New storage facility proposed near Sadayankuppam

The prospects of creating a freshwater body at the confluence point of Kosasthalaiyar river and Red Hills surplus course near Sadayankuppam is under scrutiny.

This was one of the improvements discussed during the ongoing field visits of members of the advisory committee on mitigation and management of flood risk in Chennai metro.

Forming of a freshwater body in the about 1,000 acre of space available at the confluence point near Sadayankuppam would help conserve flood water draining into sea and also prevent seawater intrusion. The width of the surplus course and the river is more than 100 metre at the confluence point.

The team that visited the site discussed steps to mitigate floods and protect Resources“>Water Resources with the officials of government agencies, including the Water Resources Department.

Senior Citizens Draft Policy By TN

The Nadu government has produced a draft policy for old folks.

Highlights:

The government intends to collaborate with academic institutions, field specialists, and civil Society organizations under the policy.

The policy was developed following Article 41 of the Constitution. The policy would focus on social security systems, Health and Nutrition, income security, safety, livelihood, housing and Environment, Education, Disaster Management, and research and documentation.

Its goal is to establish a Senior Citizens Welfare Directorate. The policy also mentions livelihood training, establishing aged self-help groups, and senior citizen capacity building.

It will also address the security concerns of the elderly. It is to establish Banking aid programs and a victim rescue center system.

Centre gives Rs 3,000 crore NDRF fund to 6 states, Tamil Nadu ignored

Even as the Centre approved on Thursday additional assistance of over 3,000 crore under the National Disaster Response Fund (NDRF) to six states that were affected by floods, landslides and last year,Tamil Naduhas been left out despite chief minister M K Stalin sending several memoranda seeking assistance of 6,230 crore towards relief and restoration in the aftermath of the devastating floods in several parts of the state.

World Bank To Fund Chennai Sustainable Urban Services

has approved about $150 million, to aid Chennais Sustainable Urban Services program.

Tamil Nadu CM launches STEM labs on wheels

Naduchief minister M K Stalin launched STEM (science, technology, engineering and mathematics) laboratories on wheels for government school students. This initiative is meat to encourage government school students to develop an interest in science and mathematics.

The chief minister flagged off 100 mobileSTEM labsfrom Adi Dravidar Government Girls Higher Secondary School at Kattur, Trichy.

A sum of Rs 25 crore has been sanctioned for the initiative named Vaanavil Mandram which would benefit 25 lakh students in 13,210 schools in the state.

A total of 710 volunteers were identified by the school Education department through science forums to explain science and mathematics concepts with real-time exhibits.

A model STEM lab session was conducted in the Kattur Adi Dravidar school. The chief minister interacted with students and teachers.

HR&CE dept collects Rs 21 crore rent online from TN temple properties

The Hindu religious and charitable endowments (HR & CE) department has collected Rs 21 crore asrentfortemple propertiesin the last one month through a recently launched online rent payment facility.

The facility was launched on October 10. The department has established online facility at 5,720templesin the state to enable the occupants of the HR & CE properties to pay rent.
Using the facilities, rent and lease amount to the tune of Rs 21 crore have been collected from the occupants of 1,492 temple properties since November 1, according to a statement.
The department had initiated measures to collect the pending rent and lease amounts for the temple properties, added the release.

Labour codes have the key to Tamil Nadus federalism

In the past couple of years, the Union Government has been ushering in a change in the rules governing the working conditions of people. But the new labour codes, by amalgamating existing asymmetrical labour laws, not only weaken safeguards for and entitlements of the countrys vast workforce, but also strike at one of the basic structures of theConstitution Federalism.

Since labour falls under the concurrent list of the Constitution, Parliament and state legislatures can make laws on the subject. The government of India has shifted deadlines and not fixed a date to implement theWage Code(enacted in August 2019), the Industrial Relations Code, the Code on Social Security and Occupational Safety, Health and Working Conditions Code (enacted in September 2020). The draft rules (by the Centre) for all the codes have been notified. But major industrial states like Nadu, Maharashtra, Haryana andWest Bengalare yet to frame and notify them. The rules could make a big difference, especially inTamil Naduwhere the DMK government has all along emphasised federalism and social Justice.

The buzz around federalism has made a comeback with the DMK assuming office and with it the demand for state autonomy. This is apparent especially on subjects like Education (shift from the concurrent to state List); NEET, UDAY scheme, one nation-one ration card, smart city projects and the National Food Security Act, which are perceived to be a push towards homogenisation.

The State Government must be alert about the following provisions which obfuscate the line between the Centre and states. Under the Wage Code, the Union government enjoins upon itself the power to fix a floor wage. Once fixed the state governments cannot fix minimum wage less than the floor wage. With an already low floor wage, states, to attract capital, could fix a relatively low minimum wage. The Wage Code also dispenses with the scheduled EMPLOYMENT under the Minimum Wages Act that provides state governments with the power to add any employment to the schedule for which minimum wages should be fixed. The absence of categorisation of different classes of work within the same scheduled employment could lead to skilled and semiskilled workers being paid less than the wages they received under the earlier schedule.
The Social Security Code envisages discretionary powers with the Union and state governments, which were previously either mandatory or specific under the existing laws. This discretion may result in arbitrary restrictions of coverage of schemes on the grounds of public interest and boosting Growth. The code also provides for schemes to be notified both by the Centre and the state governments, leaving the workers confused about their registration with either or both the governments to avail of their benefits.

The commissioner and secretary of Tamil Nadu agriculture and farmers welfare department C Samayamoorthy on Wednesday said that the state government will setup a turmeric research center in Erode.

C Samayamoorthy participated in the third edition of PonManjal CII turmeric conclave 2021 that was organised online by the confederation of India (CII) Erode zone.

Stating that Tamil Nadu shared 14.04% of the total production of turmeric in India, he said, Erode district recorded the largest production of turmeric by contributing 24.14 % of the total area for cultivation and 33.37 % of the total production.”

He also said that the State Government created a trading center exclusively for turmeric which was integrated with the e-national Agriculture-notes-for-state-psc-exams”>Agriculture market. (E-NAM).
