It further states that “Any person who is aggrieved by the decision under sub-section (1) may prefer a second appeal to the Central Information Commission or, as the case may be, the State Information Commission”. Thus, any person aggrieved by the decision of the PIO (or the first appellate authority) can file an appeal before the Information Commission.
