Sansad TV is an Indian government television service that broadcasts programming of the two Houses of Parliament and other public affairs programming. It was formed on March 2021 by merging two existing house channels that is, Lok Sabha TV and Rajya Sabha TV. Provisionally the channel will comprise of 35 themes on which programmes will be aired. Programmes will be similar and in two English and Hindi languages.

Central government has allowed 11 states to borrow an additional fund of Rs 15,721 crore from the market, because they achieved the Capital Expenditure target that finance ministry had set for June quarter the fiscal year 2021-22.

States that have been allowed to borrow include- Andhra Pradesh, Bihar, Chhattisgarh, Haryana, Kerala, Madhya Pradesh, Manipur, Meghalaya, Nagaland, Rajasthan and Uttarakhand.

Additional open market borrowing permission equivalent to 0.25% of their Gross State Domestic Product (GSDP) was granted.

Additional financial Resources will help these states to push their capital expenditure further.

Article 293(3) of the Constitution provides for states to require Centres permission in order to borrow additional funds. This permission is granted after fulfilling certain conditions provided by Article 293(4). Centre has been exercising this power as per recommendations of theFinance Commission.

Government further noted that, procurement in the Kharif Marketing season 2021-22 will be done as per new mechanism.

Three states that have not integrated their digital land records with the nodal procurement agency, Food Corporation of India (Fci) include- barring Assam, Uttarakhand and Jammu & Kashmir.

Cross-checking land records before procurement will help in ensuring that the MSP reaches to the farmers and not traders.

Crop cultivated by farmers, either in their own land or rented property, will be procured by the government.

To register on the portal, farmers will not need to provide physical proofs of land records.

This mechanism was launched with the objective of finding how much crop has been cultivated in any particular area and how much the government procures from genuine farmers and not from traders.

It is a Central Sector scheme which now stands extended up to 2020-21 with the total cost of Rs. 950 crores. Department of Land Resources also proposed an extension to 2023-24. This scheme attempts to build commonalities existing in the area of land records in several States to develop an appropriate Integrated Land Information Management System (ILIMS) in India.

ILIMS comprises of information on parcel ownership, Taxation, land use, location boundaries, encumbrances, land value etc.

Next phase of the DILRMP include linkage of land record databases with banks. It will enhance the service deliveries and will also function as inputs to the schemes in sectors like Agriculture-notes-for-state-psc-exams”>Agriculture, Finance and Disaster Management

Forest (Conservation) Amendment Bill,2023 : Analysis

The Bill, which seeks to amend the Forest (Conservation) Act, 1980 proposes to exempt certain categories of lands from the legal purview to fast-track strategic and security-related projects of national importance. The forest land it proposes to exclude (from legal protection) are those notified as forest under the Indian Forest Act, 1927 or that in government records after the formulation of the 1980 Act.

The Bill also seeks to redefine the reach of non-forest purpose exemptions under Section 2 of the Forest conservation Act.

The new law would exclude, forest land within a distance of 100 km along Indias international borders including the Line of Actual Control (LAC), from its ambit so that the land can be used by the government for national security projects, public roads and other strategic projects.

The Bill also seeks to remove the protection given by the present law to forests located along RAILWAY lines or public roads maintained by the government.

Under the new law, the would be required to get the prior permission of the Centre to assign any forest land to a private entity. The terms and conditions for the approved entity would be set by the Centre.

Under the new Act, the government would be able to build check posts, fences and bridges and run zoos, safaris as well as eco-tourism activities included in the Forest Working Plan/Wildlife Management Plan/Tiger Conservation Plan, inside forests.

Some rights groups and Opposition parties have criticised the provisions of the Bill, asserting that these will compromise safeguards for the countrys forests.

The Congress had earlier vociferously opposed the decision to send the bill to a JPC instead of sending the same to a standing committee on Science and Technology, Environment, forests and Climate-change”>Climate Change.

IIT-Delhi goes global, signs MoU to set up campus in Abu Dhabi

Paving the way for an international campus, IIT-Delhi on Saturday signed a memorandum of understanding (MoU) with the Education ministry and Abu Dhabi Department of Education and Knowledge (ADEK) to set up its campus in theUAEcapital.

