Rationalisation Commission to be setup in Haryana: CM

Haryana Chief Minister Manohar Lal Khattar on Tuesday said that a Rationalization Commission will be set up in the state to rationalize posts in government departments as per the requirement. This Commission will rationalise the number of posts in every department; announced Khattar while replying to the introduced in the house regarding the recruitments being done through the Haryana Kaushal Rozgar Nigam on the second day of the winter session of the Haryana Legislative Assembly on Tuesday.

The Chief Minister made it clear to the House that complaints of exploitation of employees were received in cases of outsourced EMPLOYMENT done through contractors. Thus, ending the same, Haryana Kaushal Rozgar Nigam has been set up to save all such employees from this exploitation.

Through this Nigam, initially, temporary employment is offered for a period of one year on a contract basis. These youth will have to leave the job if any other person is recruited on a regular basis through Haryana Public Service Commission and Haryana Staff Selection Commission. However, these youth can also apply for regular recruitment.

Khattar said that through HKRN first priority is given to those with higher educational qualifications. He said that so far only 4000 to 5000 TGT, PGT recruitment has been done through HKRN and he himself had telephonically talked to 10 candidates each inquiring if they have received any deployment message from the Nigam or not. All such candidates are given 15 days of joining time.

Punjab launches draft of EV policy for checking pollution

To make Punjab clean, green, and pollution-free, Punjab Transport Department has prepared a draft of a new Electric Vehicle policy to check environmental pollution in the state. Chief Minister Bhagwant Mann gave nod to the draft policy, which envisages registration of 25 percent more electric vehicles as compared to the previous year.

Under the new draft policy, a major thrust will be laid in cities like Ludhiana, Jalandhar, Amritsar, Patiala, and Bathinda that cater to more than 50 percent vehicles in the state. As per this draft, in terms of electric charging points will be set up across the State for private and public electric vehicles.

This draft policy also stipulates cash incentives to the people opting for electric vehicles in the state. First one lakh buyers of the electric vehicles will get a financial incentive up to Rs 10,000. First 10,000 buyers of electric auto-rickshaws and e-rickshaw will get a financial incentive up to Rs 30,000. First 5,000 e-cart buyers will get an incentive up to Rs 30,000. First 5,000 buyers of Light commercial vehicles will get an incentive between up to Rs 30,000-Rs50,000, said the state Transport Minister Laljit Singh Bhullar.

Provision has also been made to waive off registration fee and road tax on the registration of these electric vehicles, said the Minister adding that peoples views will be taken before finalizing this policy.

Similarly, taking a leap towards hassle-free e-Governance Services, the state Transport Department has launched an online driving license facility for the people thereby facilitating the citizens to get learners driving license on a single click of their computer, mobile, tablet, or laptop.

Less than 5,000 foreign tourists visited Himachal Pradesh in 2021

Covid impacted the domestic and foreign tourist arrival in Himachal Pradesh in 2020, and also in 2021.

According to figures, recently placed in the Rajya Sabha, the number of domestic tourists had dropped from over 1.68 crore in 2019 to mere around 31 lakh in 2020 in Himachal. The number of tourists increased in 2020 but not much, compared to 2019. In 2021, Himachal received around 56 lakh tourists.

Similarly, the foreign tourist arrival was also majorly affected due to Covid as the state saw a major decline in their numbers in in 2020 and 2021.

While in 2019, around 3.82 lakh foreign tourists had arrived in Himachal, the numbers dropped to around 42,000 in 2020 and touched a low of just 4,932 in 2021.

In 2021, Nadu received the highest number of domestic visitors followed by Uttar Pradesh, Andhra Pradesh, Karnataka and Maharashtra. These states accounted for about 65.41% of the domestic tourist visits in the country.

Punjab received the maximum foreign tourists in 2021, almost 30% of the total visits, followed by Maharashtra, Delhi, Karnataka, and Kerala. These five states accounted for about 69% of the total foreign tourist visits in 2021.

Uttarakhand: Schools with fewer students to be merged with big ones

heeducation departmenthas decided to merge schools having less than five students in the hills and less than 10 in the plains with the nearest larger ones across the state from the 2023-24 academic session to better utilise Resources and resolvestaff crunch.

Officials said block Education officers in every district have been tasked with identifying such primary and high schools and a final list will be compiled by January 2023. While the exact number of such schools was yet to be determined, the officials said, adding the figure could be around 3,000.

