To give further push toresearchin institutes of higher education, the directorate of highereducationhas introduced a new scheme which will enable the institutes to establish research chairs.Collegesin the state will be able to invite scientists of repute to serve as the chair and will get government funds upto Rs 75 lakh per chair for a researcher or academic based abroad.

The institute has to put in place a panel to make selection of appointees to the chair. It is mandatory to have a representation of the directorate of higher Education on the committee. The proposal will then be forwarded to the for approval of funds.

Scheme states that it aims to provide well-equipped centre of Learning to intellectuals, academicians and students to undertake studies and research and to encourage inter-disciplinary research programmes relating to HISTORY, science, political economy, literature, mathematics, foreign policies, Strategic Issues, ECOLOGY and Environment, social, economic, theatre, music and cultural development, etc.
The idea is to also strengthen the role of various educational institutions, university or academics in public policy making.

The Goa philatelic museum is set to be inaugurated this year in the erstwhile premises of the department of posts inPanaji, a centuries-old heritagebuildingthat overlooks the Latin quarter on one side and river Mandovi on the other.This will be thesecondmuseum in India dedicated exclusively to philatelic material, after the National Philatelic Museum at New Delhi.

A total of 75 frames will be permanently displayed at the museum with each frame capable of accommodating 16 A4-sized displays.
Thephilatelymuseum will have three sections: Goan art, culture and heritage, Indian panorama and international philately. An audiovisual room and workshop room will offer a wide range of interactive sessions and curate exhibits. A separate research room and philatelic library is also being set up for philatelists and researchers to refer books for study.

Goa post intends to set up a coordination team along with the philatelic bureaus across India and invite various school students and senior citizens to visit Goa and engage in symposia.
In the near future, Goa post also intends to set up a team of restoration experts who will work on the restoration of old products of philatelic significance.

Just one university shows interest to set up maritime school

The proposed Goa Institute of Maritime Excellence (GIME) has run into rough waters even before its inception, as only one university has responded to the states call for bidders to set up the institute.

The state had decided to start 22 long-term, short-term, mandatory, and optional courses at GIME. A senior official said the concessionaire would have to run six mandatory courses and 16 optional ones.

Other courses include safety, rescue, fire fighting and first aid, dinghy sailing, kayak, sea bob, and water toy courses, lifeguard courses for professionals, lifeguard courses for swimming pools, beach guard courses for professionals, and adventure courses such as for scuba diving, fly boards, yacht deck crew, cruise and super yacht hospitality. It also mooted courses for fishing trawler skippers and electric boat operators.

Goa only state where teachers taught throughout pandemic

Over the last three years, AdhyayanFoundationhas been working in collaboration with the Goa government to improve the TEACHINGLearning processes in government primary schools across the state. During thepandemic,AdhyayanFoundation also helped the directorate of Education train close to 10,000teachersin use of softwares for online teaching.

Having worked with government schools in multiple states, and currently engaged with state schools in Goa, Tripura and Arunachal Pradesh, the co-founder of Adhyayan Foundation, Kavita Anand, said that Goa is the only state where online teaching is taking place pan-statethroughoutthe period of the pandemic.

Drone farming set to get a boost in Goa

To popularise the use ofdrone technologyamong farmers in Goa, the directorate of Agriculture-notes-for-state-psc-exams”>Agriculture will be purchasing two drones to train them in application of pesticides, weedicides and water-soluble fertilisers using the device.

Unlike a regular drone, the agricultural drone has a diameter of 1.5m and can carry the weight of 10 litres of pesticide or 10kg of weedicide. The technology was first implemented by Fr George Quadros in Chinchinim, who fertilised fields using nano urea by spraying micro droplets of the fertiliser on paddy using an agri drone.

The Centre presently offers financial assistance of 40% of the basic cost of the drone and its attachments, or Rs 4 lakhwhichever is lessunder the Cooperative Society of Farmers, Farmers Producer Organizations (FPOs) and Rural Entrepreneurs Scheme

Smart labour card to benefit employee and employer: Goa CM Pramod Sawant

Chief ministerPramod Sawant launched the smart labour card for those working in the unorganised, private and industrial sectors to enable record of EMPLOYMENT.

The card will be beneficial to both the employee and employer, the chief minister said while appealing to workers to apply for the card as soon as possible. He said that once they avail of it, they wont have to do any paperwork to get the benefits of any of the labour departments schemes.

Presently, Labour Welfare schemes were not getting good response, but with the introduction of this card, their implementation will become easier, he said.

Goa will be top wellness tourism destination: CM Pramod Sawant

Chief ministerPramod Sawant addressed the Digital Health Summit of B20 (or Business 20, the official dialogue forum) and told the delegates in Panaji that the Goa government has started Ayush Wellness units at all its primary health centres. He said Goa is striving to become a prominent presence on the wellness tourism map.

Sawant said that a digital approach can help tackle the issues of access, affordability, and quality. The theme of the B20 Digital Health Summit is Building One Health Together.

Sawant said that Prime Minister Narendra Modis launch of the National Digital Health Mission was a visionary initiative and the first major step towards Universal Health Coverage in India. He said the PMs decision to grant Ayush-visas to people from around the world to visit India for Ayush-based treatment and wellness programmes was yet another visionary move.

In Goa, boys exit secondary school twice as much as girls

At 12.1, the dropout rate for boys at Class IX and X level in Goa remained high for yet another year, as per data released by the Union Education ministry recently. The dropout rate for boys was more than double that for girls, which was 5.5%, according to the statistics compiled under the unified district information system for education (UDISE) for 2021-22.
Goa’s dropout rate for girls was much better than the national Average of 12.3, while the state’s rate for boys was only slightly better than the average of 13 nationally.

Till Class VIII, students benefit from the no-detention policy under the Right to Education Act. However, post that, in Class IX and X, the repetition rate in Goa was 1.9 for boys and 1.2 for girls, which was higher than the national average of 1.1 for both boys and girls.

Goa CM Pramod Sawant to present budget on March 27

Chief minister Pramod Sawant said he will present the annual budget on the first day of the five-day budget assembly session beginning March 27.

A budget of around Rs 25,000 crore is likely to be presented.
During the last budget, post the assembly , Sawant had presented a Rs 24,467 crore plan for 2022-23 with a strong focus on job creation and making Goa self-reliant.

As of now, the State Government has generated Rs 14,000 crore in the form of various receipts and has paid outstanding loans of around Rs 800 crore. It has so far borrowed Rs 1,500 crore when the borrowing limit is Rs 3,700 crore. The government is expecting around Rs 1,000 crore from Revenue Receipts till March 31.
Last budget, the state government had expected a revenue of Rs 650 crore from mining, but this time it will have more expectations from the sector as it has started auctioning of mining blocks to resume mining activities.

Goa sees highest sex trafficking: Report

The National Crime Records Bureau (NCRB) report for 2020 has highlighted that sex trafficking in Goa is 1.1%, which is the highest (per capita Population) in the country.

In a bid to reduce the demand for commercial sexual activities, the Goa State Legal Service Authority (GSLSA), in collaboration with Arz (Anyay Rahit Zindagi), is organising an awareness programme at Calangute beach aimed at educating tourists and members of the hospitality .

As per the NCRB report in 2020, there were 17 cases of sex trafficking registered in Goa. There were 30 girls rescued and chargesheet was filed in 95.2% cases. Cases acquitted were only two and cases convicted were zero.
