\nThe composition of the Constituent Assembly was based on the scheme formulated by the Cabinet Mission Plan, 1946. This scheme stipulated that representatives from the provinces would be elected by the members of the Provincial Legislative Assemblies on the basis of proportional representation with single transferable vote. The seats were allocated roughly in proportion to the population of each province and princely state.
