Govt gifts several new schemes to masses

The on Thursday announced free distribution of food grains including one kilogram pulses per household to ration card holders so that poor people get protein and other nutrients. State Finance Minister Rameshwar Oraon, while presenting the budget today announced that the State government is committed to provide protein nutrients to the poor and distribution of pulses to ration card holders is in this step.

Apart from announcing one kilogram of pulses to ration card holders, the finance minister also announced that people will get 100 units of free electricity. As the Soren government budget primarily focuses on farmers, tribalsand poor, the other announcement made in the budget is launch of Godhan Vikas Yojana in State under which the government will purchase cow dung from farmers for producing biogas.

The Godhan Vikas Yojana is on the lines of a similar scheme run by Chhattisgarh government aims at boosting the rural economy by procuring cow dung from farmers and cattle rearers initially in the rural area later in the urban area too.

Godhan Nyay Yojana is the scheme launched on 21st July 2020, on the occasion of Hareli, the first festival of the state, by the Chhattisgarh government led by Bhupesh Baghel. Under the scheme the Chhattisgarh government procures cow dung at Rs 2 per kilogram from farmers. The finance minister while presenting the budget also announced to set up reading rooms in Ranchi for students from BPL families preparing for competitive examinations like engineering, medical and other competitive examinations.

Guv returns 1932 domicile policy for review its legality

In a big jolt to ruling JMM/Congress alliance government headed by Chief Minister Hemant Soren, the Governor Ramesh Bais returned the 1932 Domicile Bill passed by the Jharkhand Assembly in 2022 for further review its legality in accordance with the Constitution as well as The Supreme Court orders.

The Governor returned the bill saying that this local policy formulated by present government will give rise to unnecessary debate. The Raj Bhavan has said that the ‘Jharkhand Definition of Local Persons and Extension of Consequential Social, Cultural and Other Benefits to Such Local Persons Bill, 2022’ has been returned to the for review. He has said that the state government should review the legality of this bill so that it is in accordance with the constitution and in accordance with the orders and directions of the Supreme Court.

The bill proposes to define locals in Jharkhand, created on November 15 2000, on the basis of 1932 khatiyan (land records) and reserve the class III and IV jobs for them.

According to this Act, a person having domicile of Jharkhand shall mean a person who is an Indian citizen and resides within the territorial and geographical limits of Jharkhand and his or his ancestor’s name is recorded in the survey/khatian of 1932 or earlier . It mentions that only local persons identified under this act will be eligible for appointment against class-3 and 4 of the state.

During the review of the Bill, it has been found clear that in Article 16 of the Constitution, all citizens have equal rights in the matter of EMPLOYMENT. According to Article 16(3) of the Constitution, only the Parliament has been empowered to impose any kind of conditions in the case of employment under Section 35 (A) under special provision. The State Legislature does not have this power. AVS Narasimha Rao and others v. Andhra Pradesh and others (AIR 1970 SC 422) also clearly explained that the power to impose any kind of conditions in the matter of employment rests only with the Parliament of India. Thus, this bill is against the provision of the constitution and the order of the Supreme Court.

Notably, Jharkhand is a scheduled area under the state which is covered under the Fifth schedule. Clear guidelines have been issued by the Constitution Bench of the Supreme Court on the subject of giving 100 percent reservation in employment to the local people in the said areas. In the said order also, the powers vested in the Governor to impose conditions for appointments in the Scheduled Areas were declared by the Supreme Court to be contrary to Article 16 of the Constitution.

Govt holds pre-Budget dialogue for Budget 2022-23

The Government of Jharkhand organized Budget Goshti (Pre Budget dialogue) under the chairmanship of Chief Minister Hemant Soren on Thursday to invite suggestions from different stakeholders for formulation of Budget 2022-23. Principal Secretary, Finance Department, Government of Jharkhand welcomed the participants, presented a pen picture of Budget and explained how the Government is trying to make the budget more inclusive. After Hamar Apan Budget App and online consultation, todays Budget Goshti, he said was the third measure towards this.

