports including football to the highest level in Jharkhand.

Even after the formation of Jharkhand, the sports which could not be organized in this state, after Covid, the enthusiasm of the players is being increased by organizing them. He told that Chief Minister has taken many steps to encourage the players.

95% villages in Bihar getting tap drinking water: Report

Of the 30,272 wards in villages having contaminated sources of groundwater, as many as 29,180 of them have been provided with safe tap drinking water under the CM Rural Drinking Water Scheme, according to a communique received from the state public Health engineering department (PHED).

The scheme is popularly calledHar Ghar Nal Ka Jal. By corollary, PHED has 96.4% achievement to its credit. The drinking water being supplied to the wards concerned is free from contamination of fluoride, arsenic and iron content beyond the permissible limits.

The department also maintained that the Centre has also conducted a third-party survey of the piped water supply being provided in the villages. According to this survey, 95% of the villages have been getting uninterrupted piped drinking water supply.

As per the Centres survey done with regard to the provision of piped water, most of the habitations have been getting Safe drinking water.

Of the 1.08 lakh human habitations in the state, only 467 still had contaminated water, the central survey report has noted, adding that they included six villages having arsenic contamination and one fluoride, while water available in 460 other habitations had iron content beyond permissible limits.

It has taken five years to make an achievement in this regard, as the wards with contaminated ground water had already been mapped out, but the scheme to provide piped water supply was started by PHED in 2016. Besides, as many as 1,379 wards have been covered under 11 different multi-village piped drinking water supply system projects.

At that point of time, groundwater in 3,791 wards of 11 districts had fluoride contamination, while groundwater in 14 other districts had arsenic poisoning in their 4,742 wards. Groundwater of as many as 21,739 wards in 12 districts had iron content beyond approved limits.

Chouhan said that fairs are an ancient tradition of Gwalior, but today a wonderful fair has been organised in Gwalior in the form of drone fair. This drone fair is not just a fair, it is a campaign to change the lives of the people. He said that drone technology can be used for spraying fertilisers and pesticides in the fields. With this, farmers can avoid the ill-effects of harmful chemicals. This technology is also less expensive. Drone technology saves up to 25 percent of manure.

Electric vehicles ecosystem takes shapes in Gujarat

Even though electric vehicles, particularly two-wheelers, have been in the market for at least a decade, the uptakes had not been significant despite the subsidies rolled out by state and central governments. However, with growing awareness, the emergence of technologically Sound and efficient vehicles, and the creation of charging , the demand forelectric vehicleshas grown substantially inGujarat.

Riding on increased demand, the state is gradually building a sound ecosystem for manufacturing electric vehicles (EVs). Gujarat is already Home to automobile giants such asTata Motors, Honda Motorcycles and Scooters India Limited, Hero Two-wheelers, and Suzuki Motor Corporation.

Moreover, the demand for EVs is rising across the country as well. New players have entered the field, the established ones are doing robust business, a policy push from the state and central governments is offering sizable subsidies, and startups are driving innovations in EV manufacturing. These factors have led to the setting up of a wholesome EV ecosystem in Gujarat.

In July 2021, the Government of Gujarat announced an EV policy. The policy has fuelled optimism not just in dealers but in manufacturers too. The Gujarat Electric Vehicle Policy 2021 provides a subsidy of up to Rs 20,000 for EVs in the two-wheeler category, Rs 50,000 for three-wheelers, and up to Rs 1.5 lakh for cars. Over and above this, the central government has extended subsidies under Faster Adoption and Manufacturing of (Hybrid &) Electric Vehicles (FAME)-II. The amount of subsidy is based on the battery capacity.
