Based on the Government of India (Allocation of Business) Rules, 1961, the Department of Food and Public Distribution under the Ministry of Consumer Affairs, Food and Public Distribution is responsible for “External trade regarding food stuffs including policy relating thereto.” This explicitly includes entering into treaties and agreements with foreign countries concerning trade in food grains and other foodstuffs.
