Madhya Pradesh notifies PESA Rules on the occasion of Janjatiya Gaurav Divas

Madhya Pradesh has notified its PESA Rules on the occasion of Janjatiya Gaurav Divas on 15thNovember, 2022. At the State Level Janjatiya Gaurav Divas Sammelan at Shahdol in Madhya Pradesh, Governor of Madhya Pradesh Shri Mangubhai Patel handed over the first copy of the Panchayats (Extension to Scheduled Areas) Act () Manual to the President of India Smt. Droupadi Murmu.

The PESA Act, now under implementation in Madhya Pradesh, will empower the Gram Sabhas to take decision on the rules and regulations with regard to all Resources“>Natural Resources in the forest areas. The PESA Act will give more constitutional rights to the tribal people to reap the benefits of natural resources from the forest areas where they live.

With the objective of effective implementation of PESA, Ministry of Panchayati Raj circulated Draft Model PESA Rules in 2009. Based on continuous advocacy and Persuasion by the Ministry of Panchayati Raj eight States namely; Andhra Pradesh, Chhattisgarh, Gujarat, Himachal Pradesh, Maharashtra, Madhya Pradesh, Rajasthan and Telangana have notified their State PESA Rules under their respective State Panchayati Raj Acts. Recently, State of Chhattisgarh has notified their PESA Rules on 8thAugust, 2022. In the States of Jharkhand and Odisha the process of inter-Departmental consultation is still in progress.

To bring the people residing in Fifth Schedule Areas in the mainstream, the Parliament, in terms of Article 243M(4)(b) of the Constitution, has enacted the Provisions of the Panchayats (Extension to the Scheduled Areas) Act, 1996 (PESA) to extend Part IX of the Constitution, relating to Panchayats, to the Fifth Schedule areas, with certain modifications and exceptions. States, having Fifth Schedule Areas, have been empowered to make Panchayat Laws for these areas.

CM Teerth Yojana: Air services for pilgrims by Feb

The Mukhyamantri Tirth Darshan Yojana by air would start in February. The beneficiaries would be taken toRameshwaramfrom Indore. The selection of beneficiaries would be done through a lottery at the districts level.Madhya Pradeshwould become the first state to take pilgrims by air under a government scheme. Around 400 devotees would be taken in a batch.

The idea of taking senior citizens by air for pilgrimage was first discussed earlier this year after which the process was initiated.

Govt plans to take Indore’s literacy rate above 90%

While theliteracy rateofIndore, the Education hub ofMadhya Pradeshis already higher than that of the state, school education department is working towards getting over 90 per cent Literacy rate for Indore.

According to officials of the school education department of Indore district, although the Census haven’t been conducted in 2021, Indore is considered literate district as the literacy per cent of the district is over 80 per cent.

As per the data of IndiaCensus.net, the literacy rate of Madhya Pradesh is 69.3 per cent and the literacy rate of Indore is 80.9 per cent which is the second highest of the state followed byBhopal.

Moreover, in the state,Jabalpurhas the highest literacy rate and Alirajpur has the lowest literacy rate.

As per the data, 78.7 per cent is the literacy rate of men and 59.2 per cent is the literacy rate of Women of Madhya Pradesh.

Govt to contribute 75 per cent of the stipend to student-trainees

Speaking at an interaction organised by FICCI, Shivraj Singh Chouhan, Chief Minister, Madhya Pradesh, informed that the Government of Madhya Pradesh’s ‘Mukhya Mantri Seekho Kamao Yojana (MMSKY)’ is a win-win for both job seekers and the industry.

The Government of Madhya Pradesh, in a significant move towards skilling India’s youth and fostering economic Growth, has launched the ‘Mukhya Mantri Seekho Kamao Yojana (MMSKY)’ to create jobs and address the skills gap industries face.

The Global Skills Park, situated in the heart of Bhopal, will initially comprise academic buildings and centres of excellence dedicated to nine different trades. These centres will play a pivotal role in equipping the youth with employable skills and competencies to meet the growing demands of the dynamic global and local industries. The first year alone will see 6,000 students graduate, Minister Scindia added.

The scheme, designed to facilitate on-the-job training, aims to empower young individuals by providing them with more than 750 courses spanning sectors from manufacturing to retail. The primary objective is to prepare the youth for better job opportunities through training, backed by government-supported stipends, making it the most generous state-led initiative of its kind.

LOA distribution for Omkareshwar Floating Solar Project

Omkareshwar Floating Solar Project, the India’s largest and one of the world’s biggest projects 600 MW, under which Letter of Award distributed to the Developers selected for the project of 278 MW capacity in the first phase by Principal Secretary of New and the Department and Chairperson of Rewa Ultra Mega Solar Limited, Sanjay Dubey and CEO of Rewa Ultra Mega Solar Limited. and the Managing Director of MP Urja Vikas Nigam Ltd., Karmveer Sharma during the program organized at Urja Bhawan, Bhopal.

