Cabinet approves state EV, data centre policies

TheHaryanagovernment approved theState ElectricVehicle (EV) Policy 2022 and launched a data centre policy to make the state a global data centre hub.

A decision in this regard was taken at a meeting of the statecabinetwhich met here under the chairmanship of chief ministerManohar Lal Khattar.

The EV policy aims to protect the Environment, reduce carbon footprint, make Haryana an EV manufacturing hub, ensure Skill development in EV field, encourage uptake of EV vehicles, provide EV charging and encourage R&D in EV technology.

The policy encourages new manufacturing in EV technology and also encourages existing automobile manufacturers to diversify in the EV manufacturing domain. The policy offers various financial incentives to EV manufacturers by giving incentives on fixed capital Investment (Fci), net SGST, stamp duty and EMPLOYMENT generation. There is100% reimbursement of stamp duty along with exemption in Electricity Duty for 20 years.

Haryanas IT ecosystem, good availability of power and locational advantage make it uniquely equipped to be at the forefront of the development of the data centre Industry.

The cabinet also amended Haryana Wood Based Industries (Establishment and Regulation) Rules, 2022, to ensure continuity of licence or registration to existing wood-based industries located within 3km range and to afford more opportunities for Growth of wood-based industries, the establishment of wood-based industries at a distance closer than 3km does not pose threat to the protection of forests, Haryana has amended the Rule-6 (2) of Haryana Wood Based Industries (Establishment and Regulation) Rules, 2022 by substituting the word three-kilometre with 500 meter in original proposal.

Punjab CM announces measures to reform education sector

Describing Education as the bedrock for building a new Society, Punjab Chief Minister Bhagwant Mann on Saturday announced introduction of multipronged improvements in the sector. He said government schools in the state will be transformed into ‘schools of eminence’.

To ensure that students get quality and affordable education, the government is committed not only to building state-of-the-art government schools but also regulating fees in private schools, he said.

The NoC (No Objection Certificate) of schools found violating the Fee Act, 2016, will be cancelled and a fine of Rs 1 lakh will be imposed,” he said.

Mann said the has already started the process to fill vacant posts and the recruitment of 5,994 Elementary Trained Teachers and 8,393 Pre-Primary teachers is under process.

HP plans 3 logistics hubs to facilitate states agro industry

TheHimachal Pradeshgovernment has notified itsLogistic Policy2022 under Gati Shakti National Master Plan to create an efficient and sophisticated ecosystem to support the states industrial Growth. The policy aims to strengthen the logistics infrastructures of the state by promoting Investment from private sector to develop Inland Container Depots (ICDs), Common Facility Centres (CFCs), Integrated Cold Chain, Logistic Parks, Truck Terminals, Air Cargo facilities, Quality testing labs, Integrated Cold Chain etc.

According to the policy, it will be the states goal to build key logistics hubs that can handle freight from the states higher reaches, particularly agricultural and Horticulture products to support first mile connectivity. It says that Shoghi in Shimla district, Sauli Khad inMandidistrict, and Pandoga inUnadistrict are all potential locations for such logistical hubs and the state will provide incentives for setting up primary processing centres to facilitate the vast agro-Industry in the state.

The State Government has also constituted an Empowered Group of Secretaries under the chairmanship of the chief secretary for the overall development of logistics sector in the state and also to ensure the projects are in line with the vision of PM GatiShakti NMP.
The policy says that to support the existing industrial corridor, the state would provide the required Infrastructure assistance for the establishment of an Industrial Logistics and Warehousing Hub in the Baddi-Barotiwala-Nalagarh region.

Himachal Pradesh currently lacks a robust Network of customs Ports, with only one ICD facility located inBaddi. The state government will continue to look into the possibility of establishing new ICDs and CFCs as needed, as well as assist the development of logistic parks, warehousing zones, and other similar facilities wherever feasible. The state would support the establishment of transportation and warehousing zones at strategic locations.

Uttarakhand has staggering outstanding debt of Rs 73,000 crore, shows CAG report

The state finance audit report of the (for the year ended March 31, 2021), tabled in the state assembly on Friday, has pointed out that the total outstanding debt on theUttarakhandgovernment at the end of 2020-21 is a staggering Rs 73,751 crore.

Internal debt, which is primarily market borrowings, accounts for 56% of the total outstanding debt. The breakup shows that Rs 53,302 crore is the outstanding amount of internal debt, Rs 16,636 crore is public accounts liability and Rs 3,813 crore is owed to the Union Government.
Moreover, the report said that Rs 44,583 crore was the loan in 2016-17, Rs 51,831 crore in 2017-18, Rs 58,039 crore in 2018-19, while it was Rs 65,982 crore in 2019-20.

Lucknow: 603crore agriculture scheme to boost farmer’s income

The Agriculture-notes-for-state-psc-exams”>Agriculture department has started work on rolling out the Rs 603 crore Pandit Deendayal Upadhyaya Kisan Samriddhi scheme inUttar Pradesh. Issuing a government order on Wednesday, the department has set a goal of changing the status of 2.19 lakh hectare of unproductive land for agriculture purposes.

