Article 143 of the Constitution of India states that the President may, at any time, refer a question of law or fact arising out of any provision of the Constitution or of any law for the consideration of the Supreme Court. Article 123 allows the President to promulgate ordinances when Parliament is not in session. Article 352 allows the President to declare a state of emergency. Article 356 allows the President to impose President’s rule in a state.
