Agri varsity prof among worlds top 2% scientists
Professor and head, department of mechanical engineering,PunjabAgricultural University (PAU), V PSethihas for the second consecutive time featured among the worlds top 2% scientists in the world list released by world-renowned Stanford University, USA.
The university released the data after conducting a subject-wise analysis. Sethi ranked 1,62,227 in the world while only 2,273 Indian scientists made it to the list.
In the last list released in 2019, Sethi was ranked 1,51,141. At that time, only 1,492 Indian scientists had made it to this elite list.
The list was created by the Stanford experts based on the research impact and productivity based on standard citation indicators like h-index, co-authorship, a composite indicator, and the research performance over the last three decades (1993-2022).
PAU vice-chancellor Satbir Singh Gosal congratulated Sethi for achieving this rare feat and bringing laurels to the university through his consistent efforts.
Director of research A S Dhatt and College of Agricultural Engineering and Technology (COAET) dean H S Sidhu also congratulated Sethi for the rare distinction at the international level.
Worst rain crisis, Himachal pegs its losses at Rs 4,000 cr

Moto GP India 2023 to strengthen image of UP
In a major step to make UP a one trillion dollar economy, the is going to organise the Moto GP India 2023 bike race from September 22 to 24 at Buddh International Circuit in Greater Noida for the first time to establish a strong image of the state at the global level, a government spokesman said.
The event will see 116 bikers from 45 teams racing with superbikes at a speed of 360 km/h on the racing tracks. The event will raise revenue of Rs 954 crore and provide direct and indirect EMPLOYMENT to 4932 people.
The state government will set a new world record through the live streaming of the event across 195 countries and approximately 450 million people are expected to watch the event. The world will see how the image of UP has transformed over the past six years during the event.
About one lakh people will be able to sit and enjoy the Moto GP event at the venue. During the programme, guests will be presented with ODOP gifts. Along with this, ODOP stalls will also be set up at the venue.
The turnover of Rs 954 crore will include food and beverage (13.5%), sale of various products (10.4%), hotel Industry (10.4%), tickets (13.4%), transport (5.1%), culture (5.9%), travels (34.9%) and others (6.4%).
It is estimated that 77.5% people from different states of the country and 22.5% from different countries will be spending huge amounts during the event.
The Yogi government has started an action plan for publicity of the event overseas through a short video based onUttar Pradesh. Exhibitions will also be held in Bangalore, Chennai, Hyderabad, Cochin, Visakhapatnam, Coimbatore, Mumbai, Ahmedabad and Jaipur to advertise the event while in Noida and Delhi it will be done by running e-buses with UP government and Moto GP logo on it.
Over 40% tickets have been sold so far. Ticket prices ranges from Rs 800 to Rs 40,000 are being sold. Apart from this, tickets of Rs 1.5 lakh to Rs 2 lakh will be sold through online medium.

State receives Rs 9,021 crore GST compensation from Centre
In a major advantage, the government ofGujaratreceived pending Goods and Services Tax (GST) compensation cess worth Rs 9,021 crore from the Centre.
The compensation amount remained pending for over a year. According to data tabled in the state assembly, the Centre owed Gujarat a compensation worth Rs 9,136 crore as on March 31, 2023.
The Union Government owed Rs 23,332 crore to the Gujarat government for the period between January 2021 and December 2021. Similarly, the Centre owed Rs 7,068 crore to the for the period between January 2022 and June 2022, according to the response tabled in the state assembly.
Therefore, in the past two years, dues worth Rs 30,400 crore as compensation cess from the centre were yet to be cleared by the Centre. Against these dues, the state received Rs 3,364 crore in May last year and Rs 855 crore in November last year.
The Centre also provided a loan towards compensation worth Rs 17,045 crore to the state government, on condition that the Centre will pay the loan along with the interest from the Cess Fund.
When GST was rolled out, a provision was made in the act to compensate states for shortfall in revenue. According to the provisions under the GST Compensation Cess Act, the protected income of the states was determined for five years from July 1, 2017 to June 30, 2022.
This protected income was computed projecting a 14% Growth in GST collection per annum, considering the fiscal year 2015-16 as the Base Year.
This means, any state reporting a shortfall in tax mop-up would be eligible for compensation from the Centre for the shortfall.