New schemes, gifts, on three years of Soren govt

On the occasion of completion of three years of JMM/ Congress alliance government, Chief Minister Hemant Soren on Thursday transferred amount of various schemes among the farmers, girls and students of the state directly in their accounts. Chief Minister Drought Relief Scheme compensation amount was sent to the farmers of the drought affected blocks of the state. In the first phase of this scheme, Rs 2,32,36,85,000 was sent through DBT in the bank accounts of 6,63,910 beneficiary farmers. Similarly, under the Savitribai Phule Kishori Samridhi Yojana, a girl child studying in class 8 and 9 is given Rs 2,500, a girl child studying in class 10, 11 and 12 is given Rs 5,000 and a girl child aged 18-19 years is given a one-time grant of Rs 20,000. On the occasion, Rs 2,192,991,500 was transferred the account of 5,52,685 girls.

On the occasion, Chief Minister Hemant Soren said that despite all the difficulties, the government has covered a successful journey of three years, but still a long way has to go.

Moreover, Rs 500 crore was transferred in the account of 25 lakh students. The government also sent funds to the accounts of selected students under pre-matric Scholarship. Under this scheme, Rs 1500 are given to the students of classes one to five for Scheduled Tribes, Scheduled Castes and Backward Classes. At the same time, the total amount of this scheme has now been increased to one lakh rupees. Today, Rs 500 crore was sent to the accounts of 25 lakh such selected students.

The Chief Minister also said that that after 20 years of exploitation and discrimination, changes are now chattering in Jharkhand and the state has moved on the path of development.

Darbhanga air quality worst across country

The air quality remained in the ‘severe’ category in several cities ofBiharon the first day of 2023, owing to calm winds and dipping temperatures, fuelled by firewood.

Twelve cities of Bihar, including Patna, out of the 176 across the country had their air quality index (AQI) in severe zone, as per the Central Pollution Control Board (CPCB) bulletin on Sunday. Darbhanga was the most polluted town in the country with the Average pollutant reading of 475, closely followed by Bettiah with 464.
According to the CPCB’s bulletin, Samastipur recorded 460 AQI, Rajgir 455, Muzaffarpur 453, Katihar 452, Purnia 445, Bhagalpur 426, Begusarai 424, Chhapra 421 and Aurangabad 406. Patna also registered the AQI at 413. The AQI level of five cities of Bihar was in ‘very poor’ category while Kishanganj was in ‘poor’ zone.

Chhattisgarh ranked second in environmental protection

Chhattisgarh was on Saturday placed in the second position in a survey on best performing states on environmental protection. It took the top spot in the Most Improved State Category among big states.

The national survey on Environment protection by a national media group is based on various parameters including forest cover.

The survey pointed out that the state has set an excellent example by carrying out various corrective measures and works.

It said the production of coal, iron Ore and dolomite in the state has led to a proliferation of mineral-based industries which increased pollution.

Minister Sakhlecha said that 40 thousand 642 applications were received in Jawad area under Mukhya Mantri Jan Seva Abhiyan, out of which 38 thousand 650 beneficiaries have been approved.

Under the lien, not only residential pattas are being provided by the government, but the concerned beneficiaries will also be registered lien pattas. With this they will also get the ownership rights of the land and they will also be able to get loans from the banks for houses and other needs on the said land.

Minister Sakhlecha said that Swachhata Raths have been provided for door-to-door garbage collection in all gram panchayats in Jawad area. Cleanliness campaign is an important campaign for the prevention of diseases. Minister Sakhlecha distributed smartphones as a token to 10 Anganwadi workers on behalf of the Women and Child Development Department in the camp and provided benefit letters to five beneficiaries under Pradhan Mantri Matru Vandana Yojana and 10 beneficiaries under Ladli Laxmi Yojana. Rs 4 lakh 50 thousand was provided to three women self-help groups under Livelihood Mission.

Ahmedabad has highest dust particles: Report

A Group publication put Air Pollution in Ahmedabad, andGujaratin general, under scrutiny and indicated that the city’s air pollution levels from dust particles are among the highest. Taking International Institute for Applied Systems Analysis (IIASA), Greenhouse Gas and Air Pollution Interactions and Synergies (GAINS), data as the base, the study said that Ahmedabad’s air pollution composition is different from that of other major cities.
The data in a recent World Bank Group publication ‘Striving for Clean Air: Air Pollution and Public Health in South Asia’ pointed out that of every cubic metre of Ahmedabad’s air, there were about 20 micrograms of dust particles.
