Telangana govt announces Rs 1,540 crore bonanza for Nalgonda

Fulfilling its promises made to Munugode assembly constituency voters during by-poll held last month, theTelanganagovernment announced Rs 1,540 crore bonanza for theNalgondadistrict.

Around Rs 400 crore worth of works would be taken up in the Munugode assembly constituency from the sanctioned amount. The rest of the amount would be spent on roads, improvement, civic works, construction of a hospital and other works.

The government also announced to set up a toy park in Dandumalkapur industrial park which would provide EMPLOYMENT to about 10,000 youths.

Andhra Pradesh: HIV infections drop to less than 1% from 6% in 12 years

Andhra Pradeshreported 6.74% human immunodeficiency virus (HIV) positivity rate among the general Population when the Health department conducted tests on about 7.5 lakh people in 2010-11.

Over 50,000 infections surfaced in these tests. Cut to 2022-23, the state has so far detected about 9,000 HIV infections. This is despite an increase in the number of tests as about 10.5 lakh people have undergone HIV testing this year.

Going by the official data, the positivity rate has been on a consistent downward spiral – from 6.7% in 2010-11 to 3.6% in 2013-14 to 1.95% in 2017-18 to 0.87% in the current year.

Increasing awareness on the disease and its risk factors, testing and Education efforts, prevention measures, viral load suppression through treatment (which reduces transmissibility), use of pre-exposure prophylaxis orPrEPmedications in high-risk groups, etc. might have reduced the positivity rates and cases over the years.

Traditionally, AP is one of the few states having a high HIV prevalence. As a per a reply provided by theNational AIDS Control Organisationin 2021 to a Right To Information (RTI) query, about 3 lakh people of Andhra Pradesh contracted the infection between 2011-2021 by indulging in unprotected sex alone.

The necessity of the PrEP medications in certain groups stems from the fact that the burden of HIV infection is much higher among men having sex with men, transgenders, female sex workers, and people who inject drugs.
As per the official sentinel surveillance data available between 1998 and 2019, HIV prevalence has reduced in all groups except the transgenders.

Centre will turn Goa into startup hub

Union minister of state for Skill development and and electronics and IT,Rajeev Chandrasekhar said the Centre will take all measures to expand economic opportunities in Goa that will help diversify the states economy and turn it into a startup and innovation hub, especially in the fields of healthcare, medical electronics and Artificial Intelligence (AI), and also ensure its Sustainable Development.

Chandrashekharsaid that the ministries of electronics and IT, skill development and entrepreneurship along with the Goa government would explore the possibility of setting up a Centre of Excellence for startups at the South Goa district hospital, Margao. He also spoke of expanding skilling opportunities for young people through skill hubs and Atal Tinkering labs.

Earlier in the day, Chandrashekhar visited the South Goa district hospital and interacted with senior doctors and officials of the state Health department. He termed the hospital as among the best of government hospitals in the country and spoke of creating an ecosystem of startups around health and well-being.

Haryana to launch 5-year vehicle scrappage policy

Haryanais all set to introduce a five-year vehicle scrappage policy formulated in sync with the Centres Voluntary Vehicle Fleet Modernization Programme to encourage the scrapping of the vehicles that have attained the critical age of 10 years in case of diesel and 15 years in case of petrol vehicles.

The policy draft was approved in the state cabinet meeting held on Thursday and would be tabled during the three-day winter session of the state assembly starting from December 26. Once approved by the House, it would come into force after notification.

The state policy will be applicable to all end-of-life vehicles, Registered Vehicle Scrapping Facilities (RVSFs), registering authorities and departments who are supposed to issue a no objection certificate (NOC) for the registration of RVSFs.
Under this policy, vehicles which have completed the critical age of 10 years in the case of diesel and 15 years in the case of petrol shall be scrapped.

An incentive-based system will be introduced to facilitate the phasing out of unfit vehicles. Dis-incentives will be utilised to make use of old unfit vehicles, a costly affair. Monetary benefit will be given to the buyers of motor vehicles to encourage them to scrap their vehicles, said an official of the .

Rename govt schools named after caste: Min

The orders were issued by Punjab school Education ministerHarjot Singh Bains, who stated that several cases came to his notice regarding the names of schools being associated with a caste, which makes them feel uncivilised in the present era. He said all the students, irrespective of religion and caste, were being given equal education in the government schools.

The minister said Punjab is the land of gurus, saints, and great prophets, who have taught humanity to stay away from casteism and all kinds of discrimination.

Uttarakhand: Schools with fewer students to be merged with big ones

Theeducation departmenthas decided to merge schools having less than five students in the hills and less than 10 in the plains with the nearest larger ones across the state from the 2023-24 academic session to better utilise Resources and resolvestaff crunch.

Officials said block Education officers in every district have been tasked with identifying such primary and high schools and a final list will be compiled by January 2023. While the exact number of such schools was yet to be determined, the officials said, adding the figure could be around 3,000. According to theRTE rules, a primary school should exist at every km, a middle school every 3 km, high school every 5 km and intermediate at every 7 km.

Uttarakhand has around 16,500 schools, where over 11.5 lakh students are enrolled. The student teacher ratio is 16:1 that officials said they were working to improve.

Govt subsidy to industry on basis of job creation

To create jobs for people fromUttar Pradesh, the has decided to provide subsidy to industries on the basis of the EMPLOYMENT they generate.
Chief MinisterYogi Adityanathhas asked officials to visit industries regularly to ensure they are meeting the criteria for providing local employment.

The policy also has the provision for a booster subsidy on employment of 75% Women, besides meeting the minimum requirement.

In addition to the subsidy laid out in the policy, large and mega industries would get an additional subsidy of 2% each, while super mega and ultra mega industries will get booster subsidies of 4% each if they employ at least 75% women in their work force. This subsidy may also be extended to industries if they employ 2-3 times as much work force as has been assigned to their category.