Experts from various fields expressed their views on nine key thematic areas including Agriculture-notes-for-state-psc-exams”>Agriculture and Irrigation, Health, Education, Information Technology, , Power, Welfare, EMPLOYMENT and Labour & Resource Mobilization.

People from across the state also gave their suggestions through the digital platform for Budget 2022-23 through Hamar Apan Budget Portal. Letter of appreciation was given to the selected representatives for providing their appreciable suggestion to the Government of Jharkhand on the State Budget for the fiscal year 2022 23. Shruti Suman, Bokaro, Haldar Mahato, Ramgarh, Subhojit Kumar Patar, East Singhbhum and Anand Raj presented their expectations from Budget 2022-23. Their views focused on addressing mal-Nutrition, promoting solar power Plants, student credit card, waste-management and other grassroot level issues.

Govt to develop App for availing petrol subsidy

State Chief Minister Hemant Soren on completion of two years of his Government announced to provide Rs 25 per litre subsidy to all ration card holders in the state if they buy the fuel for their two-wheelers. The scheme aims to provide monetary relief to people from BPL families who are burdened due to rising petrol prices and more than 61 lakh ration card holders in the state will be entitled to a subsidy of Rs 25 per liter per litre for their motorcycle and scooty. The beneficiaries will get the subsidy of 10 litre petrol in a month.

The scheme will start from January 26. For availing the benefit of scheme, the beneficiary has to take a slip after getting petrol in the motorcycle or scooty. Subsidy will be transferred in the bank account by uploading this slip on the app being prepared by the government.

Beneficiaries will have to register themselves on the app. Ration card details, Aadhar link bank account and vehicle registration details will have to be uploaded during registration.

In a bid to establish Jharkhand as a horticultural products hub in the Country, the State Government has plans to organize various training programs for better implementation of different schemes and promoting horticulture aimed at generating new employment opportunities for the farmers, youth and women.

The Director further said that under the scheme, a dedicated training programme is planned for the urban youth. With this, the beautification will be encouraged in urban areas through urban youth Skill development in gardening and crop production. This training will be organized with the help of the identified institutes of importance, run by the Government of Jharkhand and the Government of India. This training session is planned for a length of 25 Days, she added.

The State Government plans to promote the cultivation of Chillies and other spices, which are in high demand in the market. As per the blueprint of the scheme, initially, 1330 hectares of land across different districts of Jharkhand will be promoted for Chilli farming. Along with this, farmers will be trained about the inclusion of new technologies in mushroom farming, said Singhmaar.

The Government is putting efforts to motivate farmers to take up floriculture and Papaya production. Initially, floriculture will be promoted on an area of 1000 hectares in the State. The Government has set a target of planting about eight lakh Papaya saplings in the financial year 2021-22. Farmers will be provided saplings for the plantation.

Jharkhand demands extension in GST compensation period

The Government of Jharkhand has demanded extension in Goods and Services Tax (GST) compensation period by five years and at the same time to clear the States outstanding dues of Rs 1.36 lakh crore with the Central Governments coal companies mainly subsidiaries of Coal India Limited (CIL) largely against non-payment of land compensation.

Speaking at the conference of states Finance Ministers chaired by Union Finance Minister, Nirmala Sitharaman in New Delhi, State Finance Minister, Dr Rameshwar Oraon said that the mining companies must ensure that they resort to proper mining closure in order to curb environmental pollution besides checking illegal mining because it is proving fatal for the people living around the mining areas. It is estimated that the State is likely to bear revenue loss of aroundRs 4,500 crore as the State has not been able to earn revenue as per the protected revenue and due to end of the compensation period since July this year. I demand that the compensation period be extended by another five years, he added.

