The Legion of Merit is a military award of the United States Armed Forces, although it is also conferred upon foreign military and political figures for exceptionally meritorious conduct. The highest civilian award of the United States is the Presidential Medal of Freedom.
Statements A, B, and C are correct. The award is indeed conferred by the U.S. President (A). Prime Minister Narendra Modi was awarded the Legion of Merit by President Donald Trump in December 2020 for his leadership in elevating the strategic partnership between India and the U.S. (B).
