Telangana govt seeks RBI nod to raise Rs 13,000 crore loan in final quarter

government has requested permission from theReserve Bank Of India(RBI) to raise another Rs 13,562 croreloanin thefinal quarterof the current financial year.

With this, the total loan raised this year will be Rs 48,562 crore and the cumulative loan burden will reach 2.86 lakh crore. But Telangana’s fiscal Health seem reasonable when compared nationally as it will still be second last in terms of the ratio of gross domestic product as a Percentage of loans.

The loan requirement is mostly to feed the state’s ambitious welfare programmes. Despite the economic slowdown due to Covid-19, the state had managed to achieve a good Growth rate, but the income is not enough to finance its schemes as payments for it have also increased proportionately.

This fiscal year the State Government intends to implement the Dalit Bandhu scheme and has also begun releasing funds for Rythu Bandhu.
The state government was scheduled to raise Rs 8,000 crore, Rs 6,000 crore and Rs 6,295 crore in the first, second and third quarter of the year respectively, according to the original indicative loan calendar. The rest of the requirements were to be raised in the fourth quarter.

According to the Fiscal Responsibility and Budget Management (FRBM) Act, 25% of the state’s total GDP can be considered the upper limit of the total loans raised by the state.

TheTelanganagovernment has requested theKrishna River Management Board(KRMB) to restrain Andhra Pradesh government from diverting water from foreshore ofSrisailamreservoir through three projects – Muchumarri, link canal connecting Handri Neeva Sujala Sravanthi lift irrigation scheme at Malyala with KC Canal, escape channel fromBanakacherlacross regulator for feeding theKC canalayacut – to feed KC canal unless a proper account and allocation is given to them.

The government said all the three projects were illegal.

Telangana Irrigation department engineer-in-chief C Muralidhar said in his letter to chairman of KRMB on Thursday said as AP has been utilizing more water to this project than allocated 31.90 tmcft and diverting to outside the basin will adversely impact many Telangana irrigation projects and Srisailam depending projects likeNagarjuna Sagarand drinking water supply to Hyderabad city.

Centre okays Telanganas new zonal system

Clearing decks forrecruitmentandtransferofstate governmentemployees, theCentrehas approved amendments for the newzonal systeminTelangana. The ministry of Home affairs (MHA) issued a gazette notification on Monday night incorporating two newly-formed districts Mulugu and Narayanpet and including Vikarabad district in the zone instead of Jogulamba.

The MHA said the amendments were made to clauses (l) and (2) of Article 371-D of the Constitution to amend the Telangana Public EMPLOYMENT (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 2018. President Ram Nath Kovind had earlier given approval for the amendments.

According to the Presidential Order, seven zones and two multi-zones (I & II) were created for government departments except Police department. Seven zones and two multi-zones were created separately for police.

The Telangana government had approved new zonal system by creating seven zones for recruitment and transfer of government employees three years ago. Prior to the bifurcation of the state, there were only two zones.

Block chain technology helped Tandur tur dal bag GI tag in Telangana

Block chain technology couldnt have come at a better time for Tandur red gram (tur dal) to get the coveted Geographical Indication (GI) tag. Not just the Tandur tur dal, the blockchain technology came in handy to prove origin of around 360 GI products and prevent counterfeits, GI experts said.

Experts said blockchain technology is now used extensively in to trace origin of food products. Professor Jayashankar Telangana State Agriculture-notes-for-state-psc-exams”>Agriculture University along with a tech solution company used the blockchain technology for traceability of Tandur tur dal.

The university in collaboration with TRST01 (Trust-O-One) introduced the blockchain technology in seed traceability of pigeonpea and safflower. Experts said the technology platform generates a unique hash and integrated QR codes for the seed.

In the case of tur dal, the university and TRST01 did seed traceability from the nucleus seed and maps. Experts mapped each step in the value chain, captured related information and stored the data in a ledger or block chain.

Telangana: Jamuna Hatcheries encroached upon 70 acres, says report

A detailed survey by the Medak District Administration has found revealed thatJamuna Hatcheries, belonging to the family of BJP MLA and former ministerEatala Rajender, encroached upon70 acres- nine acres government land and 61 acres assigned land – in Achampet and Hakimpet villages of Masaipet mandal in Medak district.