The 600 MW Omkareshwar Floating Solar project at reservoir of Narmada river is being constructed in two phases. Omkareshwar Floating Solar Project will be Madhya Pradesh’s first, Country’s largest and one of the World’s largest floating solar projects. Till now, solar projects were developed on land, but innovative steps have been taken by the State Government and RUMSL to give concrete shape to the concept of developing solar projects on water too, to save precious land.

Chief Minister Shivraj Singh Chouhan has expressed happiness over Madhya Pradesh coming first in the country under Pradhan Mantri Matru Vandana Yojana. He said that the Pradhan Mantri Matru Vandana Yojana is being operated to provide financial assistance during pregnancy to the women engaged in labour works and to provide cash amount to the pregnant women to compensate for the loss of wages.

Madhya Pradesh has come first in the country for the third consecutive time in the successful implementation of the scheme. 5 thousand rupees are given on the birth of the first child. Under the scheme, Rs 991 crore 89 lakh was paid to 23 lakh 7 thousand 880 pregnant Women in the state till June 21, 2021. Against the target set for the state, 148 percent achievement has been recorded in the scheme.

Chouhan has congratulated the Women and Child Development Department for this achievement. Himachal Pradesh that got second place recorded 139 percent achievement.

Andhra Pradesh at third place, 11 lakh 69 thousand 730 women were given the benefit of the scheme. For the last three years, Madhya Pradesh has been ranked first in the entire country in the scheme.

The objective of the scheme is to improve the Health of pregnant women and lactating mothers. This scheme is helpful in reducing maternal mortality rate.

Under the scheme, on the birth of the first child, an assistance of Rs 5,000 is given in three installments for safe motherhood.

Kisan Kalyan Mahakumbh on June 11

Chief Minister Shivraj Singh Chouhan has said that many activities are being conducted for the welfare of farmers by the . The Mohanpura-Kundalia Irrigation system being dedicated in Rajgarh district will change the lives of the farmers of the area. Chief Minister Chouhan was reviewing the preparations for the Kisan-Kalyan Mahakumbh to be held at Rajgarh on June 13 at his residence office. Rajgarh Collector and other officials attended the meeting.

It was informed that Chief Minister Chouhan and Union DEFENCE Minister Rajnath Singh will be specially present in the Mahakumbh. In the programme, about 1400 crores of Mukhyamantri Kisan-Kalyan Yojana and Rs. 2200 crores of farmers’ loan interest waiver will be transferred with a single click. Along with this, payment of claims worth Rs. 2900 crore will also be transferred to the Pradhan Mantri Fasal Bima Yojana. During this Mohanpura-Kundalia pressurized pipe irrigation system will be dedicated.

Inauguration of water supply scheme in 156 villages of Gorakhpura project of Jal Jeevan Mission and E-Lokarpan and bhoomi-pujan of works costing Rs. 40 crore in the district will also be done.

Chief Minister Shivraj Singh Chouhan has said that Madhya Pradesh is first in the country in preparing the rights records under the Swamitva Yojana being run to provide the villagers the ownership rights of their status by surveying the rural population in the State.

So far, rights records of 1615 villages of the State have been completed under the scheme. The rights records of 100% villages of Harda district have been completed. The Percentage of villages where rights records have been completed is 41.

Under the Best Practice by the Government of India, other States have also been suggested to adopt the process of implementation of Swamitva Yojana on the lines of Madhya Pradesh.

Under the Swamitva Yojana, the villagers will be given a governmental document of the right over their property in the form of an ownership card. Through this document, they will be able to buy and sell their property and get loans from banks easily.

AI to be used in prevention of illegal transport

Chief Minister Shivraj Singh Chouhan has said that the process of permission and acceptance of works to be done with the funds of the District Mineral Foundation should be kept simple. It should be ensured that the works of public interest and development are completed soon.

Chouhan was addressing the meeting of the District Mineral Foundation in Mantralaya. The Chief Minister said that the funds of the District Mineral Foundation should be used for the development of Sports and tourism related facilities in the districts and also for the construction of of community importance and other public utility. Mineral Resources Minister Brijendra Pratap Singh, Chief Secretary Iqbal Singh Bains, Additional Chief Secretary Finance Ajit Kesari and Principal Secretary Mineral Resources Nikunj Srivastava were present.

It was informed that unmanned check gates based on Artificial Intelligence will be set-up in the state to prevent illegal transport. NGT has given its approval. An amount of more than Rs 5 thousand 657 crore has been collected in the District Mineral Foundation from the year 2015-16 to 2022-23. Due to this, projects are being implemented in various districts.
