24,000 Myanmar refugees took shelter in state till February 2: Mizoram CM in House

Mizoramhas provided shelter to 24,289 refugees fromMyanmartill February 2, after they fled the neighbouring country following the military coup in February last year and took shelter in Mizoram, chief ministerZoramthangainformed the state legislative assembly.

The Centre could not openly give financial and other assistance to the refugees as India is not party to the 1951 Refugee Convention or its 1967 Protocol, and does not have a national refugee protection framework. He said the has been providing assistance to the refugees through the respective district administrations and appealed to the legislators to intimate him in case any problem arises within their constituencies.

Fourth Health Index Released by NITI Aayog

The released its fourth Health Index on 27 December.

Highlights:

The 2019-20 reference year was used in the fourth round of the Index.

This report was written by NITI Aayog in collaboration with the Ministry of Health and Family Welfare, with technical assistance from the World Bank.

Kerala has emerged as the top performer among larger states in terms of overall health performance, according to the NITI Aayog’s health index. Uttar Pradesh, on the other hand, has been ranked last.

In terms of incremental performance, however, Uttar Pradesh came out on top because it had the largest incremental change in the reference year 2019-20 compared to the Base Year 2018-19.

On health-related parameters, Tamil Nadu came in second place, while Telangana came in third.

He requested the Centre for providing a one-time special fund for replacement and reconstruction of old saying that a proposal in this regard had already been submitted to the Centre by Chief Minister Pema Khandu. Mein disclosed that the State Government under Khandu had taken various reforms including administrative, financial and transparency, and added that the government is planning to bring-in more financial reform in connection with movement of files for financial concurrence by fast-tracking the process given that all the check-lists provided by the Department of Planning and Finance are fully furnished.

Centre to reduce ‘disturbed areas’ tag under AFSPA from many northeast districts

The Centre has decided to decrease the jurisdiction of “disturbed areas” declared under the Armed Forces (Special Powers) Act, 1958 (AFSPA) in Nagaland, Assam and Manipur from April.
For the last six months, AFSPA has been in force in eight districts and one sub-division of Assam and in most of Manipur, except 15 Police station areas in six districts of the state.
AFSPA was earlier in force in all nine districts of Nagaland, but it has now been reduced to eight. The entire Zunheboto district will no longer be treated as a “disturbed” area.

The “disturbed areas” notification was applicable in the whole of Nagaland from since 1995 but it was withdrawn from 15 police stations of seven districts with effect from April 1, last year. It is further being withdrawn from three other police stations with effect from April 1.

In Arunachal Pradesh however, one more police station (PS) area, under Chowkham PS, has been declared a “disturbed area” under AFSPA for another six months. Three more districts figure in the “disturbed area” list.

Referring to the northeast, he said the Centre and the northeast states governments are working together to develop the agriculture sector given its potential for .

The Centre has endeavoured to establish a link between research and farming and provide scientific advice to farmers at the ground level. The setting up of the institute as visualised by Prime MinisterNarendra Modiwill give an impetus to the development of agricultural Education and research in Arunachal Pradesh along with other northeastern states, he said.

The minister said the Centre is working to ensure that the country’s agricultural sector remains strong to be able to meet all challenges to make sure that there are sufficient food reserves at all times.

Panel for Withdrawal of AFSPA From Nagaland

In the aftermath of the killing of six civilians in an Army ambush on December 4, 2021, the Union Government formed a high-level committee to look into the withdrawal of AFSPA from Nagaland on December 26, 2021.

Highlights:

A Secretary-level officer chairs the five-member committee. Vivek Joshi, India’s Registrar General, and Census Commissioner will lead the committee.

Piyush Goyal, the Union Home Ministry’s Additional Secretary, will serve as the committee’s Member-Secretary.

The committee also includes the Nagaland Chief Secretary and Director General of Police, as well as the DGP of the ASSAM RIFLES.

Six civilians were killed in an Army ambush in Nagaland recently, prompting the formation of the committee.

Following the incident, calls to repeal AFSPA have become increasingly loud.

AYUSH Minister and Union Minister of Ports, Shipping and Waterways, Sarbananda Sonowal, announced to expandNorth Eastern Institute of Ayurveda and Folk Medicine Research (NEIAFMR) in Pasighat, Arunachal Pradesh.

NEIAFMR will be expanded by developing new within the campus.

This initiative was launched in line with the vision of developing AYUSH sector in Arunachal Pradesh and entire northeast region.

Development of additional infrastructure at NEIAFMR will require an Investment of about Rs 53.72 crores.

Under the developmental initiative, a new Ayurveda College comprising of 30 seats and a new Ayurveda Hospital comprising of 60 beds will be established.

Thus, this initiative would be creating a direct EMPLOYMENT for 86 posts.

NEIAFMR is an autonomous National Institute under the AYUSH Ministry. NEIFM at Pasighat was established to conduct systematic research, documentation and validation of traditional Health practices and folk medicine of the region. Institute was established with the objective of functioning as an apex research centre for all aspect of Folk Medicine and creating an interface between scientific research, survey, validation & documentation of folk medicine practices and traditional healers.
