Accusing the opposition of spreading lies over the issue of Unemployment in Haryana, the Chief Minister Manohar Lal Khattar on Friday said that unemployment rate in the state stands at 6.1 percent with around 10.59 lakh people in the age group of 18-58 years declaring themselves as unemployed.

As per the data collected under Parivar Pehchan Patra (PPP) programme which has covered 98 percent of states families till now, there are 1.73 crore people in the age group of 18- 58 years and out of them 1059530 persons have declared themselves unemployed. On the basis of these figures, the unemployment rate of Haryana stands at only 6.1 percent, the Chief Minister said while talking to the mediapersonshere.

The rhetoric being made by the Congress leaders while quoting the report of Centre for Monitoring Indian economy (CMIE) on highest unemployment rate in Haryana in the country is false and baseless, the Chief Minister said while warning of taking legal action against the CMIE for defaming the state.

The gram panchayats should pass proposals for the development of villages and send them to the department. Even if the development works ranging from Re one to Rs 100 crore in villages are done through e-tender, all of them will be under the supervision of the sarpanches, said Babli, adding that the gram panchayats should come forward to make the villages neat and clean.

The Minister said that the Women have been given 50 percent reservation in the panchayats of the state, which is an example of women Empowerment given by the Haryana Government. Educated panchayats have been formed in the state under the State Governments far-reaching vision in which a lot of participation of the youth has come to the fore, added Babli.

He said that the is also determined for the cleanliness of the villages. Lights and CCTV cameras will be installed on the phirni of the villages. In the first phase, out of three lakh kilometres of phirni across the state, work will be done on one lakh kilometres, he said, adding that the Government has also started the work under the greywater management to tackle the problem of waterlogging in 1,000 villages out of the 3,500 identified waterlogged villages.

An amount of Rs 18,000 crore will be spent by the Government to overcome the problem of water-logging.

In a move to regulate exorbitant fees charged by private schools in Haryana, the Manohar Lal Khattar Government has amended the Haryana School Education Rules, 2003, linking the annual fee hike with the consumer price index.

A penalty of upto `2 lakh and withdrawal of recognition of private schools violating the new fee norms have also been introduced in the State.

According to the Haryana School Education (Amendment) Rules, 2021 notified by the , a recognised (private/unaided) school may increase the fee chargeable for its existing students by itself every year, equivalent to Average Percentage per capita increase of monthly salary of TEACHING staff of previous year, but the fee increase shall not exceed latest available yearly percentage increase in consumer price index plus five per cent. Apart from this, the private schools will not raise the fee during the academic year and indulge in profiteering.

However, the private schools shall be free to determine the fee chargeable for new students seeking fresh admission in any class in a particular academic year.

The Fee and Fund Regulatory Committee at the divisional level under the chairmanship of Divisional Commissioner will conduct inquiry into the cases of violations and such enquiry shall be completed in a period not exceeding more than three months.

Under the new rules, the mandatory criteria of annual fee increase will not be applicable to the primary schools where sum total of mandatory fee components is less than or equal to Rs 12,000 per annum; middle, secondary and senior secondary schools where sum total of mandatory fee components is less than or equal to `15,000 per annum.

Haryana chief ministerManohar Lal Khattarsaid on Sunday that during the next one year, development works worth Rs 2,500 crore will be completed byFaridabadMetropolitan Development Authority (FMDA). Construction of new roads between Faridabad and Noida is an important part of these development works.

He said that a new bus terminal with state-of-the-art facilities will be constructed in Sector-61 of the city. Dedicating the other development works to the people of the city, the chief minister said that the beautification work of 8-acre park in Sector 22-23 of the city will soon be done by the .

The Chief Minister said that the main objective of Haryana Government is to make more and more youth of the state employable by skilling them and promoting skill Education. He added that the Haryana State Employment of Local Candidates Act, 2020 was duly passed by the Haryana State Legislative Assembly on March 2 and approved by the Governor of Haryana. Now, as per Section 1(3) of the said Act, the Haryana Government has issued a notification in the Official Gazette on November 6, 2021, specifying the date of its commencement as January 15, 2022.

He further added that the State Government has issued another notification on November 6 specifying the upper limit of gross monthly salary or wages under the said Act, under which the said limit has been reduced from Rs 50,000 to Rs.30,000.Therefore, now the Act will be effective from January 15 and from the date this Act will be applicable to employer of private sector companies, societies, trusts, limited liability PARTNERSHIP firms, partnership firms and any person who employs ten or more persons on salary, wages or other remuneration for the purpose of manufacturing, carrying on business or rendering any service in Haryana.

He said that it would be mandatory for all these employers to register all their employees drawing gross monthly salary or wages not more than Rs. 30,000 on the designated portal available on the official website of the Labour Department, Haryana. They will hire 75 percent (subject to condition) local candidates in all new recruitments for posts where the gross monthly salary or wages does not exceed Rs. 30,000. Violation of any provision of this Act will be a punishable offence.

Describing the role played by Haryana in realizing the vision of Atamnirbhar Bharat, the Chief Minister, said that the main objective of the is to build Haryana as the most suitable Investment destination on the world map.

He said that while promoting sports facilities in the state, Haryana would be made a sports hub. Despite having only 2 percent of the country’s Population, out of the 126 members in Olympic 2020 squad, about 30 players from Haryana have not only participated in the worlds biggest tournament, but five players of the state won medals, he added.
