Haryana revenue gap exceeds projection

Haryanas for the assessment year 2021-22 has exceeded the projection. The state generated Rs 70,289 crore against the expected Rs 94,070 crore announced in the last years budget.

The actual gap in Revenue Receipts has come to Rs 23,781 crore against the projected Rs 15,374 crore. The states excise and finance departments have termed the collection impressive, considering that the business and commercial activities had stalled during the lockdown. The receipts are computed minus the statesborrowings, which are projected to reach Rs 2.29 lakh crore by the fiscal-end. This has raised eyebrows.

The state earned Rs 59,230 crore fromtax revenueand it includes Rs 6,438 crore as central share.

Out of the 52,792 crore actual tax revenue, Rs 29,330 crore came from the goods and Services tax (GST), Rs 5,148 crore from stamp duty, Rs 6,792 crore from excise, Rs 8,852 crore from VAT, and Rs 2,396 crore from the transport tax.

Out of the non-tax receipts, Rs 1,970 crore came from the Urban Local Bodies, Rs 1,022 crore from the mining fee, and Rs 585 crore from the transport department.

Release rural development fund at 3% of MSP not 1%: Punjab to Centre

Punjab chief minister Capt Amarinder Singh on Sunday wrote to Union minister for consumer affairs, food and public distribution Piyush Goyal seeking release ofrural development fund(RDF) at 3% of the minimum support price (MSP) amounting to Rs 54.64 per quintal for 2020-21 kharif Marketing season instead of 1% according to the revised provisional cost sheet issued by the ministry.

The chief minister termed the unilateral reduction in rate of RDF as violative of the federal structure as well as the statutory provisions as per Section 5 of Punjab Rural Development Act, 1987. The had on March 17 submitted details of RDF receipt and expenditure during 2018-19 to 2020-21 as per information sought by the department of food and public distribution (DFPD). The 2020-21 kharif marketing season started from October 1, 2020, and would end on September 30.

As the Punjab government has been attacking the central government for withholding its 2% RDF amounting to Rs 800 crore, the Centre had apprised Lok Sabha on March 16 that the RDF has been withheld because the state government was using it for the purposes not fully in line with the revised principles on February 24 last year.

Rural areas can be re-merged with panchayats, says Himachal CM

Chief Minister Jai Ram Thakur said that rural areas could be re-merged into panchayats if their residents desire so in the future as the Population of the Solan would cross the stipulated 50,000 mark after the 2021 Census.

Paving the way for construction of Government Medical College at Rudrapur in Udham Singh Nagar district the government has approved a sum of Rs 336.89 Crore for the college. An amount of Rs 50 Crore has been released as the first instalment for the medical college. The secretary in charge, medical education department Pankaj Kumar Pandey said that the TAC of finance department had proposed that a sum of Rs 237.78 Crore for civil works and Rs 98.11 Crore for additional works is needed for the medical college following which the finance expenditure committee approved a sum of Rs 336.89 Crore for the medical college.

The Rudrapur medical college would be constructed under the centrally funded scheme in which the Union Government would bear 90 percent of the total cost while the remainder of 10 percent would be borne by the .

The bill will deal with shops, institutions, mines, businesses, industries, companies, associations, trusts, Limited Liability PARTNERSHIP firms, and anyone who employs ten or more people as private sectors and entities.

Every employer is required to register employees on the designated portal. The monthly salary or total wages of these employees do not exceed 30,000 rupees (or notified by the government from time to time), within three months after the bill takes effect.

If not registered on the designated portal, any local candidate is not eligible for 75% of the rights.

The bill defines local candidates as persons who belong to Jharkhand and are registered on the designated portal.

If there are not enough local candidates with the required skill qualifications or proficiency, the employer can request an exemption.

Bihars biggest lake dying despite Ramsar tag last yr

Kanwar lake, Asias largest freshwater oxbow lake and Bihars only Ramsar site, located in Begusarai district, is facing threat of running dry.

Originally spread over 6,786 hectares, the lake has been a preferred destination for migratory birds and Home to several rare aquatic species. In 1986, the notified it as a protected area. Later, the central government declared it as a sanctuary to stop poaching of birds.

The lake, also known as Kabartal jheel, was declared a Ramsar site in July last year following a sustained campaign by environmentalists from across the world, who hoped that the state government might step in to conserve the wetland once it was designated as a wetland of international importance.

The huge stretch of wetland also absorbs considerable amount of water during the flooding and offers land for cultivation during the summers. About 165 plant species, 394 animal species, including 221 varieties of birds, were recorded to be present around the lake, which is also home to 53 migratory birds, including some rare ones.

Cabinet nod for women policy, new tourism rules

Thestate cabinetapproved the draft of the New Women Policy, 2021, for the overall development of women andgirls.

The policy will help to establish better coordination between various departments for the welfare of women and girls while ensuring their safety and empowering them.

Thecabinetalso approved theRajasthan Tourism Business(Facilitation and Regulation) Amendment Rules, 2021, for selection, training and licencing of new tourist guides. This will enable the entry of trained and skilled guides into the tourism and create 6,000 self-EMPLOYMENT opportunities. As per the new rules, aspirants only require minimum educational qualification and do not have to undergo an interview.

The age limit for selection has been relaxed and there are provisions for reservation, bonus points, training among other changes.

To increase employment opportunities in the tourism sector, the cabinet also approved aGuest HouseScheme under theRajasthanTourism Policy, 2020. The scheme will be applicable in all urban areas of Rajasthan, and enables prospective entrepreneurs to provide accommodation facilities to tourists at their homes.

The maximum number of rooms for such a guest house has been fixed at 20. The owner or lessee of the residence will be required to reside in the guest house with the family. This scheme will be different from the Paying Guest Scheme of the tourism department.
