PSLV-C25, also known as PSLV-23, was launched on 30 June 2014 from the Satish Dhawan Space Centre in Sriharikota, India. The launch vehicle carried a total of 11 satellites, including one from India and 10 from other countries. The Indian satellite was Cartosat-2D, a remote sensing satellite. The foreign satellites were:

- Bhutan-1, a microsatellite from Bhutan
- Deimos-1, a small commercial satellite from Spain
- Dove-1, a nanosatellite from the United States
- NEE-01 Pegaso, a nanosatellite from Italy
- PROBA-V, a medium-sized satellite from Belgium
- SkySat-1, a small commercial satellite from the United States
- STSAT-3, a small commercial satellite from South Korea
- TechEdSat-3, a nanosatellite from the United States
- X-Ray Quantum Calorimeter Experiment (XQC), a scientific satellite from Japan