The report said the firm had constructed huge sheds (survey no. 130 of Achampet village), feed silos and buildings and erected structure footing (sy no. 81 of Achampet village) in assigned land without obtaining any permission from concerned authorities. Ironically, some officers had carried out registration of nine acres of government land in the villages though the land parcel was marked as prohibited land.

Telangana: Forestry varsity to function from 2023

As the plans to scale up the existingForest College and Research Institute(FCRI) into India’s firstUniversity of Forestry(UoF), plans are afoot to start affiliated colleges across the state. Officials

expectFCRItransitioning into a university may be completed before the next academic year.

According to officials, once the University of ForestryTelanganaBill, 2022, is ratified, they would be offering 18 more courses, including diploma and technical certificate courses for students.

These include nursery management, forest Entrepreneurship, forest park management, enhancement of tribal livelihood, agro-forestry, and urbanforestryamongst others.

The UoF would add an additional 96 staff to the existing 210 employees, including the vice-chancellor, while the chief minister would be its chancellor.

Telangana passes resolution for caste-wise BC census

The legislative council and assembly on Friday unanimously adopted a resolution urging the central government to take up caste-wise census of Backward Classes in the general Census for 2021.

Chief minister K Chandrasekhar Rao moved the resolution in the assembly stating that it was necessary to maintain accurate statistics to take up welfare measures for the poorest of poor. The CM also mentioned how several state assemblies and Political Parties across the country have started requesting the central government to take up the BC caste census and urged the Centre to take it up along with the 2021 Census.

The CM said that BCs comprised 50% of total Population in Telangana and that there was a general opinion to ensure that Justice was delivered to them. Subsequently, speaker Pocharam Srinivas Reddy announced that the resolution was adopted unanimously.

Defying KRMB, Telangana continues power generation at Srisailam

Sticking to its contention that Srisailam project was conceived for hydel power generation in the united Andhra Pradesh, the government has been generating electricity from its units at the project. This, despiteKrishna River Management Board(KRMB) direction to stop hydel power generation from Srisailam following complaints by Andhra Pradesh.

Chief ministerK Chandrasekhar Raohad on several occasions said Telangana would generate power at Srisailam to meet the states requirements.

The Telangana government has been arguing that Srisailam project was meant for hydel power generation. The Telangana Irrigation officials even walked out from the meeting and said they would not attend the meeting if the Board wants to hold another meeting on hydel power. The government also said it has no objection if AP generates hydel power from its units at Srisailam.

Interestingly, the Telangana government broke its earlier hydel power record by continuously generating and utilising 2,085 million units (MU) in the past five months i.e., April to September 5 against just 1,193 MU for the same period in 2020. Of this, 880 MUs were from Srisailam and another 879 MUs from Nagarjunasagar units.

All charged up about the prospects of the electric vehicle (EV) segment, Tirupati-based battery makerAmara Rajais gearing up to invest between $800 million to $1 billion to build a gigafactory over the next five to eight years.

The bidding process is expected to take place by the end of this financial year, he said, adding that post bidding it would take around two years to start manufacturing cells at the gigafactory.

The company will also decide on the location of the factory based on the overall incentives offered by the Centre as well as various states that have rolled out EV policies.

India’s second railway manufacturing unit to come up in Telangana

Telanganawill soon be Home to India’s second RAILWAY manufacturing unit atKazipet. Prime Minister Narendra Modi will lay the foundation stone for the unit on Saturday. South Central Railway (SCR) general manager Arun Kumar Jain said on Thursday the unit would manufacture 1,200 wagons in the first year. From the second year, this will be scaled up to 2,400 wagons.

While Braithwaite & Co, a Kolkata-based public-sector undertaking, is India’s first railway manufacturing unit, the one at Kazipet will be the first to be set up by the railways.

The unit is expected to be a green structure equipped with a solar power plant, sewage treatment plant, rainwater harvesting structure and natural daylighting. It will be equipped with the latest technology, including robotic painting of wagons, computerised machinery for precision cutting and modern material storage and handling units. The project is expected to generate 1,200 jobs in the initial years. The construction of the unit will be undertaken by Rail Vikas Nigam Limited and is expected to be completed by February 22, 2025
