Public University Act, 2016 (Third Amendment) Bill

The Maharashtra Legislative Council passed the “Maharashtra Public University Act, 2016 (Third Amendment) Bill” on 28 December.

Highlights:

The act is being opposed because it calls for LGBTQIA community members to be included on university boards.

A provision for a “Board of Equal Opportunity” is included in the amended act.

A board of equal opportunity shall be established in each university, according to the act. The board will be in charge of planning, monitoring, guiding, and coordinating a variety of development and welfare programs, regulations, policies.

It also is in charge of schemes aimed at ensuring the welfare, development, and social protection of students, non-TEACHING employees, and teachers from underrepresented groups, minorities, Women, and LGBTQIA people.

These rights will be extended to “persons with disabilities for the purpose of promoting and establishing values of , Equality, dignity, and social Justice.”

Haryana Agricultural University on top in Atal ranking

Chaudhary Charan Singh Haryana Agricultural University (CCS HAU) has secured the first position among farm universities across the country in the Atal Ranking of Institutions on Innovation and Achievements (ARIIA).

The ranking was released today by the Union Ministry of Education and the AICTE.

Punjab Cabinet nod to amend coop audit service rules

Keeping in view the larger interest of employees and the administrative need of the Cooperation Department to ensure efficiency in its functioning, the Punjab Cabinet today approved amendment to the Punjab Cooperative Audit (Group-B) Service Rules, 2016.

The decision was taken at a Cabinet meeting chaired by CM Charanjit Singh Channi.

audit officer, superintendent grade 2, senior auditor, inspector audit and senior assistant. After the approval of the officer committee, the restructuring of the department was approved during a Cabinet meeting on December 30, 2020, in which the posts of inspector were reduced from 774 to 654, while those of senior auditor were increased from 32 to 107.

PM Modi dedicates projects worth Rs 11,581 cr to Himachal

Prime Minister Narendra Modi said it has benefited the people of Himachal Pradesh to have a double-engine government in the state and at the Centre as the speed of development projects and the implementation of different schemes have got momentum.

Addressing a rally at the Paddal ground to mark four years of the Jai Ram Thakur-led Bharatiya Janata Party (BJP) government in the state, he underscored the advantages of a double-engine government. With less than a year to go for the 2022 Himachal Pradesh Assembly polls, Modi said the people of the hill state have benefitted a lot over the last four years as various welfare schemes launched by the Centre were implemented in a more efficient manner by the Thakur Government.

The Prime Minister said that he also an emotional bonding with Himachal Pradesh and congratulated the State Government for completing four years of its eventful tenure. He said that this double engine Government has ensured that the pace of development goes uninterrupted during the pandemic. He also appreciated the efforts made by the State Government for effectively controlling the Covid-19 pandemic, adding that the vaccine coverage of cent percent eligible Population in the State was the result of dedicated and committed efforts of the State Government. He said that the State got Aiims, Atal Tunnel and four Medical Colleges during the tenure of the present Government.

Defence minister inaugurates 3 bridges in Ukhand

Union DEFENCE minister Rajnath Singh virtually inaugurated 24 bridges and three roads built by the Border Roads Organisation (BRO) in four states and two union territories on Tuesday. These include three bridges in Uttarakhand. Singh inaugurated the

Ghasku bridge linking Tawaghat and Ghatiyabagad, Gaurigad bridge linking Jauljibi and Munsyari, and Badamgad bridge linking Semli and Gwaldam.

Speaking on the occasion the Defence minister said that the roads, tunnels and bridges made by the BRO have considerably reduced the distance and time taken to travel between locations. He said that those in the border areas are also closed to Delhi, adding that the centre has focused on the developmental needs of the border areas. He said that work on and through it on Education, Health, POVERTY-alleviation”>Poverty Alleviation and other aspects is underway in the nation with the BRO also contributing to this. In the face of challenges like sub-zero temperature and high altitude, the patience and dedication of BRO personnel has achieved historic works, he said. Roads in border regions are important not only from the strategic view but also ensure the participation of remote areas in the development of the nation, said Singh. He said that BRO cafes will be established at 75 places in border regions as part of the Azadi Ka Amrit Mahotsav.

Chief minister Pushkar Singh Dhami said that the bridges and roads built by BRO fulfill Prime Minister Narendra Modis dream of self reliant India. The residents of the border regions of Uttarakhand will benefit from the infrastructure, he added.

CM: Ayodhya to soon be connected with waterways

In a scathing attack on the previous Samajwadi Party government in Uttar Pradesh, the chief minister in obvious reference to firing on the karsevaks in 1990, said, There was a pressing need of the government of Ram bhakts to bring ‘Ram Rajya’ in the true sense. People do not want a government that fires bullets at Ram bhakts.”

In a move to give relief to people, especially to those belonging to the lower income group of the State, the CM announced Rs 25 per litre cash back on purchase of petrol for ration card holders of

the State. However, the cash back can be availed upto purchase of 10 litres of petrol every month and the subsidy amount will be transferred to the beneficiarys bank account through DBT.

On this occasion, the Chief Minister announced to implement the Students Credit Card scheme and said that soon they would get the benefit

of this scheme. Lack of Money will never become a hindrance to them for their Education. He said Jharkhand is a product of the State movement. Many people gave their martyrdom in the movement for this State. Our Government is giving pension to such agitators and their dependents with respect. Now they will get 5 per cent horizontal reservation in Government jobs.

The CM said 100 per cent Scholarship is being given to Scheduled Tribe students for higher education abroad. This year, under this scheme, six students have been selected to study abroad. Now the State Government is also working towards expanding the scope of this scholarship scheme. Promising students of other classes will also be linked to the scholarship scheme for higher education abroad.

The CM said there has been a demand for the implementation of Old Pension Scheme for a long time by the employees of the State Government. The Government is considering their demand and a legal decision will be taken soon.

Bihar govt to soon start sterilisation of nilgais

The forest department of Bihar government has decided to sterilise nilgais in the state.

The decision was taken after large number of complaints were received from the farmers against the damages caused by nilgais in different parts of the state.

Confirming the development, state Forest Minister Neeraj Kumar Babloo said, “We have directed the veterinary doctors to prepare a plan along with officials of the forest department to sterilise nilgais in the state.”

As per the plan, forest officials will make arrangements for capturing nilgais from the agricultural fields under their respective jurisdictions, following which veterinary doctors will sterilise them on the spot and release them in the nearby forests,” Babloo said.

Nilgais are found in large numbers in the Seemanchal districts
