Chhattisgarh Chief Minister Bhupesh Baghel on Saturday said that with expansion of sports facilities, it should be kept in mind that all the sports activities should not be confined to the cities only.

Rs Rs Need of the hour is to keep Sports culture alive in villages, the CM remarked while addressing the virtual bhoomi pujan and inauguration of new sports facilities in Bilaspur and Raipur at cost of Rs 42.14 crore. It includes academies for football, kabaddi, archery and athletics, two sports hostels, an archery training sub-centre and synthetic track-field for athletics.

He said that the state-level selection of players for Athletics, Archery and Hockey Academy in Bilaspur would be held on October 11, 12 and 13, an official statement said.

The Chief Minister further said that the rural talents should get the benefits of sports academies, good playgrounds, good coaches and sports .

He further said that there will be no shortage of funds to expand sports facilities in the state including in rural areas. Chhattisgarh Sports Development Authority has been constituted to work on improving sports facilities.

Rajiv Gandhi Yuva Mitan Club scheme has been started and 13,269 Rajiv Gandhi Yuva Mitan Clubs are being formed in the state. Along with promoting cultural and sports activities through these clubs, Leadership capacity will also be developed among the youth.

Madhya Pradesh districts with huge outbound population slow in vaccination drive

With around 94% of eligible Population getting at least one dose ofCovid-19 vaccine,Madhya Pradeshis at the top of chart among the ten most-populated states of the country. However, the state missed its own deadline of vaccinating each and every eligible individual with at least the first jab by September 27.

Overall, around 4.78 crore people have taken the first dose against the estimated eligible population of around 5.5 crore. Around 70 lakh people are yet to be vaccinated. Officials attribute this to several factors, including vaccine hesitancy and inaccuracy of population projections.

On the causes behind around 70 lakh people yet to get any dose of vaccine, Suleman said, There could be three reasons: population projections may not be correct as they are more than the voter list. Dead, seriously ill or permanently migrated population in voter list and also temporary Migration and then it could be vaccine hesitancy.

Gujarat govt share in Union taxes drops 14%

TheGujaratgovernments share in Union taxes and duties declined by 13.87% in 2019-20 on the year-on-year basis. The states share of Union taxes stood at Rs 20,232 crore in 2019-20 as compared to Rs 23,489.33 crore in 2018-19, the CAG stated in its report on the states finances for the year ended March 31, 2020.

Both the components of central tax transfers i.e., direct taxes and indirect taxes also decreased by 13.27% and 14.78% respectively over the previous year, the countrys premier watchdog said in its report. They also dipped in 2019-20 for the first time during the period 2015-2020, the report said.

However, grant-in-aid from the Government of India increased by 34.26% or Rs 6,507.54 crore from Rs 18,992.48 crore in 2018-19 to Rs 25,500.02 crore in 2019-20.

The transfers (share in taxes and grant-in-aid) from the Centre increased by 312% from Rs 11,109.99 crore in 2010-11 to Rs 45,732.11 crore in 2019-20, the CAG said. The Percentage increase over the previous year ranged between 7.65% (2019-20) and 30.09% (2016-17) during the ten-year period.

Improve -GSDP ratio

The State Government needs to improve its revenue receipts-GSDP ratio; at 8.59%, it was lower than the 9.06% achieved during 2018-19, the CAG said. Also, the percentage of Capital Expenditure to total expenditure (15.28%) during 2019-20 was lower than what was registered during 2018-19 (17.26%), the CAG observed.

5 lakh more boys than girls born in Rajasthan over last 10 years

In the past 10 years, 5,02,968 more boys were born in the state in comparison to girls.
Though the yearly difference in number of births of boys and girls had decreased continuously from 2011-12 to 2019-20, it increased slightly in 2020-21, which is a cause for concern.