The Minister also requested the Centre Government to provide an airport at Sahibganj where a multi-modal inland riverine port is being developed, besides reducing the contribution of the from 50:50 to 50:20 in construction of rail over bridges as the cost of the land is pay by the State Government. He said that in order to provide some relief to the farmers of the State, the Jharkhand Government also requested the Centre Government to process the request of the State Government to declare 226 Administrative Blocks as drought prone.

The countrys largest trade fair, the India International Trade Fair, concluded on Saturday. At the conclusion of the fair, Union Minority Affairs Minister Mukhtar Abbas Naqvi presented the Jharkhand Pavilion with a Gold Medal and a Citation in the Focus State Category.

The Director of the pavilion, Rajendra Prasad received the medal and the citation on behalf of the Jharkhand Pavilion. On this occasion, he said that this pavilion put up by the Jharkhand Industries Department is a world class platform for various departments of Jharkhand and its craftsmen, artisans and businessmen. Director Rajendra Prasad informed that this year around 42 stalls were set up in the pavilion. To whom the Jharkhand Industries Department gave a citation for coming to the pavilion. Alam welcomes increase in MGNREGA funds

In view of the increased work under Mahatma Gandhi National Rural EMPLOYMENT Guarantee Act (MGNREGA), the Union Rural Development Ministry had demanded an additional amount of Rs 25,000 crore from the Government of India and this amount is expected to be allotted by the second week of November. State Rural Development Minister, Alamgir Alam said that it is a welcome step and it will create more employment in rural areas and stop Migration.

In this way, now the total MGNREGA budget for this financial year will be Rs 98,000 crores. An amount of Rs 73,000 crore was allocated for MGNREGA in the Union Budget for the year 2022-23. So far, about Rs 54,000 crore has been allocated to the states under the MGNREGA scheme. About Rs 181 crore work has been created under the scheme. For the additional amount in the MGNREGA scheme, the Central Government will have to take approval in the winter session of Parliament. The will seek Assembly’s approval for the allocation of additional funds under the demands for grants to be presented in the upcoming winter session.

In the Union Budget for the year 2022-23, the Central Government had cut Rs 25,000 crore in the MGNREGA funds. In the financial year 2020-21, the total budget of MGNREGA was more than Rs 1 lakh crore. This scheme was implemented in the first phase in 200 most backward districts of the Country with effect from February 2, 2006, later it was extended to 113 additional districts with effect from April 1, 2007 and from May 15, 2007. The remaining districts were included under the Act with effect from April 1, 2008. The Act now covers all rural districts of the country.

The recently launched National Urban Digital Mission (NUDM) by the Government of India (GoI) will soon be implemented in Jharkhand for the integration of e-governance services in cities across the Country. In this regard, a four-member team of National Institute of Urban Affairs met Secretary, Urban Development and Housing Department, Vinay Kumar Choubey on Friday and through the power point presentation discussed this new plan and the entire plan.

On this occasion, Choubey said that it is a good initiative and said that the has already made a lot of efforts in the direction of Database integration. We are determined to provide basic facilities to the citizens on time, so most of our urban Services are being provided online and monitoring is also being done from the data centre.

Many services including tax collection, cleanliness, trade license and map approval are online in all our bodies. There should also be a system for tracking solid Waste Management in the board of National Urban Digital Mission, he added.

Tribal Design Forum organised an interactive session with Dr Danie Mellor a leading contemporary artist and photographer from Australia on September 26. Tribal designers and creative professionals from different tribes across India, from the states of Jharkhand, West Bengal, Odisha, Mizoram, Nagaland and Manipur.

he session was opened with an opening note by the Hon Barry OFarrell, the High Commissioner of Australia to India who highlighted the proactive role of the Australian ecosystem in facilitating arts and culture of the indigenous people in Australia through notable steps like developing the International Indigenous Charter of Design. Dr Mellor, of indigenous origin himself, presented his unique work that captured the HISTORY and Geography of the indigenous landscape of aboriginal Australians. The talk highlighted new techniques, methods and approach through which art could be used to present various narratives of indigenous communities, who usually have a rich and dominant oral tradition into eloquent visual forms.
