The bill will deal with shops, institutions, mines, businesses, industries, companies, associations, trusts, Limited Liability PARTNERSHIP firms, and anyone who employs ten or more people as private sectors and entities.

Every employer is required to register employees on the designated portal. The monthly salary or total wages of these employees do not exceed

30,000 rupees (or notified by the government from time to time), within three months after the bill takes effect.

If not registered on the designated portal, any local candidate is not eligible for 75% of the rights.

The bill defines local candidates as persons who belong to Jharkhand and are registered on the designated portal.

If there are not enough local candidates with the required skill qualifications or proficiency, the employer can request an exemption.