Barring Gautam Budh Nagar all the remaining 74 districts are going to be covered under the scheme. Officials said due to limited agriculture activity in Noida andGreater Noidaand unavailability of farm workers, the UP-NCR district was not included in the scheme.

The Yogi government gave its approval to launch the scheme and provided the budget in the cabinet meeting that took place on June 14. After carrying out surveys the department identified 1.78 lakh hectare of barren and fallow land and an additional 41,000 hectare of low-lying and waterlogged land. The department said that work on improving the condition of the waterlogged and low-lying land would be done through MGNREGA funds while funds required to turn around barren land into productive fields will be provided by the .

Award for tobacco control to Jkhand

Recognising its efforts in controlling tobacco consumption, theWorld Health Organization(WHO) has selectedJharkhandfor theWorld No Tobacco Day(WNTD) Award-2022.

Stata Tobacco Control Cell of the Health Department will receive the award on the occasion of World No Tobacco Day in New Delhi on May 31, Jharkhand’s nodal officer of National Tobacco Control Programme (NTCP)Lalit Ranjan Pathaksaid. Its a great achievement for Jharkhand, which could be possible only due to political and administrative supports that tobacco control cell has got in implementing the programme, Pathak said.

NTCP was launched in Jharkhand in 2012 when the tobacco prevalence rate in the state was 51.1 per cent, of which 48 per cent were smokeless users, according to the Global Adult Tobacco Survey (GATS)-1 report.

The GATS-2 report, which was published in 2018, said tobacco users came down to 38.9 per cent in the state, of which 35.4 per cent were smokeless users.

Chhattisgarh Herbals: Five quality test labs set up in state to ensure quality

Five quality testing laboratories have been set up inChhattisgarhunder the states indigenous brand Chhattisgarh Herbals to ensure good quality standards of the products.
These laboratories have been established at the forest circle level in Raipur, Ambikapur, Jagdalpur,Kanker, andBilaspur. An official release said that these laboratories will be operated by Chhattisgarh State Minor Forest Produce (Trading and Development) Co-operativeFederation Limited.

According to the prescribed protocol, testing of 65 minor forest produce, and 59 medicinal, 46 edible, seven cosmetics, and 22 other products will be done in the laboratory. The testing will include all the district unions andVan Dhan Vikas Kendrasfalling under the respective forest circle.
Members of nearly 8,011 self-help groups (SHG) are engaged in the work of processing minor forest produce across the state. Products worth 6.38 crores were sold in the year 2021-22.

PM Gati Shakti is an effective tool for planning and implementation: Chouhan

Chief Minister Shivraj Singh Chouhan has said that PM Gati Shakti is an effective tool for planning and execution. Its effective use will ensure better and economical implementation of schemes along with saving time.

Orientation through PM Gati Shakti of officers-employees up to the field level should be ensured in the state. If there is a need to add any information or data related to the state in PM Gati Shakti, its fulfillment should be ensured within the time frame. The development of the state should not be affected under any circumstances.

Chief Minister Chouhan was addressing the review meeting of PM Gati Shakti Madhya Pradesh at his residence office. Chief Secretary Iqbal Singh Bais, Additional Chief Secretary General Administration Vinod Kumar, Principal Secretary Industrial Policy and Promotion Sanjay Shukla, Principal Secretary Science and Technology Shri Amit Rathore, Managing Director Madhya Pradesh State Electronics Development Corporation Limited Nand Kumaram and other officers were present.

PM Gati Shakti will develop a system for strengthening and better coordination of overall Infrastructure, including Roads, Resources“>Water Resources, Energy, Industry, Urban Development and Housing and Food and Civil Supplies departments. 27 officers from different departments of the state attended the training held at Bhaskaracharya National Institute for Space Application and Geo Informatics, Gandhi Nagar, Gujarat. They will conduct capacity development activities at various levels in the state. The Industrial Policy and Investment Promotion Department is the nodal department of PM Gati Shakti in the state.

Gujarat govt approves project in private residential societies through public partnership

TheGujaratgovernment gave in-principle approval to allot Rs 5.62 crore to three municipalities of under the Swarnim Jayanti Mukhya Mantri Shaheri Vikas Yojana.

The government has allotted the fund to carry out various works in residential private societies through public PARTNERSHIP.

The proposal was sent to the chief ministerBhupendra Patelby the Gujarat Municipal Finance Board.

The CM sanctioned Rs 5.07 crore for 51 works through public partnership in private Society of Karjan . These 51 works include CC road and paver block works. A total of 51 families will be benefited through these works.

The chief minister has given in-principle approval for 4 works of laying paver blocks through public partnership in Modasa Municipality at the cost of Rs. 30, 37,474 which will benefit 279 families.

Under Swarnim Jayanti Mukhya Mantri Shaheri Vikas Yojana, public partnership scheme, the State Government, society and local body will bear 70:20:10 of the total cost respectively.
