Haryana Government has availed a huge sum of Rs 70,126 crore as loans from various public sector banks since April 1, 2014.

The has availed its largest loan of Rs 15,602 crore from Punjab National Bank from April 1, 2014 to November 30, 2021, according to the data tabled in Parliament in reply to a question on Monday.

The loans were sanctioned by the PSBs to various companies and corporations owned by the Haryana Government.

As per the data, the Indian Bank has sanctioned a total loan of Rs 13,262 crore to the State Government from April 2014 to November 2021. Similarly, the Bank of Baroda has sanctioned a loan of Rs 7796 crore, Bank Of India sanctioned Rs 4300 crore, Canara Bank sanctioned a sum of Rs 5438 crore, Central Bank of India sanctioned Rs 2050 crore to Haryana Government.

During the same time period, Rs 9800 crore was sanctioned by the State Bank of India, Rs 5450 crore by UCO Bank, Rs 5528 crore sanctioned by Union Bank Of India, Rs 600 crore by Indian Overseas Bank and Rs 300 crore by Punjab and Sind Bank.

Notably, Haryanas debt liability is projected at Rs 2,29,976 crore as on March 2022 from Rs 1,99,823 crore as on March 2021, constituting 25.92 per cent of the GSDP. The State Government has come under sharp criticism from the opposition parties over burgeoning debt liability in Haryana.

The states total debt was Rs 70,931 crore in 2014-15, when the BJP assumed power in the state for the first time. Preparing for budget estimates 2022-23, the State Government had recently directed its Departments to keep the need to economize in mind while preparing the budget estimates.

Haryana ranked second in country rural ranking; Bhiwani first in survey

On the basis of Swachh Survekshan Grameen-2022, ODF sustainability for total sanitation, and excellent implementation of various components of ODF plus, Haryana secured the second position in the country under the category of states having a Population of more than 30 lakhs.

Haryana Development and Panchayats Minister Devender Singh Babli received the award from the President Draupadi Murmu in a programme organized at Vigyan Bhawan, New Delhi.

Babli said that states every department is committed to take the State to the highest progress by adopting innovative working procedures and implementing schemes. Special focus is being given to accelerate development Growth in rural areas along with uplifting their lifestyle.

Under this, cleanliness campaigns were conducted in every village and people were made aware about not using single-use plastic and keeping their surroundings clean through awareness march, prabhat pheris, signature campaigns, community support, and other means.

He said that the fact that the Bhiwani district ranked top in the nation’s overall rural cleanliness survey indicates that both government and the rural public are very concerned about maintaining cleanliness. He informed that in 22 villages of Bhiwani district, rain and dirty water have been managed by making special structures. Along with this, 24 ponds are being renovated and beautified under the Mission Amrit Sarovar project in different villages of the district.

80% Hry Covid deaths were in 45-84 age group: IDSP report

More than 80% of Haryanas Covid-19 deaths in the pandemics first two waves were in the age group of 45 to 84, as claimed in the integrated disease surveillance programme (IDSP) report.

Health department officials say that this analysis is based on weekly reports and will help them set the course for preparedness. Since, the death count in the past two months had not even entered double figures, the situation can be considered under control. The report compiled till October 3 and released last week suggests that Hisar had maximum rural deaths at 593, while Gurgaon had the highest toll of 870 in the urban category. After Hisar came Bhiwani and Jind, with 370 and 248 rural deaths, respectively.

In the uran deaths, Faridabad and Hisar followed Gurgaon with tolls of 650 and 538, respectively, while the overall casualty figure in this category was 5,818. Maximum deaths which come to 3,765 or 38% of the patients, did not have comorbidities associated, while 2,810 or 28% had those. These cases include 1,313 diabetics and the rest with other issues. Most of the deaths came while to patients were on Oxygen, bipap, or ventilator support.

Haryana Chief Minister Manohar Lal Khattar on Monday said that the State Government will consider setting up of Haryana International Education Department.

The Chief Minister while inaugurating the ‘International Haryana Education Society‘ at Haryana Bhawan, New Delhi said that the will fulfil the dream of the youth of the state to study abroad and get a job. For this, Foreign Cooperation Department has been set up and Haryana is the first state in the country to do so, he said.

Khattar said that the present government is first to take the initiative of giving passports with BA-MA degrees to students in the state. So far, passports of 3,000 youths have been made, he added.

The Chief Minister asked the youth of the state to learn foreign languages. While citing his example he shared that he has also taken admission in a Japanese language Learning course.

He elaborated that cultural exchange with foreign countries is a good medium to develop a better understanding of other countries.

Haryana Governor Bandaru Dattatreya on Monday said that the state is first among others in the country to implement the National Education Policy-2020.

