Sudhansu.<\/p>\n<p>Napchayal was born in 1949 in the village of Dhampur in the Haridwar district of Uttarakhand. He graduated from the University of Allahabad with a degree in law in 1971. He then joined the Indian Administrative Service (IAS) in 1972.<\/p>\n<p>Napchayal served in various capacities in the IAS, including as District Magistrate of Dehradun, Secretary to the Government of Uttarakhand, and Chief Secretary of Uttarakhand. He retired from the IAS in 2004.<\/p>\n<p>After his retirement from the IAS, Napchayal was appointed as the first Chief Information Commissioner of Uttarakhand. He served in this position for five years. During his tenure, he made significant contributions to the development of the Right to Information (RTI) Act in Uttarakhand.<\/p>\n<p>Napchayal is a highly respected figure in the field of public administration. He is known for his integrity, honesty, and commitment to public service.
