Govt okays 37 packages for organ transplant outside Raj

Among the 37 packages finalised for organ transplants outside the state, Rs11 lakh is the highest package rate fixed, which is for liver transplant (liver transplant surgery, including donor hepatectomy for liver donor) and same will be for the bone marrow transplant (allogenic bone marrow transplant-Haplo). The pre and follow up packages of transplant has also been included in 37 packages. The package rate will be reimbursed to the patients after the transplant or the actual cost of transplant, whichever is lowest.

If the transplant cost exceeds the package rate, the patients will have to pay from the pocket. A list of 37 packages with rates has been released along with the guidelines of availing these outside Rajasthan, under theChiranjeevihealth Insurance scheme, said, a Health department official. The beneficiary will not be able to avail the benefit without following the procedure mentioned in the guideline. A transplant evaluation committee headed by the principal of the medical college will be constituted to decide if a patient needs a transplant. The two members of the committee will be experts of the specialty and one member which will be nominated byRajasthanState Health Assurance Agency.

The RSHAA will collect the details from the hospital where transplant takes place. If RSHAA finds the bills are fraud, thenlegalaction will be taken. There is a provision in the guidelines made for easy travel of the patients to outside state for transplant.

The Rajasthan government will reimburse the actual air fares for patient and one attendant or Rs 1 lakh whichever is lowest for going and coming back.

Rajasthan: 53 lakh to 13 lakh per day, MGNREGA labour work dips in 2nd wave

Compared to last years engagement of over 52 lakh labourers underMGNREGAat the height ofCovidpandemic on June 14 (2020), the numbers dipped to 13.48 lakh on the corresponding day this year (2021) at a time when the state was reeling under second wave. The highest labour engagement per day in the state last year (2020) was on June 15 at 53.45 lakh.

According to officials and volunteers of Mazdoor Kisan Shakti Sangathan (MKSS), lakhs of labourers are not getting work under the scheme despite a huge demand for it. They said while there was a huge demand for EMPLOYMENT under the scheme last year due to large-scale labour movement at the peak of first wave, this year the numbers (in terms of labour movement) are low because either most of them have not returned to their previous workplaces or they have come back again (in small numbers) and are still demanding for work under the scheme.

According to ‘sRaj Kaushalportal, 12.81 lakh migrant workers had returned to the state last year.

SMS hosp set to get 5G connectivity for faster functioning

Under IHMS, all the functioning of the hospital will be done online from writing prescriptions to providing medicines, from issuing lab reports to discharge of patients, all will be done online.

Rajasthan floats global tender to procure one crore doses

The state-runNational Health Mission(NHM) has floated a global expression of interest (EOI) for the procurement of one crore doses of Covid Vaccines.

The government ofRajasthanintends to procure Covid-19 vaccine on urgent basis to manage Covid-19 pandemic. Global EOI is hereby invited from foreign-based international manufacturers/their authorised agents/direct importers for procuring ten million doses of Covid-19 vaccine. The offered Covid-19 vaccine must be duly approved from competent authority of Government of India.

The international manufacturers (from outside India) of Covid vaccines or their authorized distributors/importers with appropriate licence to import the vaccines are eligible to participate in the EOI.

RIICO launches eight new industrial areas

RajasthanState Industrial Development and Corporation (RIICO) has launched eight new industrial areas in as many divisions of the state to facilitate local entrepreneurs to establish ventures using Resources in their areas.

While presenting the Budget for 2023-24, chief ministerAshok Gehlothad announced to open 50 industrial zones in the current year. In the past two financial years, the State Government has announced 96 industrial areas which are at various stages of development.

While the land plots would be allotted through auctions, preferential allotment is also on the cards.

In fact, RIICO has made a provision to allot plots in industrial areas to local entrepreneurs on preferential basis, although the number of plots would be limited.

While investors outside the state participate in the auctions keeping in view their projects, the local Industry, which is mostly in the MSME sector, finds it unviable to match the prices.

Rajasthan government working on extending industry benefits to tourism sector

After prolonged Persuasion by the tourism bodies, thestate governmentseems to be heeding to their demand for extendingindustry benefitsto the sector that has been hobbled by the pandemic.

The state finance department has communicated to thetourism departmentto prepare an action plan to offer benefits to the hospitality sector.

