Section 13 of the Panchayati Raj Act, 1993 deals with the establishment and constitution of Halqa Panchayat. It states that a Halqa Panchayat shall be constituted for a Halqa, which shall be a territorial area comprising a group of villages or parts of villages. The number of members of a Halqa Panchayat shall be such as may be prescribed by the State Government.
Section 4 of the Panchayati Raj Act, 1993 deals with the disqualification for membership of Halqa Panchayat. It states that a person shall not be qualified for being elected as, or for being a member of, a Halqa Panchayat if he–

Section 6 of the Panchayati Raj Act, 1993 deals with the power and functions of Halqa Panchayat. It states that a Halqa Panchayat shall have the following powers and functions, namely:–
(a) to prepare plans for economic development and social justice for the Halqa and to implement such plans;
(b) to maintain law and order in the Halqa;
(c) to collect taxes, duties, tolls and fees;
(d) to spend money on the objects of the Halqa;
(e) to exercise such other powers and perform such other functions as may be prescribed by the State Government.
Section 48 of the Panchayati Raj Act, 1993 deals with Panchayati Adalat.
