The Committee recommended the establishment of a three-tier Panchayati Raj system at the village, block and district levels. The Committee also recommended that the Panchayati Raj institutions should be entrusted with the responsibility of planning and implementing development programmes at the local level.<\/p>\n<p>The Ashok Mehta Committee was set up in 1977 to review the working of the Panchayati Raj system. The Committee recommended strengthening of the Panchayati Raj institutions and making them more effective in planning and implementing development programmes.<\/p>\n<p>The Royal Commission was set up in 1908 to study the condition of the peasantry in India. The Commission recommended a number of reforms, including the establishment of local self-government institutions at the village level. However, these recommendations were not implemented.<\/p>\n<p>The three-tier Panchayati Raj system was first introduced in Rajasthan in 1959. It was later adopted by other states.