The MoU was signed in the presence of PMNarendra Modiand UAE President Sheikh Mohamed Bin Zayed Al Nahyan. Setting up of an IIT campus in the UAE was envisioned in the Comprehensive Economic PARTNERSHIP Agreement (CEPA) signed between the top Leadership of the two countries in early 2022. IIT-Delhi was identified to roll out this effort of strategic importance to the country IIT-D-Abu Dhabi is envisioned to be a research centric campus of the IIT, which will offer degrees at undergraduate, postgraduate and doctoral level.

Saudi Arabia becomes 51st country to sign ASEAN’s TAC

Saudi Arabia has become the 51st country to sign the ASEAN’s Treaty of Amity and Cooperation in Southeast Asia (TAC).

The signing was conducted on the sidelines of the 56th ASEAN Foreign Ministers’ Meeting (AMM).

Indonesian Foreign Affairs Minister Retno Marsudi noted that the signing of the TAC by Saudi Arabia reflected the country’s commitment to obeying ASEAN values and principles, namely to cooperate, consistently uphold international law, and contribute to peace and stability in the Southeast Asia region and beyond.

The minister emphasized that those values and principles are essential to continuously be implemented amid the current geopolitical dynamics.

The TAC, which was established in 1976, aims to create political stability and security in Southeast Asia by regulating the peaceful resolution of conflicts between countries.

$1 equity by US in development banks can boost lending by $90

US treasury secretary Janet Yellen on Sunday backed reforms of the multilateral (MDBs), including leveraging private sector finance to deal with global challenges such as Climate-change”>Climate Change, but suggested that the $100-billion Equity infusion proposed by the independent expert group could wait till other steps are taken a position that is going to be discussed in the coming days.

US support for equity to MDBs is seen to be critical as a $1 support, given its 16% shareholding, will result in $6 expansion in the equity base. This is estimated to result in $90 external funding.
The estimates are based on the expert groups calculations, which suggest that $1 equity at the overall level, will support $15 additional external funding around $7direct lending by the MDBs and $8 in additional direct and indirect mobilisation of external private capital.

Bio-toilets in Railways

A bio-toilet is a dry toilet that treats human waste through a biological process known as composting.

Highlights:

It uses specific high graded bacteria (aerobic or anaerobic) to decompose human excretory waste in a digester tank, converting it into methane gas, carbon dioxide gas, and water.

It treats human waste at the source. A group of anaerobic bacteria has been adapted to enter the biological digester as an inoculum (seed material) at temperatures as low as -5 degrees Celsius and as high as 50 degrees Celsius to convert human organic waste into water, methane and carbon dioxide gas.

MH-60R Multi Role Helicopters – MRH

The INDIAN NAVY has accepted the first two MH-60R Multi Role Helicopters (MRH).

Highlights:

The Indian Navy is obtaining 24 MH-60R MRH (Manufactured by Lockheed Martin corporation) from the US (United States) government at an estimated cost of US$2.4 billion.

The first two Sikorsky MH-60R multi-purpose helicopters have been handed over from the US Navy to the Indian Navy. At present, the MH-60R is the most advanced maritime multi-mission helicopter.

The addition of these all-weather MRHs would improve the Indian Navy’s three-dimensional capabilities.

The helicopters would also be outfitted with a variety of unique weapons and equipment.

Registration of Vintage Motor Vehicles

The registration process for vintage motor vehicles has been formalised.

The Central Motor Vehicles Rules, 1989, have been amended by the Ministry of Road Transport and Highways.

The registration of Vintage Motor Vehicles has been formalised as a result of this amendment, with the goal of preserving and promoting the heritage of vintage vehicles.

The new rules will ensure a smooth process with notable features such as the retention of old registration numbers for previously registered vehicles and the use of a VA series (Unique Registration Mark) for new registrations.

Vintage Motor Vehicles are defined as all two and four wheeler vehicles that are over 50 years old, have been kept in their original condition, and have not undergone any significant overhaul.
