Jharkhand ASI sends proposal to develop Itkhori megalith site

A team of archaeologists from the state unit of the Archaeological Survey of India (ASI) recently discovered an ancientmegalith siteinHurnali village, located in the temple town ofItkhoriin the district, has sent a proposal to its Delhi office for its conservation.
Megaliths are large prehistoric stones which are erected at burial sites in memory of the departed.

Well-known Hazaribag-based writer and megalithic researcher Subhashis Das, who discovered the Pankri Barwadih megalithic site and an equinox point in Hazaribag, termed the Hurnali megaliths as peculiar in shape.

Governor CP Radhakrishnan today said that it is our to safeguard the lifeline of people and restore its pristine glory. Efforts have been made to address these challenges, with initiatives focused on river conservation, pollution control, and Sustainable Development. We must strive to conserve its waters, protect its ecosystem, and promote sustainable practices in our daily lives.

The Governor was addressing a gathering on the occasion of Devnad Damodar Mahotsav in Rajrappa, Ramgarh on Tuesday in the presence of former Minister Saryu Roy and other prominent persons of the State.

The Governor said that the ‘Damodar River’ is Jharkhand’s lifeline and is considered a holy river. It holds immense significance for Jharkhand and the entire region wherever it flows. It is not just a water body; it is the lifeblood of Jharkhand, nourishing the land and its people. It traverses through the heart of the state, weaving its way through its diverse landscapes and playing a vital role in shaping the lives of the communities it touches. The river’s importance can be seen in various aspects of life in Jharkhand. It serves as a crucial water source for Irrigation, facilitating agricultural practices that support the livelihoods of countless farmers.

The source of the Damodar River is the village of Chulhapani. The local people believe that Chulhapani is the abode of deities. Several Dams and power Plants harness its fast-flowing waters and drive economic Growth. It is unfortunate that later it has become one of the most polluted rivers in the country.

The Devnad Damodar Mahotsava is a celebration of our cultural heritage and an occasion to raise awareness about environmental conservation and sustainable practices. It reminds us of our responsibility to protect the Damodar River and its ecosystem, ensuring its cleanliness and preserving its natural beauty for future generations.

Colour-card system to help monitor health of vulnerable prisoners in Jharkhand

Inmates of various prisons inJharkhandwill get card of three colours to help jail staff identify people more vulnerable to Covid and take safety measures accordingly.

There are only eight doctors for 30 prisons across Jharkhand and the jail department has requested the state to depute more manpower. The department has also requested a vaccination drive to inoculate prisoners and said its paramedics could be trained for the same.

The Covid prevention measures implemented by the department last year continue to remain in force. Prisoners are taken in only after a Covid test and new entrabts are kept separately for 14 days. All the prisoners are made to wear masks and maintain social distancing and the duration for them to make phone calls to their relatives has been increased.

Jharkhand Education Project Council gives Rs 2.5 crore to 219 girls residential schools

TheJharkhand Education Project Council(JEPC) has allotted around Rs 2.5 crore to 219 government residential schools for girls to clean and install incinerators on campus. Eachschoolhas received Rs 1.10 lakh for cleaning and the purchase of necessary items such as huge trash cans, incinerators, among others.

In addition to making the necessary modifications to school toilets, manual incinerators will be installed for disposal of feminine hygiene products such as sanitary napkins. Two large waste receptacles will be installed in each school. In order to make thegirl studentsaware about cleanliness, posters will be pasted in the common area. Schools have been instructed to establish two manual incinerators to dispose sanitary napkins.

The state has 203 Kasturba Gandhi Balika Vidayalayas and 16 Jharkhand Balika Awasiya Vidyalayas ( JBAV), covering all the blocks for the residential education of girls. Around 45,000 girls are being educated while residing on the residential school premises.

The JEPC has formed a team for each of the state’s districts. This team is touring the districts, evaluating and monitoring the condition of the schools, and providing approvals and suggestions as needed.

The Government of Jharkhand is committed itself to secure the health of the States citizens. Chief Minister Hemant Soren has always been instructing officials to ensure better health care facilities for the people of the State. The instructions and different measures are now yielding positive results.

Major initiatives taken in this direction include the establishment of modern trauma centres, up-gradation of the Shaheed Nirmal Mahto Medical College and hospital in Dhanbad, MGM medical college and hospital in Jamshedpur along with other divisional hospitals.

With the help of this Health management system, one can check for the availability of doctors in the hospital and schedule an appointment with them by registering online through the portal. Apart from this, the availability of blood in the Blood Bank is also made available with regular updates.

If a patient books an appointment through the online registration portal, his/her health information, such as, treatment report, test reports, surgery, prescriptions, medicine details get regularly updated on the website, this information can be accessed by the patient and hospital management. The government plans to add other government hospitals of the district to the existing system.

