Chhattisgarh eyes population-ratio plan, total quota may breach 80%

TheCongressgovernment in Chhattisgarh plans to enact a legislation to provide reservation in jobs and educational institutions in proportion of the Population of STs/SCs and other categories during the two-day special session of the assembly beginning December 1.

The special session has been called to resolve the impasse arising out of the recent decision that set aside a 2012 government order taking overall quota to 58%, ruling that reservation above 50% is unconstitutional. If the government goes through with its proportional-quota plan, it could take reservation in Chhattisgarh to 81% possibly the highest in the country.

There are indications that theBhupesh Baghelgovernment is mulling 32% quota for STs, 12% for SCs and 27% reservation for OBCs. Along with 10% quota for economically weaker sections (EWS), it would take reservation to 81%.
The 2012 order gave 32% reservation for tribals, 12% for Scheduled Castes and 14% for other backward classes (OBCs). After the HC decision, the quota for tribals stands at 20%, SC quota has gone up to 16% and OBC reservation remains the same as it was in undividedMadhya Pradesh.
