The three tiers are:<\/p>\n<ul>\n<li>Gram Panchayats (village councils)<\/li>\n<li>Taluka Panchayats (block councils)<\/li>\n<li>Zilla Parishads (district councils)<\/li>\n<\/ul>\n<p>Gram Panchayats are the lowest tier of the Panchayat Raj system. They are responsible for local development and welfare activities in villages. Taluka Panchayats are responsible for development and welfare activities in talukas (blocks). Zilla Parishads are responsible for development and welfare activities in districts.<\/p>\n<p>The Panchayat Raj system is a system of local self-government in India. It was established by the 73rd and 74th Amendments to the Constitution of India in 1992. The Panchayat Raj system is based on the principle of devolution of power to the local level.
