Justice Mohanti was born in 1932 in the village of Mohantipada in the Puri district of Orissa. He retired from the High Court in 1992.

After his retirement from the High Court, Justice Mohanti was appointed as the first Ombudsman of India. He held the post of Ombudsman till 1997. He died in 2012.
