Nautiyal was born in 1947 in the village of Nautiyal in the Garhwal region of Uttarakhand. He studied at the University of Delhi, where he obtained a degree in economics. After graduating, he worked as a journalist for several years before joining the Communist Party of India (Marxist) in 1972.
Nautiyal was elected to the Uttarakhand Legislative Assembly in 1991. He served as the Leader of the Opposition in the Assembly from 1993 to 1996.
