Haryana Chief Minister Manohar Lal Khattar directed all Heads of Departments to link the schemes and services of their respective departments with Parivar Pehchan Patra (PPP) by November 1, 2021.

The Chief Minister presided over a meeting of the Heads of Departments here regarding the implementation of PPP in the state. He said that PPP is an ambitious scheme of the , which aims to ensure the benefit of all the government welfare schemes and Services to the eligible families. This flagship scheme of the State Government has been launched in the spirit of Antyodaya, he said.

Khattar said that Haryana is the first state in the country to make such a scheme for making Parivar Pehechan Patra of each family. So far, this scheme has neither been started in the country nor abroad.

Khattar said that the present era is of Information Technology (IT). Services are being simplified with the use of IT. With the introduction of PPP, it will be easy to know who is eligible to take benefit of which scheme and who has not got the benefit of these schemes. Many times people, who are not genuine beneficiaries, are found taking benefits of schemes . Earlier there was no system to verify the beneficiaries, now there will be a complete transparency in the implementation of government schemes through PPP, he added.

The Chief Minister further said that now the benefits of government schemes will also be available through smart cards. Smart cards will be linked with PPP. Initially, Ayushman Bharat, Public Ration Distribution System, Mukhyamantri Parivar Samridhi Yojana and Pension Scheme are being linked with smart cards, he said.

The first cabinet meet chaired by chief minister Charanjit Singh Channi on Monday discussed a host of pro-poor initiatives to be implemented in a time bound manner. It was decided that these will be launched from October 2 to mark the birth anniversary of Mahatma Gandhi.

The cabinet deliberated that the free mining of sand by the landowners will be allowed to abolish the contract system. Under this system, any landowner can mine sand from his land to ensure its availability to the consumers at affordable rates, said an official spokesperson. The first cabinet meeting chaired by the CM and two deputy CMs began at 8pm and went on for over three hours.

The cabinet also discussed the proposal to increase free electricity units from existing 200 units to 300 units under SC/BC/BPL domestic consumers. It asked the additional chief secretary for power to bring the proposal in the next meeting to give relief to the poor and needy.

The cabinet also deliberated to waive off the pending electricity bills of tube wells working under rural water supply (RWS) schemes and also to provide free water supply in rural areas.

It was decided that Punjab Scheduled Castes Land Development and Finance Corporation (PSCFC) will formulate a policy for allotment of land to occupants at affordable rates.
The cabinet decided that a comprehensive policy regarding proper implementation of the Right to Education Act and providing monetary help to the eligible educational institutes be prepared and put up in the next meeting.

The World Bank has finally approved a financial assistance of $160 million (Rs 1,168 crore) for the Shimla Water Supply and Sewerage Service project.

The lengthy negotiations concluded today and now Shimla residents can look forward to 24×7 water supply and effective sewerage Services in the next few years. The project will be completed by 2026.

The project that aims to provide 24×7 pressure water supply and improve and augment sewerage services in and around the city has a total financial outlay of $250 million (Rs 1,825 crore).

Of the total amount, the will provide $160 million (Rs 1,168 crore) while the State Government will borne the remaining $90 million (Rs 657 crore). Rajneesh said the Urban Development Department managed to secure funding from the World Bank despite fiscal constraints due to Covid-19 pandemic.

Surya Kiran, the 15th India-Nepal combined battalion level military training exercise commenced at Pithoragarh. The joint military exercise would culminate on October 3. On Monday an opening ceremony was organized to mark the commencement of the exercise in which both contingents marched in harmony to the Indian and Nepali military tunes.

The General Officer Commanding (GOC), Uttar Bharat Area Lieutenant General S S Mahal addressed the gathering and exhorted the contingents to train and strengthen mutual confidence, interoperability and also to share best practices.

The Nepali Army contingent arrived at Pithoragarh and was accorded a traditional military reception. Around 650 DEFENCE personnel from both the Armies are participating in the event. In the exercise, an Infantry Battalion each from the Indian Army and the Nepali Army will be training together to develop inter-operability and share their experience of counter terrorism operations and disaster relief operations.

Aiming to push far-flung and neglected rural areas towards progress, the Uttar Pradesh government has made nearly 2,492 panchayat bhawans digital under the Rashtriya Gram Swaraj Abhiyan (RGSA).

