Uttar Pradesh: Drones to keep vigil on Ganga pollution, containment zones

Chief Minister Yogi Adityanath launched four drones in Varanasi morning for curbing pollution in Ganga, keeping a vigil in containment zones and delivering medicines and other essential articles to the needy.

The Videos and photographs captured by the drones will enable the officials to keep vigil and will help in judicious deployment of personnel and Resources and make further strategies.

In case of emergencies, these drones will also deliver medicines and other essentials in containment zones.

The drones are equipped with public address system and can be used to relay administrative orders and spreading awareness in containment zones, besides surveillance in containment zones.

In a first in India, Jharkhand to start mobile Covid-19 vax drive

The is gearing up to launch amobileCovid-19vaccinationprogramme for the beneficiaries who are living in urban as well as rural areas by the end of May. If implemented, the programme will be the first in India.

Under the programme, custom-made mobile vaccination vans will be dispatched to localities in a city or in block headquarters in rural areas. The beneficiaries will be able to register themselves on the spot and take their jabs.

While beneficiaries above 45 years can avail on-the-spot registration, the state government has filed a plea before The Supreme Court on May 16 seeking the removal of mandatory prior registration through Co-WIN portal, Arogya Setu and Umang application for eligible beneficiaries aged between 18-44 years.

Bihar to give Rs 1,500 per month to kids orphaned by Covid

Chief minister (CM)Nitish Kumar announced a new scheme, Baal Sahayata Yojana, to rehabilitate children orphaned by Covid-19.

The CM said the would provide monthly stipend to the bereaved children and boarding facility to those who have no caretaker besides giving special impetus to the Education of orphan girls.

While the UP government has announced to provide a monthly grant of Rs 4,000 per month to eachorphan childunder the Mukhya Mantri Bal Sewa Yojana, Tamil Nadu CM M K Stalin has decided to create a Rs 5 lakh deposit in the name of each orphan child who has lost both parents due to Covid-19 and pay their tuition and hostel fees till graduation.

Assam CM Himanta Biswa Sarma, on the other hand, has said his government would provide Rs 3,500 per month per child till his/ her EMPLOYMENT, if the child has lost either both parents or the sole bread earner of the family due to Covid.

According to data available with Bihars social welfare department, around 50 children have so far been orphaned in the second wave of Covid-19 in Bihar while more than 1,480 have lost one of their parents due to the virus.

Bijapur district has been ranked first in controlling Tuberculosis and in implementing the National Tuberculosis Eradication Programme in Chhattisgarh.

Gujarat seeks GST cut on Covid essentials, council says yes

TheGujaratgovernment sought a reduction in goods and Services tax (GST) rates on items used for the treatment of Covid-19. The state sought these relaxations in the national GST council meeting which was held virtually, and the council has agreed to do the needful, said deputy chief minister Nitin Patel.

The council has also promised to give Rs 13,000 crore this year as the GST income gap to Gujarat.

The had also sought a cap on late fee payment charges as many dealers and GST card-holders requested relaxation. Now, it has been decided to cap the late payment fees in the range of Rs 2,000 to Rs 10,000 instead of an unspecified amount.

Rajasthan: Covid weekly positivity rate dips below 10%

The weekly positivity rate has reduced drastically in the last seven days daily new infections have dipped significantly. From May 21 to May 27, the Health department tested 3,52,829 samples and out of those, 34,007 were found infected at a positivity rate of 9.6%, which was 18.9% from May 14-20.

With more people recovering, active cases in the state have also fallen significantly and currently syand at 71,099.

Arunachal Pradesh, Sikkim excluded from WB project for bettering power system

TheUnion Budgethas once again excluded the two northeastern states ofArunachal Pradeshandbordering China from the World Bank-funded project forpower systemimprovement in the northeast.

According to theBudgetdocuments explanatory note, the project is for power system improvement in six NER states viz. Assam, Manipur, Meghalaya, Mizoram, Tripura and Nagaland. It is funded by the World Bank. Intra-State Transmission & Distribution projects for Sikkim &ArunachalPradesh have been segregated for implementation through budgetary support from Government of India in view of these states having sensitive borders.
Finance ministerNirmala Sitharaman, in her Budget for 2022-23, has proposed allocation of Rs 371 crore as programme component, Rs 273 crore as EAP component in rest of the northeast and Rs 1,700 crore as budgetary support for strengthening of transmission system in Arunachal Pradesh and Sikkim.

Segregation of externally aided projects in these two frontier states has its roots since 2009 when China objected to an Irrigation project in Arunachal that was planned by Asian Development Bank for $60-million. The project was subsequently scrapped.

Assam to frame new coal policy

Assamcabinet ministersJogen MohanandBimal Borahheard the views of the stakeholders for formulating a policy for easy import of coal in various industries ofBarak Valleyand export of betel nuts produced in this southern Assam area.

Taking part in the meeting, the two ministers said a policy would be formulated to facilitate the import of coal from Barak Valley by protecting the interests of all.

Uday Shankar Goswami, on behalf of the brick kiln industries, said 400 metric tonnes of coal were needed to produce 1.5 million bricks a year in each of the 100 brick fields in Cachar district. He also said brick kilns need coal from November to February.

On behalf of the tea planters, it was stated that 25,000 metric tonnes of coal were required for 57 tea gardens in Cachar district alone. The betel growers also proposed to formulate a policy to facilitate betel export outside the valley.

Odisha seeks 25,000cr for disaster-proof power infra

:Odishahas asked the Centre to consider sanctioning Rs 25,000 crore for disaster-resilient power in cyclone-prone coastal areas of the state and Rs 900 crore for 1,000 mobile towers to improve connectivity in remote areas in the Union Budget to be presented by finance ministerNirmala Sitharaman.

These issues were raised by state finance ministerNiranjan Pujariin the pre-Budget consultation meeting with the Union FM, a senior government functionary said.
The state has pointed out that Cyclones are almost an annual affair for Odisha, causing severe damages to the electrical infrastructure. Odisha has an estimated requirement of Rs 25,000 crore for the creation of disaster-resilient infrastructure with selective underground cabling up to 30km from the coastline. The Centre should consider extending the necessary financial support to Odisha and other cyclone-prone states for disaster-resilient power Network, Odisha has told the Centre.

It has also sought to include private distributor companies under any of Centres power reforms scheme. This apart, it has sought central aid for the proposed new power projects at Upper Indravati (600MW),Balimela(510MW) andUpper Kolab(320MW).

Stating that Odisha has the most number of villages (6,278) without mobile connectivity, the state has sought financial aid for 1,000 mobile towers to be installed at a cost of Rs 1,000 crore. Notably, the Union Cabinet had earlier this month approved 3,933 mobile towers (Rs 3,200 crore).

Odisha has also requested the Centre to upgrade 256 mobile towers in Left-Wing extremism-affected areas to standard 4G towers for better coverage and data capability.

Odisha has asked the Centre to continue with the GST compensation to the states beyond July 2022, at least till 2025-2026 citing that in recent years the states own tax revenue as a Percentage of gross state domestic product (GSDP) has declined, especially since the introduction of the GST.
