To mark the 400th birth anniversary celebrations of Lachit Borphukan, Assam Chief Minister Himanta Biswa Sarma has announced building a Lachit Samadhi this year along with the construction of a war memorial on the Alaboi war.

The CM made this announcement in the Cabinet meeting held on Sunday.

CM Sarma also announced that President Ram Nath Kovind will visit the State on a three-day visit from February 25 to 28. On February 25, the President of India will inaugurate the year-long celebration of 400th birth anniversary of Lachit Borphukan at Srimanta Kalakshetra in Guwahati.

Assam chief ministerHimanta Biswa Sarma said the state will continue to be under Armed Forces (Special Powers) Act, 1958 and a decision on withdrawing it will be taken only if the present peace prevails for a longer term.

He expressed apprehension that the militant groups might not reciprocate the same way if theAFSPAis withdrawn from Assam.

Sarma, however, said that no wants to continue with AFSPA if the law and order situation is peaceful and conducive.

Stating that no state government will want to continue with AFSPA if the law and order situation is peaceful and conducive, he said “I am only saying this in the context of our state and notNagalandbecause I have no jurisdiction to do so. On Nagaland I do not have any assessment. I do not want to comment on the situation that exists in that state,” he added.

The Act was imposed in Assam in November 1990 and has been extended every six months since then after a review by the state government.

AFSPA empowers security forces to conduct operations anywhere and arrest anyone without any prior warrant. It also gives a certain level of immunity to the security forces in case of an operation going wrong.

The Assam government is planning to transform the Assam Medical College (AMC) in Dibrugarh into a state-of-the-art research institute for dealing with new age ailments, Chief Minister Himanta Biswa Sarma said

The premier institute needs to upgrade itself into a state-of-the-art medical institute with an adequate thrust on research to deal with acute diseases. He also asked the medical college authority to coordinate the PARTNERSHIP between the and IIT Guwahati for high-end medical research.

TheAssam Policehas ranked third in the country in overall rating in the index for public perceptions and citizen satisfaction in a survey for 2021 conducted by theIndian Police Foundation(IPF).

Based on the Philosophy underlying the Prime Minister’sSMART policingidea, IPF used six competency-based dimensions and three values-based dimensions of trust in the survey.

The SMART Scores are set on a scale of 1 to 10 and are indicative of the levels of citizen satisfaction, a score of 10 being the highest level of satisfaction. The levels of popular satisfaction with the quality of policing was highest in Andhra Pradesh (8.11), (8.10),Assam(7.89), Kerala (7.53), Sikkim (7.18), Mizoram (7.14) and Gujarat (7.04) in that order, with an index value of seven or above, 19 states and UTs scored an index value between six and seven, while three states scored between five and six.

Under the three value-based dimensions of trust, Assam Police has ranked third in both “perception index of fair, unbiased and lawful policing” and “perception index of police accountability” but fourth in “perception index of Integrity and Corruption-free Services.”

A total of 7,96,456 voters are eligible to decide the fate of 31 candidates in the by- to five assembly seats in Assam on October 30.

Of the total electorate, 4,03,374 are males, 3,93,078 females and four are transgender. There are a total of 3,165 service voters, while 8,864 electors are aged above 80 and 4,998 are People with Disability (PwD).
