he north-eastern region (NER) of India, apart from being a biodiversity hotspot, is blessed with unparalleled ethnic, cultural and linguistic diversity. The land of seven sisters and a brother, the NER is the most diverse part of a most diverse nation as it is the home of a large number of plain and hill tribal communities having their own independent cultures, traditions, livelihood practices, language and dialect. As for the linguistic diversity, in Assam, Nagaland and Arunachal Pradesh around 23, 20 and 15 languages respectively are in use and Meghalaya is home to Khasi, Garo and Pnar/Jaintia languages. The languages used across the NER belong to five different language families, namely, Indo-Aryan, Dravidian, Tibeto-Burman, Austro-Asiatic and Tai-Kadai. However, these languages are not recognised by the respective governments as the official languages.

The Increasing pace of development in the NER is exerting massive pressure on the autonomous tribal communities in respect of their cultures, traditions, livelihood practices, languages & dialects and also on the biotic and abiotic components. As such some of these languages and dialects encompassing cherished civilizational discourses have already become vulnerable to moribund. The contributing factors to the vanishing of languages in NER are better job prospects in the English language, conversion to and impact of churches in the choice of lingua franca, inappropriate language policies framed for administrative conveniences, etc.

A language and its dialects are specific to ethnicity and are the carrier of discourse, intangible heritage and evolution of the ethnic culture. Besides, each language and dialect embodies the unique cultural and historical genius and living wisdom of the community. India is said to have already lost many languages. UNESCO has declared 197 Indian languages as endangered. Dialects in particular are on the verge of extinction. With the senior members of the tribal communities leaving for the heavenly abode, the dialects/expressions of these cultures are far less used and will eventually become extinct. Sustained preservation, continuous development and longevity of the culture cannot be ensured without a robust language code. Intangible cultural heritage emanates from ethnicity, psychological and mythological beliefs and experiences. Thus, it becomes of utmost necessity to preserve, promote and enrich the linguistic and dialectic diversity of the NER.

Sonowal vows to develop Loktak Lake with 100% support from Centre

Union minister of , shipping and waterways and AYUSH SarbanandaSonowal inspected the Inland Waterways of India (IWAI) jetty at the iconic Loktak Lake in Manipur and promised promotion and development of the lake with 100% central support.

Speaking on the occasion, Sonowal said, “Loktak is one of the largest water bodies in Asia and its beauty, greenery and marine life surrounded by blue Mountains stand out. We have to promote and develop this lake, and make it one of the most important tourist destinations of the globe.”

Odisha government signs agreement with SFI to develop swimming ecosystem

The state Sports and youth Services department on Saturday signed an agreement with theSwimming Federation of India(SFI) to develop, promote and expand the swimming ecosystem in the state.

According to the agreement,Odishagovernment will support and sponsor SFI while the federation in association with the Odisha State Swimming Association (OSSA) will provide their technical expertise. The PARTNERSHIP will be valid for one year extendable to five years, under mutually agreed terms, said an official source.

The partnership, over the next five years, will be towards the holistic development of the sport from grassroot to elite, including conduct of competition of national and international repute and conducting training programmes for the trainers in Odisha.

Tamil Nadu govt keen on reforming recruitment process: Minister

Nadufinance ministerPalanivel Thiaga Rajan said the GO to make qualifying in aTamilexam mandatory for all government jobs is the beginning of a reformation. He said the government is working on bringing in a robust change on the ecosystem of the recruitment boards in the state.

There was no uniformity in recruitment boards, including theTamil Nadu Public Service Commission, the Medical Recruitment Board and the Forest Recruitment Board, said the minister and added that they need a massive change and reformation to standardise the procedure.
As on date, the sanctioned posts in government sectors is 14 to 15 lakh and the present headcount of the government staff is around nine lakh. Besides a large number of vacancies in the government departments, the backlog vacancies breached 30,000.

Steps on to repeal 122 Acts

The law department has initiated procedures to repeal as many as 122actsthat were enacted in the state for multiple purposes since 2008, on the recommendations of the 15th report of thestate law reforms commission.

The commission, in its report submitted to thegovernmentlast month had recommended to repeal as many as 218 acts prevailing in the state, many of those that were enacted even before the formation of the state. The law reforms commission had submitted the draftKeralasaving and repealing bill, 2021, for repealing these laws. The law department then found that of the 218 acts that have been recommended for repealing, as many as 96 acts have already been recommended for being repealed by a committee headed by eminent jurist V RKrishna Iyerin 2009 itself.

The law department then informed thecabinetthat the procedures for repealing the 96 acts as recommended by the committee headed by Krishna Iyer have already been initiated, and the procedures for repealing the remaining 122 acts can be initiated. The cabinet on November 24, cleared the proposal for repealing the remaining acts that have been recommended by the committee by excluding those that have already been recommended by the Krishna Iyer committee on which the law department is still working. On the basis of the cabinet decision, the law department has begun the procedures for placing the bill in the assembly. All these 122 acts that are being repealed are amendment acts to various existing acts in the state.

Former Andhra Pradesh CM Konijeti Rosaiah passes away at 89

Former Andhra Pradesh chief minister Konijeti Rosaiah (89) passed away in Hyderabad.
According to reports, family members took the veteran leader to a private hospital after seeing him in an unconscious state but the doctors declared him brought dead.

He held several key portfolios including finance, transport, energy in the cabinets headed by Kotla Vijayabhaskhara Reddy, Channa Reddy and YS Rajasekhara Reddy.

Although, he handled the state administration without any trouble, the political turmoil following the movement prompted Rosaiah to quit to the CMs post. He was subsequently made as governor of Tamil Nadu.

Goa needs farming reforms, clarity in land ownership, says Nabard

If Goas agricultural sector has to thrive and for farmers to avail loans,Nabardhas said that reforms inland ownership, community farming and are a must. In its state focus paper for 2022-23, which has been submitted to the State Government, it said that a strategy to improve ground level credit flow is in place, but the government also needs to address impediments that hinder disbursement of credit.

The paper said that ground level credit flow increased from Rs 4643.5 crore in 2019-20 to Rs 5191.4 crore in 2020-21, out of which the Agriculture-notes-for-state-psc-exams”>Agriculture sector had a share of just 18%.

Uncertainty about land rights continues to plague the state, with around 25,000 cases still pending before various authorities. As per statistics released by the legislative assembly in August, there are around 3,500 cases pending under the Agricultural Tenancy Act, 3000 cases stuck under the Mundkar Act, ownership claims under alvara land are around 3,500, while at least 800 individuals are fighting for ownership as per the Mayem evacuee property clause. Aside from this, there are around 10,000 claims by tribals under the Forest Rights Act, all of which remain unresolved.

States first SPI for girls to come up in Nashik

The has decided to set up Maharashtras first Services Preparatory Institute ( SPI) for girls in Nashik city.

In Nashik, the building of the department of higher and technical Education and the girls hostel for the daughters of ex-servicemen have been shortlisted as the place to set up the institute.

As per the Government Resolution issued by the general administration department, a six-member panel will recommend the temporary and the permanent set up of the SPI.