With the implementation of the NEP, a new era has started in the entire country making the future of the youth secure, the Governor said while addressing at the inauguration of a one-day workshop of Vice Chancellors and Registrars from various Universities across the State at Raj Bhavan.

He said that Universities certainly play a pivotal role for ensuring successful implementation of the NEP in the country. Under this policy, new job oriented courses will be started in Universities as per the current demand.

The Chief Minister said that Haryana can become a centre of attraction for foreign students due to its proximity to the national capital. Just as Gurugram as an industrial city and Kurukshetra as a religious city have made their mark on the world map, similarly it will be the endeavour of the to make Haryana a global hub of Education.

National Industrial Corridor Programme will bring economic progress, Haryana CM

Haryana Chief Minister Manohar Lal Khattar on Thursday said that the National Industrial Corridor Programme will help industrialization and in the state, which will lead to economic progress not only of the state but of the country.

He said that it is a matter of pride for Haryana that two major corridors of the country Western Economic Corridor and Eastern Economic Corridor which are being built will pass through Haryana.

During the video conferencing, the Chief Minister said that the proposed Integrated Multi Modal Logistics Hub at Nangal Chaudhary in Haryana is to be built on 886 acres. The work of road, water and electricity etc. related to this project has started. A target has been set to accomplish this and will be completed in due course. The award for the RAILWAY line attached to it has also been announced. The possession of 40 percent of the land has been given to the Dedicated Freight Corridor Corporation of India, the possession of the rest of the land will be taken by August 15.

With many departments experiencing difficulties in transferring unutilized lands to private bodies, Haryana Government has chalked out a new policy for fixation of market rate of immovable properties in the State.

Under the policy, a uniform standing committee at district level would be constituted which will fix rates of properties of all departments of the government, boards, corporations, institutions and Urban Local Bodies.

The committee will be set up by the Revenue Department which has been designated as the nodal department under the new policy. The Divisional Commissioner concerned will be the chairman of the uniform standing committee.

The empanelled valuers shall make a valuation of the property in question, as per the relevant statute, rules, policy and instructions of the department, institution or entity, to which they belong, and shall submit a report in 10 days from the date they are requested. The uniform standing committee shall meet within seven days of receipt of the report and work out the Average of the valuation made by the valuers.

eDAR portal to help expedite accident compensation claims

With an aim to getting real-time reporting of accidents, all major private and government hospitals of the district are being linked with a web portal, electronic Detailed Accident Report (eDAR), which is an extension of the Integrated Road Accident Database (iRAD).

Different departments will be connected with the portal which will help ascertain the cause of the mishaps. If an accident takes place due to road engineering flaws, it will be resolved by the department concerned, the DSP said.

He claimed that the investigation officers (IOs) would also upload the accident reports on the motor accident claims tribunal (MACT) website so that the victims got timely compensation.

Post-COVID care centres ‘Umang’ will be started in all major government hospitals in Haryana, Health Minister Anil Vij said.

Vij said such centres will be started to ensure complete recovery post COVID-19. These Centres named ‘Umang’ are being started where the Corona recovered patients will not only be treated but will also be given training by trainers for their physical fitness through and Pranayam.

Besides this, Services of physiotherapists and other physicians will also be available at these Centres, he added. Vij said that due to increasing cases of Coronavirus, patients are facing problems even after recovering from it.

Till now, more than 650000 people have recovered from COVID-19 in the state. The state also has over 60000 active cases.

At present, there is a shortage of this medicine. The State Government has also appealed to the Centre to provide 12000 Amphotericin-B injections.

Dulheri village source of inspiration for cleanliness campaign in country: Hry CM

Haryana Chief Minister Manohar Lal Khattar said Bhiwani district’s Dulheri village, which was praised by Prime Minister Narendra Modi for its cleanliness campaign, has become an inspiration for the ‘Swachhata Abhiyan’ across the country.

Khattar has been holding a ”Jan Samvad” programme at several villages in Bhiwani as part of his three-day tour to the district which began on Sunday from Kharak Kalan village to interact with the rural people. This year, the chief minister will visit all the districts of the state and hold these programmes.

Khattar said that tractor trolleys will be given in 135 big villages of the state under the ‘Swachhata Abhiyan’ and the number of ‘safai karamcharis’ will also be increased as per requirement. He said that other villages should also follow the Swachhata Abhiyan, considering Dulheri as a model. Khattar instructed the deputy commissioner and the local representatives to conduct cleanliness campaigns in villages in the district.

He said that under the Swachhata Abhiyan, manure will be prepared by composting the garbage of the village within one to two acres of land. The village panchayat can also earn some profit by selling it.

Meanwhile, during the Jan Samvad programme at Tosham village, Khattar said that 1,850 new ration cards have been made in the village. Similarly, Ayushman cards have been made for 6,339 people in the village, out of which 197 cardholders have got their treatment done.