Industry benefits will include electricity rates, UDH and land taxes which are currently paid by the hospitality sector at commercial rates which are higher.

Tourism was declared as an industry in 1989, but the benefits were not extended by states and the units are paying taxes and electricity tariffs at commercial rates. Recently, states likeMaharashtraand Karnataka have given the sector the industry benefits.

As per industry estimates, energy costs account for a significant part of a hotels operating expenses ranging from 15-35%. It is the second highest expenses after manpower cost. Additionally, whether a hotel or restaurant consumes electricity or not, it has to pay a fixed tariff.

Rajasthan: New bill to exempt job tests from public exams act

The on Wednesday tabled anotherbillamending theRajasthan Public Examination(Prevention of Unfair means) Act, 1992 which gives it the power to exclude public examinations from the purview of the Act.

The new bill Rajasthan Public Examination (prevention of unfair means) (Amendment) Bill, 2022 proposes to amend the existing Section 8 of the Act which provides for the state government to include in theScheduleany public examination in respect of which it considers necessary to apply the provisions of this Act. But there is no provision for exclusion of any public examination from the Schedule to the said Act.

It has been considered expedient that the state government should also have the power to exclude any public examination from the Schedule to the said Act if it considers any public examination to be governed by a new enactment.

Along with the proposal of amendment in the Act of 1992, the state government is also bringing a new Bill to provide for effective measures to prevent the offences of leakage of question papers and use of unfair means at public examinations conducted for the purpose of recruitment to any post under the state government.

Accordingly, the existing Section 8 of the Act is proposed to be amended suitably, said the objectives of the bill.

Rajasthan border areas to have cybercrime police stations

Ahead of the state Budget on February 23, senior officers ofRajasthanPolice are optimistic of getting more Resources and facilities which would go a long way to curb increasing crime in the state.

It is likely that the state will soon have dedicated cyber police stations especially in the Mewat region including Bharatpur and Alwar along with new police stations in the districts close to other state borders.

According to the sources, the is also aiming to curb Narcotics smuggling in the state. In the year 2021, the crime branch of the state police, had conducted various raids across the state and seized big hauls of narcotics. Curbing narcotics smuggling is another challenge for us. So, in our previous meetings we had laid our emphasis on having a dedicated police force to curb narcotics smuggling or dedicated police stations for this crime.

After cabinet approval, Rajasthan government frames contract hiring rules

The personneldepartmenthad announced the rules forcontractappointment following the recent cabinet meeting that had amended the rules for contractual hiring ofemployees.
In these rules, the provisions from the recruitment of contractual employees, their removal have been made clear. Recruitment will be done on contractual basis only on those posts which are not regular. In the new rules, there is a provision to regularise the contractual worker after screening by a committee only after regularizing the post, but his old service will not be counted.

Departments cannot keep any employee on contract for more than five years. After the completion of the five-year contract, it can be extended once for another three years. The appointment will be deemed to be over at the end of the contract period of five years.

Government departments will hire contract employees after the approval of the finance department. The contractual employees can be removed by giving three months notice or three months salary. In case service has been terminated before time, one month’s salary for each year of the remaining years of appointment will be given as compensation.
The hiring of employees had to be made public advertisement and the selection procedure will be determined by the concerned administrative department. Reservation of SC, ST,OBC,EWSwill be applicable in contractual appointments. The age limit will be a minimum of 21 years by January 1 and maximum 40 years. A person above 60 years of age cannot be hired on contract. The person who had the two children after 2002, will also not get a job on contract. Women in the general category get five years and the reserved categories get 10 years age relaxation.

Builders urge Rajasthan govt to reduce stamp duty in coming budget

In a meeting with the finance department on Friday to give recommendations for the budget 2022-23, leading real estate body Credai-Rajasthan urged the government to rationalize the stamp duty structure to make housing affordable for the common man.

Real estate developers who metAkhil Arora, principal secretary (finance), acknowledged that the government should remove the provision for charging households residing in societies to pay an additional amount for having access to Bisalpur water.

Along with surcharge, the stamp duty inRajasthanis among the highest in the country at 8.80%. Additionally, DLC rates are also rising continuously hitting the affordability for people. Similarly, the industry body wanted the finance secretary to remove the anomaly of stamp duty on ware houses.