After the implementation of the online health management system, the administration is also witnessing improved efficiency of the hospital staff as the system is also being used to assign duty hours/ schedule to the workforce. People coming for the treatment at the Sadar Hospital Dhanbad are also appreciating this positive effort by the Government.

Rs 2.1 crore for Jharkhand to ramp up agri infrastructure

will sanction Rs 2,100 crore for FY 2021-22 in order to ramp up agricultural Infrastructure inJharkhandand disburse an additional amount of Rs 1,800 crore to the government for other infrastructural development work, NABARD chairmanG R Chintalasaid.

He also stressed on ramping up infrastructure on Agriculture-notes-for-state-psc-exams”>Agriculture Marketing in Jharkhand. There are many projects related to agriculture marketing in Jharkhand that are stalled due to a scarcity of funds. We will re-finance such projects at a meagre rate of 1%, he said.
He added, Since the formation of the state, we have sanctioned a cumulative amount of Rs 16,290 crore for 5,110 projects in augmenting rural infrastructure. Apart from funding the farm sector, we are helping in constructing bridges in rural areas for augmenting physical and rural infrastructure through greater allocations through our various corpus funds in the state.
NABARD is also going to provide Rs 1,700 crore to JharkhandRajya Gramin Bankin the current fiscal year.

NCST reviews schemes related to Scheduled Tribes

The team of National Commission for Scheduled Tribes (NCST) reached Lohardaga, under the chairmanship of Anant Nayak, Member, National Commission for Scheduled Tribes, an important meeting with Deputy Commissioner, Superintendent of Police and other district level officials was held in the collectorate hall.

At the beginning of the meeting, Alka Tiwari, Secretary, NCST gave detailed information about the constitution of the commission, functions, rights, advice/suggestions given by the commission in the policy making of the state/central government, etc. to the district officials.

Jharkhand urges Centre to facilitate faster delivery of genome sequencing report

Faced with delay in procuringgenome sequencingreports owing to the absence of necessary equipment, the Jharkhand government has urged the Centre to link its sample collection centres and diagnostic laboratories with medical institutes that provide quick results.

The Union Health ministry said Jharkhand was emerging as a state of concern along with Maharashtra, West Bengal, Delhi, Kerala, Nadu, Karnataka and Gujarat.

State bill on 75% quota in pvt jobs in limbo, no definition provided for local job seekers

Despite tabling a bill and managing to obtain the nod of the legislators, theJharkhandgovernment has fallen short of itsHaryanacounterpart in extending75% reservationto locals in private jobs. The Haryana government on Saturday issued a gazette notification to declare enactment of the law with a provision that private companies must upload their employees’ data on the portal by January 15, 2022.

On the recommendations similar to the ones made by theJananayak Janta Party(JJP), an ally of the ruling BJP in Haryana, the ruling tribal party here, JMM, had promised to provide 75% reservation to the state local in private jobs in its election manifesto.

While theJJP-BJPalliance government in Haryana passed a job policy bill in November 2020 followed by the assent of the governor on February 26, 2021, along with the gazette notification on November 6, the JMM-led Coalition Government here tabled the bill in March 2021 but has not been able to notify it yet.

The government here was forced to send it to the select committee of the House after 22 MLAs objected to one provision in the bill that allowed private companies a bypass from following the reservation norms in case of non-availability of suitable local candidates.

More than two months after the Jharkhand High Court scrapped the States new employment policy; the Hemant Soren government has brought new recruitment policy, with some changes in favour of locals, in a bid to restart the stalled recruitment process.

The new revised recruitment policy was approved in the Jharkhand Cabinet meeting chaired by Chief Minister Hemant Soren today. In government jobs, the compulsion of matriculation and intermediate pass from Jharkhand was abolished. Now students who have passed the matriculation and intermediate examinations from other states too are eligible to apply for government jobs. Moreover, the new recruitment policy also gets rid of having knowledge of local customs and traditions. Bowing to demands from the opposition the new recruitment policy has added Hindi, English and along with regional languages.

In August 2021, the State cabinet dropped Hindi, English and Sanskrit from the list of mandatory languages that candidates appearing for exams conducted by the Jharkhand Staff Selection Commission (JSCC) for Grade III and IV government jobs have to clear.

The regional and tribal languages – Mundari, Kharia, Ho, Santhali, Khortha, Panchpargania, Bangla, Urdu, Kurmali, Nagpuri, Kurukh and Odia. As per earlier recruitment policy Urdu was retained as one of the languages in the 12 language papers while Hindi and Sanskrit which were there earlier have been dropped.

In another cabinet decision the government has hiked the incentives amount for matriculation and intermediate toppers.