In 2020-21, 36,888 more boys were born in comparison to girls, shows the figures of states pregnancy and child tracking system (PCTS) of Health department. Since 2011-12, the difference has been reducing and it has become almost half from 73,336 to 36,888 in 2021-22, a good sign. But, only in 2021-22, it increased slightly from 36,268 in 2019-20 to 36,888 in 2021-22, which is a concern.

The 10-year figures of PCTS have also shown good results for those working for encouraging Population stabilization. The figures show that since 2016 the number of birth of boys and since 2017 the number of birth of girl child have been continuously declining. In 2011-12, the number of baby boys born was 7,33,779 and girls was 6,60,443. But, after a gap of few years in 2020-21, the number of baby boys was 6,85,847 and girls born was 6,48,959.

The Indian Railways had sanctioned an electric loco periodical overhauling (POH) workshop at Narla inKalahandidistrict in the budget 2017-18 with an estimated cost of Rs 186.37 crore.But construction work of this project is yet to start. The Railways has received only 141.07 acres out of 328.35 acres of land required so far.

In 2016, the Railways had faced widespread criticism and protest from people of the state for shifting the proposed wagon maintenance workshop in Kalahandi district to Visakhapatnam of Andhra Pradesh. It had invited sharp political reactions from all the parties. Even chief minister Naveen Patnaik had taken up the issue with the then RAILWAY minister to give an alternate project in Kalahandi district.

Later the Centre had sanctioned the electric loco POH workshop in the Union Budget 2017. This is a maintenance workshop for electric engines. It had sanctioned a token amount in 2017 for the beginning of the project. Four years have already passed, but construction work of the project could not start.

An amount of Rs 3.28 crore has been allocated for the project up to the Budget 2021-22, said the reply of the Union minister.

Tamil Naduminister for commercial taxes and registration P Moorthy conducted a review meeting with the registration officials to discuss the avenues to boost revenue through property registrations after the second wave of Covid-19.

Land registrations had been affected for four months during the first wave of Covid-19 last year.

During the meeting, Stress was laid on steps to be taken for increasing the revenue as revival for registration offices was faster than in 2020.

The pandemic year of fiscal 2020-21 recorded revenue to the tune of Rs. 10,643 crore through stamp duty and registration fee between April 2020 and March 2021. The income was less by around 3.6% the corresponding financial year of 2019-2020 when Rs 11,028 crore was generated as revenue.

The government is consideringamendmentsinKerala Motor Vehicle rules, making it mandatory for vehicles removingwasteto securepermissionfrom the concernedlocal body, said transport ministerAntony Rajusaid in the assembly.

He said that there are sections in the MV Act, 1988, to take action against such vehicles. As per Section 190 (2), any person who drives or causes or allows to be driven, in any public place a motor vehicle, which violates the standards prescribed in relation to road safety, control of noise and air-pollution, shall be punishable for the first offence with a fine of Rs 1,000 and for any second or subsequent offence with a fine of Rs 2,000. The minister said that there are also provisions for suspending the licence of such vehicles.

Raju said that though the permits for goods carriage are provided under Section 79 of the Act, it does not specifically talk about vehicles carrying waste.

As many as 1,26,245 children (3 to 6 years) living in rural areas and 8,718 kids (6 to 18 years) in urban localities are not attending school, the high court was informed.

Senior advocate KN Phanindra, who is assisting the as amicus curiae in a suo motuPILon the issue, said 91% of households in rural areas and 79% in Urban Local Bodies (ULBs) have been covered under the door-to-door survey till June 2021. This apart, 9,716 children in rural areas and 4,842 in ULBs have never enrolled in school.

The exercise for identifying out-of-school children is stipulated under rule 6 (1) of the Karnataka Right of Children to Free and Compulsory Education Rules, 2012.

The amicus curiae said so far, 80,59,221 of 88,55,659 families in rural areas have been covered and 32,14,257 out of 34,55,656 children were found to be going to school. In the ULBs, 25,65,309 out of 32,43,590 families (based on properties) have been covered and 9,25,820 children in the age group of 6 to 18 attend classes.
