The article states that the President may declare a state of emergency if he is satisfied that a grave emergency exists whereby the security of India or any part of the territory thereof is threatened, whether by war or external aggression or armed rebellion.<\/p>\n<p>Once a state of emergency has been declared, the President may make such orders as he deems necessary or expedient for the purpose of dealing with the situation which has arisen.
