New waste to energy policy in offing

With the earlier policy of the State Government having fallen well short in terms of delivering desired results, theGujaratgovernment is giving finishing touches to a newWTEpolicy to promote generation of energy from waste. The new policy is likely to be launched ahead of theVibrant Gujarat Global Summit, which is expected to be held in April.
The state government had announced the earlier policy in 2016 to reduce pollution caused by untreated solid waste. The earlier policy, which had envisaged generation of 100 megawatt (MW) of energy from waste, fell grossly short of expectation with a power generation of less than 5MW.

Under the earlier policy, a total of nine projects were given sanction. Of this, one has become operational inJamnagardistrict. Three other projects are under construction and halfway complete. In the remaining projects, even basic construction work has not begun.

DespiteRajasthanhaving one of the highest power tariffs in the country, there is a move to increase the quantum of mandatory energy procurement from biomass sources for which the debt-laden discoms would have to shell out over Rs 6 per unit against Rs 2.17 which they pay to buy solar energy.

Rajasthan Corporation in its letter to Urja Vikas Nigam on January 25 said that Biomass power projects of 228.69 MW capacity are under the process of getting approvals for power evacuation,NOCfrom water authority and approval ofState Level Empowered Committeeetc.

There are seven reasons provided in the letter to increase the renewable energy obligation from biomass (mandatory procurement) from the current 0.9% of discoms total power consumption to 2.45%.