The digital transformation of these panchayat bhawans has not only linked distant regions to the mainstream Society but has also ensured effective and transparent implementation of government welfare schemes at the grassroots level, thereby benefiting every eligible person.

In another attempt to create EMPLOYMENT opportunities for the youth in their respective rural residential areas, under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), the government has created over 116 crore man days and provided employment to about 1.50 crore workers. As many as 52,634 community toilets have also been constructed to end open defecation. Village secretariats have been established in every gram panchayat to make rural Governance more responsive towards local development needs and to provide the benefits of government schemes to all.

The has also ensured uninterrupted power supply to villages for at least 20-22 hours in a day, in contrast to the previous regimes. Such efforts have not only transformed the villages but have also improved the standard of living of the rural populace.

Besides improving the condition of villages, the government has also laid special emphasis on empowering rural Women socially and economically. In this regard, over five lakh women committees have been formed and nearly 48,565 self-help groups have been entrusted with the responsibility for maintenance of community toilets built in these areas. As many as 15,000 women have been deployed as Swachhagrahis. In addition, 4,450 pink toilets have been constructed for women and girls.

The state has lagged behind in switching toe-vehiclesand in all probability will fail to achieve the target set by the national campaign FAME-II (Faster Adoption and Manufacture of Hybrid and Electric Vehicles) which aims to register 30% of the new vehicles as battery-operated by 2030.

Out of the 60.24 lakh vehicles (that run on petrol/diesel) registered in the state, only 9,714 are battery-operated, which is when converted to Percentage, comes down to 0.16%.

However, the figure is lower as per FAME-II which says 705 two-wheelers, 349 three-wheelers and 33 four-wheelers are registered as e-vehicles inJharkhand.

The primary objective of FAME-II, which was launched by the Centre in April, 2019, is to encourage faster adoption of electric vehicles by offering an incentive for purchasing electric vehicles. Although the Centre grants subsidy for purchasing e-vehicles, unlike other states, no such offer is given by Jharkhand, part of the reason why people are hesitant to switch to battery-operated vehicles. Coupled with that, the fact that there are not enough charging facilities in the state is discouraging people from buying e-vehicles.

The state charges 9% for vehicles priced over Rs.1 lakh and 8% for vehicles priced under Rs 1 lakh as registration fee.

The state industries department recently notified the Jharkhand Industrial and Promotion Policy, 2021 but it did not contain any clause on the promotion of e-vehicles. A chapter on automobile, auto-component and electric vehicles mentions incentives for automobile the sector as a whole, but it does not say anything about e-vehicles particularly. The document also fails to envision the route map to transition and catching up with the FAME scheme.

The state government has decided to celebrate Family Planning Day on 21st of every month from September 21, health ministerMangal Pandeysaid. The move is to create awareness about family planning at the community level. Various activities will be organised on this day at all the health units to promote fertility awareness based methods and contraception.Under this initiative, cases of unwanted pregnancies, maternal mortality, neonatal mortality and complications related to child birth can be reduced. With awareness and acceptance of family planning among the people, the health workers will be able to reduce the number of unsafe abortions in the state. Special attention will be given to target groups like women who have been identified as having a high-risk pregnancy and newly married couples, Pandey said.

To ensure the successful implementation of the Family Planning Day, preparations have been completed in the districts. Similarly, under the Pradhan Mantri SurakshitMatritva Abhiyan, arrangements for counselling of pregnant Women will be ensured at all Health facilities on the 9th of every month. The women and their families coming forANC(antenatal care) check-ups will be made aware of the family planning-related measures, the minister said.
ASHAs and Jeevika didis would have an important role in implementing this initiative as they will do the line listing of women of rural and urban areas.

Chhattisgarh Tourism Board (CTB) is using the auspicious occasion of Navratri to introduce their new tourism circuit that follows the path travelled by Lord Ram in the region of Chhattisgarh during his exile from Ayodhya: The Ram Van Gaman Path.

In the first phase of this project, the plan is to develop the nine spots that fall on the forested route that Lord Ram traversed. These sites include Sitamarhi- Harchowka, Ramgarh, Shivrinarayan, Turturiya, Chandkhuri, Rajim, Sihawa, Jagdalpur and Ramaram.
